*made landfall in northern Leeward Islands, but caused little damage.
*dumped 16-17 inches of rain in Puerto Rico and Hispanola
*caused 1 death in Puerto Rico

Hurricane Debby was the fourth named storm, and second hurricane of the 2000 Atlantic Hurricane Season. It had started out as a storm system with a lot of promise, but once it encountered the rugged terrain of the island of Hispanola as well as upper level wind shear, it fell apart.
