1.0 CHAIRMAN Brian Pill

The Chair was taken by B Pill. Welcome was extended to all, particularly new Members and Guests. Mention was made of the US Presidential elections, the meeting format and the presence within the building of contractors. The importance of maintaining security and front of house parking was stressed. Members reminded to sign the Sederunt. A special welcome was extended to Hazel Harvey from IOSH HQ.

 

2.0   MINUTES

The 118th Minute – October 2000 – was tabled. The Minute was proposed by M Johnstone and seconded by J Craig as a true and accurate record.

5.0 BRANCH EDUCATION OFFICER L Young

Mention was made of the workshop for Associates to up-grade to Tech SP and for those wishing to prepare and present a portfolio. The date has been set as Saturday 25 November running from 10am thro’1230 at Donaldson’s College. All members have been informed by fully Mailshot distribution.

6.0 SPECIALIST GROUPS 7.0 MEMBERS ITEMS

7.1 Fire Risk Management. The Chairman stated that there are three members willing to assist with this group and the Executive will make decision. The members were thanked for their support.

7.2 Branch Support. One member is having a Business to Business safety forum in the Borders and is looking for support from a member particularly on Risk Assessment requirements. The meeting is on 29 November. Please contact 01573 229910 if you can help.

7.3 Scottish Parliament Committee. The Institution was represented at a discussion meeting on how to further re-vitalising Health and Safety within Scotland. Cathy Jamieson MSP was in the Chair. <7.4>District Forming. The meeting is to go ahead but with a change of venue. This will be clearly highlighted. Kinross 7.00pm tonight. Please support.
8.0 GUEST SPEAKER

The Guest Speaker was introduced by M Johnstone as Bill Ure from JB Management (Scotland) Limited and was invited to address the Members on the subject of NVQ/SVQ Level 3 & 4 in Health and Safety.

Bill indicated that he had been involved in various training roles for over 15 years including a period prior to his formation of his Company. His presentation would be in three parts – Details of the Company; City & Guilds criteria & building a Portfolio; Potential funding.

J B Management (Scotland) LTD

The Company had gone "Limited" as at 1st January 2000 although it had been originally established back in 1995.

The organisation has various contracts with a wide range of LECs (Local Enterprise Councils) most of which were local to the Company within the Ayreshire area. They have a wide range of Companies, which avail themselves of J B Management services, which included Seagate, Excel, and British Aerospace, amongst a long list of others.

The Company offers a range of City & Guilds NVQs including

Plus a range of modern Apprenticeships in Distribution and warehousing

In 1998 they had their first student complete the Occupational Health & Safety Practice and managed to do so well that he was awarded a Silver Medal from City & Guilds

The Standard is not a training tool, it is an assessment tool.

C&G NVQs are not pass or fail, they demonstrate achievement of a standard.

The Portfolio issued is a 65mm ring binder.

J B Management work closely with RoSPA in training for underpinning knowledge

Each year they will get two External Verifier visits to check on standards. Recently this has been a Director from IOSH, so this demonstrates a similar standard is being followed.

Level 3 NVQ portfolios can be requested by the local IOSH Branch Executive if the individual is seeking Tech.S.P status. Level 4 portfolios could however be sort by IOSH HQ

Understanding the jargon

This is often the major issue with individuals who have left full time education for some time.

Units – These are the smallest part which can be accredited as a stand-alone item

Elements – being the detail of what is included in the unit

Performance criteria – state what has to be achieved

Range statement – this states what type, how many and what frequency it has to be undertaken

Evidence – This can be direct = Hard copy information, or it can be Diverse = Witness testimonies, photos or videos etc

The content of each element within the portfolio starts with a reflective statement (this has often previously been referred to as a Personal Account or even a Story Board) but is effectively an executive summary of how the evidence was achieved.

It is a known fact that extensive accounts are required for specific units

E.g.
Level 3 C007 H&S Systems and G31/32 Risk Assessment – where the range statement requires details for 9 different risks

Level 4 C001/2 H&S Systems and G10/11 Risk Assessment – where the range statement requires details for 14 different complex risks

Completing the course

The method of achievement is different to that often followed previously

It is all based around the issue of building a Portfolio

Demonstration of the skills attained is necessary

Evidence gathered to show what has been achieved – but it is all done in your own workplace

Problems usually revolve around time allocation

You need to be able to put 2 hours per night into developing the portfolio –need to work at it

Of 80 candidates on their books, only 50 of them are still going strong, 30 have fell by the wayside.

Level 3 is likely to take 6 to 12 months working at it

Level 4 is likely to take 9 to 12 months

You fall off the system after 3 years

Funding

LEC will fund for those of under 25 years of age

ILA (Individual Learning Account) – Invest £25 and then you can tap into £150 of leaning materials from the Scottish Enterprise each year

For SMEs –

Costs = £950 plus C&G fees for level 3, £1500 plus C&G fees for level 4

The Chairman voiced a Vote of Thanks and a small token of the Members appreciation was offered – the members responded warmly.

10.0 CLOSURE
