    Test project for the 2004: Allows 100,000 overseas military personnel to vote over the Internet.

    Security: Pre-established digital signatures and encrypted data transmission will be used.

    Opportunity: To increase voter participation by reversing negative turnout trend.

    Survey: A Pew survey of 18 to 27 year olds on future voting methods found that 71 percent of those responding would vote on the Internet.

    Advantage: Help re-engage non-voters in the democratic process by reducing effort to vote.

    Concerns: Security, hacking, virtual identities, substantial funding to provide for larger population.
