PLAYER/PARENT GUIDELINES

BASEBALL / SOFTBALL

 

I. Alcohol, Drugs, Tobacco

The East Grand Forks Parks and Recreation Department recognizes the use of mood-altering chemicals as a significant health problem for many adolescents, resulting in negative effects on behavior, learning and the total development of each individual. The misuse and abuse of mood-altering chemicals for some adolescents affects extra-curricular participation and development of related skills. Others are affected by the misuse and abuse by family, team members or other significant persons in their lives.

 

A. Rule

During the season of practice, play or rehearsal, regardless of the quantity, a student shall not use, possess or be in the presence of others who are consuming or are possessing a beverage containing alcohol; use or have possession of tobacco; or use, consume or have in possession, buy, sell or give away marijuana or any other substance defined by law as a drug; or be in the presence of others who are using or possessing marijuana or any other substance defined by law as a drug. It is not a violation for a student to be in possession of a legally defined drug prescribed for the student’s own use by her/his doctor.

*Possession is defined as a student knowingly and willingly possessing a beverage containing alcohol or having drugs or tobacco on the student’s person.

** In the presence of is defined as a student knowingly and willingly remaining in the presence of others who are consuming or using alcohol, marijuana or drugs. This shall include BUT not be limited to the following situations: marijuana, drugs, liquor or beer in an automobile, at a private gathering of students, attending a party at a bar, tavern nightclub, etc.

 

B. Penalties

1. First Violation

After confirmation of the first violation, the student shall lose eligibility for the next two (2) consecutive events or two (2) weeks of a season in which the student is a participant, whichever is greater. No exception is permitted for a student who becomes a participant in a treatment program.

2. Second Violation

After confirmation of the second violation, the student shall lose eligibility for (6) six weeks or (6) six events, whichever is greater.

3. Third or Subsequent Violation

After confirmation of the third violation, the student shall lose eligibility for the next (12) twelve weeks or (12) twelve events, whichever is greater.

* If after the third or subsequent violation, the student on his/her violation becomes a participant in a chemical dependency program or treatment program, the student may be certified for reinstatement in Parks and Recreation activities after a minimum period of six (6) events or six(6) weeks, whichever is greater.

4. Penalties

Penalties shall be accumulative beginning with and throughout the student’s participation in the program. Any time not served will carry over to the next season.

 

II. Player Conduct.

The way a player treats his/her teammates is an integral part of being a successful team. The East Grand Forks Parks and Recreation department deems this as one of the most important aspects of team building. Player conduct includes showing respect for teammates, coaches, officials, opponents, and facilities.

A. Rule

During the season, the player shall show respect for themselves and others at all times. This includes, but not limited to, sportsmanship, hazing, racial/religious/sexual harassment, stealing, foul language, and lack of respect of anyone.

B. Penalty

1. First Violation

Minimum (1) one game or (1) week

2. Second Violation

Minimum (3) three games or (3) three weeks

3. Third and Subsequent Violations

Minimum (9) nine games or (9) weeks

It shall be the responsibility of the coach of the particular activity to investigate and administer the disciplinary policy as set forth above. The penalties listed are minimum enforcements and additional penalties may be observed. In the event that it is the feeling of any interested party that the action of the particular coach is not proper, said party may request a hearing before the Parks and Recreation, who shall hear all the facts and make a determination thereon.

 

III. Parent Conduct

Unwarranted involvement of parent of participant or spectator can result in suspension of parent/spectator from facilities or parks for a minimum of one week.

 

Should this situation repeat, the participant may also be suspended for a minimum of one week.

 

Before the participant can be readmitted to activities following suspension, the parent or guardian must submit in writing a letter of apology.

 

IV. Unexcused Absence or Tardiness from practice or games.

A. Rule

To have a successful program the participants must be at all practices and games. The skills needed to be successful are taught at these times and attendance, attention, and being on time are crucial. Events may occur throughout the year where the participant is not able to attend scheduled events. In that case, notification of the coach must occur prior to the scheduled event, either in writing or verbal contact.
