3. GOALS AND METHODS OF ACHIEVEMENT
3.1 The Goals of the Society:
- Economic, social, cultural, ecologic durable and democratic
development of rural communities from the Republic of Moldova;
- Drawing of the citizens of the Republic of Moldova at settlement
of economic, social, ecologic, cultural, durable problems;
- Offering of extension and scholar services in durable development;
- Involvement of Organizations from the member countries of
the European Union at the development of association activity;
- Participation in foundation of any democratic society through
the institutionalization of essential norms of civil society:
individual rights, free association, delimitation of public
and private spheres, legality; opinion liberty and initiative;
- Demonstration of good examples of the activity of civil society
oriented to the identification and solution of local and social
problems of the citizens and extension of the capacities and
experience of citizen action to neighboring localities and other
localities from abroad;
- Supporting of initiatives in the view of experience development;
- Identification of increasing possibilities of informational
view created after spend transformation in the society during
the last years;
- Formation and development of action capacities of civil society
to facilitate the involvement in the administration of public
stuff, in accordance with stipulated present, legal field, as
the establishing of new relations of cooperation of the citizens
with public local authorities, for solution of common agreement
of the most important problems of durable development of the
communities;
- Facility of the citizen implementation in the process of taking
the decision on the different levels;
- Perfection of the culture, citizen spirit of civil responsibility
for outrun of actual unfavourable, economic, social, and ecologic
situation, for the phenomenon's contraction of moral degradation
and - fighting of criminal situations, as being the most dangerous
for the present and future generation and for the society;
- Promotion of such correct mechanisms which reflect political,
social and economic life;
- Elaboration of strategic plans of development and attraction
of extern donators;
- Extraction of financial resources which are necessary for
the achievement of statute objectives;
- Contribution to the role consolidation of public and local
administrations in community development;
- Identification of new community leaders;
- Dissemination of culture of the population from rural sector
through the implementation of new technologies and informational
programs, experience, consultancy, courses of training;
- Maintenance of small, rural and agricultural Business.
- Formation of spread informational networks of durable development;
- Supporting of the programs and actions of public importance:
conferences, seminars, competitions, fairs, forums, etc.
- Problems settlement in opened way and on the basis of such
values;
- Contribution at creation of labour market in the region and
solution of employment problem of the citizen in labour field;
- Promotion of correct mechanisms which reflect social, public
and economic life;
- Performances improvement of public worker and represents of
public and local administrations through the access to information;
- Contribution at role consolidation of public and local administrations
in local development of the economy;
- Contribution at decreasing of limits of economic and law nature
which stop the contractor's development;
- Insurance protection of rights and interests of the contractors
and good consumers and service;
- Man's protection of rights;
- Community training in development and performance of public
services;
- Development of partnership relations between the economic
sector, nonprofit and that governmental;
- Supporting of sectors of vulnerable population of the society,
improvement of living conditions, offering of facilities for
the access to information, briefing and social assistance;
- Participation in elaboration of projects and strategies for
the diminution of poverty level in the row of the citizen;
- Sensibilization of public opinion upon the role of non-governmental
sector in the society;
- Civil education in the sphere of women's rights, children's
rights, youth's rights, national minorities' and other categories
of the persons;
- Supporting of the process of social integrity of the children,
youth with disabilities, in crisis situation (unemployed workers,
orphans), etc.;
- Offering of assistance, material help and free services for
the children, invalids, lonely persons and children who have
not any parent custody, families with many children, and other
categories of unfavorable persons;
- Unfolding of charity actions;
- Promotion of voiunteerism through the intermediate of local
and international networks of specialty;
- Development of Tourism and Rural Echo-Tourism;
- Supporting of reestablished actions, keeping and developing
of natural resources;
- Contribution at consolidation of ecologic legislation and
its harmonization with the European Legislation;
- Creation of such financial and technical material bases for
the achievement of statute goals;
- Development of rural-ecologic system in the localities of
the Republic;
- Implementation of ecologic concepts, advancement of knowledge
about the condition of environment, development of public notoriety
in the field of environmental keeping;
- Development of help offering as for the citizen and their
associations as for the state in the activity of keeping and
reestablishing of natural resources at any possible ways, adjustment
of the environment and keeping of biological diversities;
- Organization of ecologic public control upon the state of
the environment, observing of legislation in the sphere of nature
usage, carrying out of
ecologic public expert examinations and participation in evaluation
of impact of the environment;
- Development of legislative basis in non-commercial organizations
and contribution to consolidation "of the third sector"
in Moldova;
- Organization and material supporting of social important ecologic
initiatives;
3.3. For the achievement of proposed goals, the Association
has the right to:
- To collaborate with Bodies of Information, Non-governmental
and Non-profit Organizations, State Bodies of Public Administration
of all levels;
- To found Centres and Clubs of propagation of knowledge (English,
computer, etc.) for active involvement of profitableness layers
in the society;
- To represent the Association's interests in public authorities
and other organizations;
- To insure the protection of rights and interests of their
members;
- To found means of information and to use information of state
in the established mode;
- To carry on the editorial activity;
- To diffuse free manner the information about its activity;
- To obtain from the public authorities the necessary information
for the development of statute activity;
- To conclude the contracts on its behalf, to produce and to
achieve the goods in accordance with statute goals;
- To participate in national and international competitions
regarding the obtaining of social orders and dowry from the
state, as regarding the obtaining the grants and scholarship
from other countries, national foreign and international foundations;
- To conclude bilateral and multilateral agreements of collaborations
with legal and physical persons, performance of service of goals
fulfillment and statute tasks;
- To participate as a founder of public organizations, philanthropic
organizations and funds;
- To be a member of different Institutions and potential partner
in public or Non-governmental, International Societies, to concrete
the contracts and to keep direct relationship with them, with
the right to conclude direct agreements;
- To secure the patrimonial complex, mobile and immobile goods
necessary for the activity performance and insurance of good
fuction of the Association;
- To invest financial free means in commercial activity to spread
their financial funds;
- To carry out the economic productive activity and other activity
of enterprising which would contribute to the performance of
statute goals;
- To enjoy other rights offered by the legislation in force; |
