1. The Coast to Coast Baseball Association will operate as a continuous ownership of players league.
2. By law, all franchise owners are required to own the Baseball For Windows Game as well as the latest Season disk.
The Commissioner will provide ALL teams with the official league Organization Disk. Teams are NOT to set up their
own organization. Baseball for Windows (Version 5.0 or higher) and Advanced Draft and League Manager Power tool
will be used un this league. Full AIM with fatigue and injuries will also be used.
3. This league is in operation to promote friendship and sportsmanship for people who have a love for the game
of Baseball. Those who promote animosity between league members by their actions will be subject to dismissal
by a vote of league members. A two thirds majority of league members is required for dismissal.
4. All managers must maintain an active e-mail address with internet access.
5. Any rule not covered in the Constitution will follow MLB rules.
SECTION II -- SCHEDULE
1. The season will start at a time determined by the Commissioner. The season will run for a period of 36 weeks.
2. The regular season schedule will consist of 162 games. Thirty games against teams in your own division and
Nine outside the division.
SECTION III -- ROSTER RULES
A.- REGULAR SEASON
1. Rosters will be limited to 38 players, 26 active and 12 players assigned to Farm Teams.
2. Active rosters must include at least nine pitchers and a carded back up at each position. A player may be the
sole backup at two positions maximum. Rosters may be adjusted weekly. There is no limit to the amount of times
a player is promoted or demoted during the season.
3. Players on the Minor League roster may be moved to the Major League Roster only during the update cycle.
Of the nine players on the Minor League Roster, a maximum of two may be uncarded. The Franchise manager may
promote players to the major league roster prior to sending the Franchise file to the Commissioner for the
next period of play.
4. Uncarded Players may be carried on a league roster for a maximum of two seasons. If an uncarded player
is acquired in a trade, there is no restart of this provision. Uncarded players may NEVER appear on an active
roster. Violation of this provision will result in loss of said player AND a draft pick in the upcoming season draft.
5. All carded players must be used for at least 25% of total real-life at bats or 25% of real life innings pitched.
Any player not meeting this requirement will become a free agent and will be placed in the pool for the following
seasons rookie and free agent draft. A manager acquiring a player in a mid season trade is not obligated to
meet the above requirements. However the player in question may not appear on the original players roster
for a period of two seasons following the trade. NOTE: Players with less than 10 AB�s or 5 IP are exempt
from this rule.
6. Players not on any team roster are eligible to be signed as free agents during the course of the season.
Only pitchers Grade 3 and position players designated as PR930 (players with SLG plus OBP equaling .600 or
less) shall be eligible for in season free agent drafting. Free agent pickups will be made on a weekly basis.
Free Agent claims must be made via e-mail. The signing period will run from Tuesday at 10 am PST through
Thursday at 5 pm PST. If the same player is claimed by more than one team during a given signing period,
the player will be awarded to the team with the lowest winning percentage at the time of the claim. Any team
signing such players must release someone from their roster (if they have 38 players) in order to make room
for the free agent. Any free agent pickups during the season will be released from the team following
post-season play. Free agents may be signed at any time during the season. Any players signed after the
trading deadline are NOT eligible for the playoffs.
7. Active Rosters may be expanded to 38 players after the 130 game mark.
8. In the event that injuries leave a franchise without a carded player at a position, the Injured player
may be placed on the "disabled list" and an emergency call up from the free agent pool is allowed without
the team losing a player. If the player to be placed on the DL's injury duration is less than 15 days, said
players injury would be increased to 15 days. When that player is eligible to come off the DL the emergency
call up (or another player on the roster) must be returned to the free agent pool.
9. Any player with 0% RUse must be removed from the Active Roster immediately. Said player may remain on the
farm roster for the remainder of the season.
B. END OF SEASON ROSTER CUTS
1. At the end of the Championship season the player agent will set a date for submission of the winter rosters.
2. Rosters will be trimmed to a number between 21 and 38 players. Teams will be drafted to reach a total of 38
players. Draft picks will be awarded in accordance with Section IV.2 and Section IV.3 below.
SECTION IV - ANNUAL ROOKIE AND FREE AGENT DRAFT
1. The Annual Rookie and Free Agent draft will be conducted at a time determined by the Commissioner after polling
the league membership.
2. The order of selection for the draft will be in reverse order of winning percentage. In the event of a tie, the
team with the better AWAY record will select first, and reverse in all subsequent rounds. If the teams in question
remain tied following the examination of away records, a random method will be decided by the Commissioner.
3. All teams will receive the number of draft picks computed by subtracting the number of players on that team's
Winter Roster from the league maximum roster limit. Each team will receive one pick per round, starting at Round
One, until all allocated draft positions have been used.
4. Following the Rookie and Free Agent Draft a two round waiver draft will be conducted. Each team will supply
the commissioner a list of players they wish to acquire as well as the players they will release to acquire
such players.
SECTION V - TRADING
1. The In-season trading period will begin on Opening Day and close after the 130 game mark. The rosters will then be frozen,
with the exception of minor league callups and free agent pickups for the remainder of the season.
2. Both managers must notify the Commissioner via e-mail of the trade for it to be official. Telephone calls regarding
trades will not be accepted in the league office.
3. Any trades during the in-season trading period must have an even number of players in each direction.
4. Draft picks can only be traded following the completion of the championship season and future draft picks cannot be traded.
5. No future considerations will be allowed in a trade and no conditional trades are allowed.
6. Any trade reported by both parties after the submission of the results file becomes effective the following Monday
with the following week's results file.
SECTION VI -- BEGINNING THE SEASON
1. The Commissioner will set up the Organization disk and set default instructions for all franchises on the
Commissioners disk. All managers will then be required to set the instructions for their franchises and return
them to the commissioner for inclusion on the league play disk.
2. The CCBA will create a "wizardized disk" which will grade pitchers in accordance with their statistics for the
previous season. All pitchers will be graded against their peers for purpose of creating this disk. (AL pitchers
against AL and NL against NL).
3. Prior to the start of the season, Each team may submit two relief pitchers to have their save totals adjusted.
This provision is to allow the Computer Manager to select the closer of choice for a particular team.
4. All Pitchers grade 5 and lower shall have their MBF's increased to 1100. All pitchers grade 1 and 2 will
have their grades adjusted to grade 3. All PR930 catchers will have their J factor upgraded to J2.
5. All players having a SF less than 100 will have their SF adjusted to 100 and their PR adjusted accordingly.
The following formula is to be used: NEW PR = OLD PR * (OLD SF / 100).
SECTION VII - DEFAULT/GAME RESULTS FILE SUBMISSION
1. Franchise files (for default instructions and game results are to be e-mailed to the commissioner in accordance
with the following schedule:
a. Commissioner File after Games/Initial File Sent to League on Tuesday.
b. Franchise default files with weekly Rotations/Lineups/Roster changes, must be sent to the commissioner by 6
PM PST/PDT Thursday.
c. Commissioner File for playing games sent ot league members by 12:00 Midnight PST/PDT Thursday/Friday.
d. Franchise Game Result Files sent to commissioner by Monday 6:00 PM PST/PDT.
2. Any Manager failing to keep up with their league responsibilities are subject to penalties assigned by the
Commissioner. Game results files always fall under the guidelines below and Default files will be charged if
players with 0% Ruse are found to be on the active roster:
3. Penalties for non submission of franchise files without prior notification are as follows:
a. First Offense: Warning
b. Second Offense: Forfeiture of 3rd round pick in following season draft
c. Third Offense: Forfeiture of 2nd Round pick in following season draft
d. Fourth Offense: Dismissal from league.
4. Any member unable to play their home games or make updates on time, MUST notify The Commissioner in advance.
The Commissioner will not impose penalties on league members providing the notification comes prior to the deadline
for same file submittal. ALL games will be completed on time. If the files are not in by the deadline, the games
will be played on AUTOMODE using the last file submitted to keep the league on track. The Commissioner will not
be responsible for any injuries incurred due to files not submitted on time.
5. The default road manager will be Duke Robinson Jr.
SECTION VIII - PLAYING RULES/REGULAR SEASON
1. In order to start a game, a pitcher has to have had at least one start in real life. (The only exception to this
rule is in a road game if the team is physically disabled and the AUTOMODE of League Manager chooses a non starter
to start.
2. The Designated Hitter will be used in American League Games only.
3. Pitchers may not pinch-hit or be used as the Designated Hitter.
4. Pitchers may be used to pinch run. If a pitcher is injured while pinch running, the length of the injury will
be what is reported by the game.
5. The hit and run play can be used anytime the score is +/- 3 runs of the opponents score up to a maximum of four
times per game. It may be used once every two innings after the 9th inning. Hit and run attempts resulting in a
foul ball or base stealing attempt do NOT count against the total.
6. Rainouts are discouraged in the CCBA. All teams are to set their default to domed stadium. If a rainout does
occur that would require rescheduling, every effort will be made to assign the rainout on the next series between
the two teams, and every effort will be made to maintain the home team.
7. Players are only allowed to play the positions which they are rated. The ONLY exception is when all players
eligible to play that position have either been injured in the series and are ineligible or have been ejected
from that particular game. When using a player at a position not rated on his card, the substitute should be a
logical choice.
8. Players are limited to 125% of their real life steal attempts. Once a player reaches the 125% limit, their
steal rating will be edited to read N00 for the remainder of the season.
SECTION IX- POST SEASON PLAY
**THE FOLLOWING RULES APPLY TO BOTH THE AMERICAN AND NATIONAL LEAGUE
1. All playoff series will be played head to head whenever possible. No manager will apply pressure to another manager to play head to head. If one manager insists that the series be played using the micromanagers, then the series will be played in that manner. The league does prefer that the playoffs be played head to head.
2. No Pitcher may START in the post season unless that pitcher started at LEAST 5 games AND pitched 25 innings
during the regular season. Exception: If no other available starters are on the roster (unavailable due to
Fatigue earned from prior start in Post Season or extra inning appearances) then a pitcher with an actual
season start may make an emergency start. A pitcher who is not qualified to start due to regular season usage
limitations can not be counted in the 4 Starter minimum for the Post Season Roster."
3. POST SEASON USAGE RESTRICTIONS
a. All position players with over 300 MLB AB's will have their usage factors adjusted to 1000 PR/100 SF for
the playoffs to allow them to play full time and not be affected by fatigue in the post season.
b. Position players with 300 or fewer plate appearances in the MLB season are limited to 10% of their
appearances for the entire playoffs.
c. Starting pitchers with 100 or fewer innings pitched in the MLB season are limited to 10% of their innings
for the entire playoffs.
d. Relief pitchers with 40 or less innings pitched in the MLB season are limmited to 10% of their innings
for the entire playoffs.
e. All players are limited to 20% of their MLB season attempts for the entire playoffs.
4. There will be no injuries lasting longer than the duration of a game during the playoffs. Any carryover
injuries from the regular season will be wiped out
5. Qualifiers for the playoffs will be as follows:
a. -3 division winners
b. -best remaining record (wild card)
6. In the event of a tie for the final playoff qualifier, a one game playoff will determine the final playoff qualifier.
Home team in this game is determined by coin flip. In the event of a tie for playoff seeding, head to head records
will determine the seeding.
7. DIVISIONAL PLAYOFFS (2-2-1 format)
a. Best division winner (#1 seed) faces qualifier with worst record (#4)
b. Second division winner (#2) faces qualifier with third best record (#3)
i. -Seeds #1 and #2 will be home in games 1, 2 and 5
ii. -Seeds #3 and #4 will be home in games 3 and 4
c. 1 day off between games 2 and 3 and between games 4 and 5
8. LEAGUE CHAMPIONSHIP SERIES (2-3-2 format)
a. The two first round winners will face off in the LCS.
i. -The highest remaining seed will host games 1, 2, 6 and 7
ii. -The lower seed will host games 3, 4 and 5
b. 1 day off between games 2 and 3 and between games 5 and 6
9. CCBA WORLD SERIES (2-3-2 format)
a. -The National League champions will face off against the American League champions in the CCBA World Series.
b. Home field advantage will be determined in the following fashion:
i. All even numbered CCBA Seasons, the National League will host the series.
ii. All odd numbered CCBA Seasons, the American League will host the series.
c. The host team will be home in games 1, 2, 6 and 7.
d. 1 day off between games 2 and 3 and between games 5 and 6.
e. Designated Hitter to be used in games hosted by the American League Team.
10. There will be 1 day of rest between the last day of the regular season and the beginning of post-season play.
There will also be a day of rest between the final scheduled game (game 5 in first round, game 7 in other rounds)
of a series and the first scheduled game of the next series.
11. To be eligible for playoff participation, a player/pitcher must have appeared in at least 1 game prior
to the trading deadline.
a. Playoff rosters are limited to 26 active players per series and are set for the entire series.
b. One roster change is allowed between each series.
