Current Research Interests:

My academic research concentrates on the political economy of fiscal federalism and economic reform in four highly decentralized, federalist systems: Brazil, China, Russia, and India. Although my recent publications concentrate on the institutional dilemmas to sub-national debt management in Brazil, I am interested in drawing comparisons with other developing nations on the political process of hard budget constraints, sub-national debt control, and municipal finance. In addition, I currently serve as Chair, with Eliza Willis, Professor of Government, Grinnell College, of the Latin American Studies Association�s new academic section on �Decentralization and Sub-national Governance,� and as an Editor for the International Programs office of the American Political Science Association.

RAND, Washington DC Office (08/21 � present). Currently working as a research assistant on a variety of projects. Responsibilities entail reading and writing background reports on the political and economic conditions of several Latin America countries (primarily Colombia and Brazil) in order to help the US Army define their future military strategy in the Western Hemisphere. 

The International Monetary Fund, Department of the Treasury (TRE), Washington, DC (08/00). Worked in the Poverty Reduction and Economic Growth Division of the Treasury Department as a research assistant to Senior Economists. Responsible for monitoring international loan performance and calculating IMF STR exchange rates for international transactions.

The World Bank Group, Poverty Reduction and Economic Management Division (PREM), Latin American and Caribbean Division (08/97-05/98) Worked as research assistant to Senior Economists in the Poverty Reduction and Economic Management Division (PREM). Projects entailed coding of political institutions for cross-section regression analysis of fiscal decentralization and political change in Brazil, Colombia, and Argentina.

The Inter-American Dialogue (05/97-08/97) Coordinator of US-Mexico Forum on International Trade and Democratization. Position required intensive research on Mexican financial and political issues. Project jointly sponsored with the Brookings Institution.
