EASTERN CONNECTICUT DARTING ASSOCIATION
BY‑LAWS AND RULES
Revised 9/5/01
EQUIPMENT
1. All league competition, including
tournaments, and playoffs, shall be on a standard
English bristle board with 20 points clock
face, of the hand wired variety, that is with the wires on the outside of the board separating the single,
double, and triple sections.
2. Dart boards shall be placed 5'8"
from the floor to the center of the bull's‑eye with the
20 bed at the top center. The front edge of the
toe line (edge closest to the shooter) will be 7' 9‑1/4" from the
surface of the board and the line will be no longer than 36" or 18"to
either side of the center.
3. The pub owner or club will be
responsible for supplying and maintaining the league play dart board(s), which
will be inspected prior to the first match of the new season and must be
approved by the Board of Directors or their representative. Inadequate boards
to be replaced with approved boards.
4. The dart board shall be firmly anchored
and WELL ILLUMINATED.
5. The dart board shall be positioned so
that it is readily available to the players without
distraction to the thrower.
6. A scoring surface must be provided and
located in such a manner that it can be read by
both spectators and players.
7. The home team designates the board(s)
to be used for team play.
CAPTAINS
Each team will select a captain and alternate Captain who
will be responsible for:
1 . A.
A list of team members (names, addresses and telephone numbers) ‑
this list will
be
submitted to the standings secretary by the second Saturday of each dart
season.
Each team
will have a minimum of 6 players and a maximum of 14.
B. No roster/no team dues by second week ‑
all team points are lost for that night
and total
all‑stars are lost for unpaid team until dues are paid ‑ must show
for
match.
C. Sponsor dues must be in by
Jan. 2nd. If sponsor dues not paid the team will
forfeit
points beginning Jan. 2nd until sponsor dues are paid.
2. Recording and chalking scores.
Use full names on score sheets.
3. Recording ALL STAR POINTS, HIGH ON,
HIGH OFFS, AND 180'S and submitting score sheets weekly to the secretary
postmarked by Thursday, the day following the match, to be received no later
than 2 days following the match. Results must be phoned, preferably by
12:00 midnight on the night of
the match, but in any event, no later than the following day.
4. If a team
does not phone in or mail in results within allotted time, it will constitute a
loss of one point to the non‑reporting team, starting with the first
occurrence.
5. CANCELLATION OF GAME ‑ If
cancellation of a game is necessary because of weather conditions or an Act of God, then the team captain will notify the
opposing team captain, by no later than 6:00 p.m. on the evening of the
scheduled match, and if possible to reschedule the match within TWO WEEKS. Only
the above reasons will be acceptable for cancellation. All disputes will be
settled by the Board of Directors.
A. If a change of date is necessary the secretary must be
notified.
B. Both Captains must call and confirm make‑up game with
the secretary.
6. To add
extra players to the rosters; any addition to the team roster must be submitted
in writing by the team captain to the secretary, with the membership fee 9 days
in advance of the new shooter's first match. Rosters must be finalized by 2/3
of the way through the season.
7. Discipline and Dart Etiquette of Team
Members. The team captain can expel a player from his team because of
unsportsman like conduct.
8. A person expelled from an establishment
(for any reason) will not be able to play in that
establishment.
9. Voting at meetings will be by majority
vote.
10. Dues shall be voted by team captains. ($15)
11. Club sponsor costs shall be as voted by
team Captains. ($70)
12. No members will be allowed to change
teams during the season.
13. Secretary
fee- ($5) per member. This is paid from ECDA
budget.
TEAMS
The ECDA will consist of a maximum
of 24 teams as voted by the team captains 9/l/93.
RULES OF PLAY
I . A scorer
should be provided for each game/players of matches will shoot darts only and
not keep score for their own match.
2. Cork
A.
The Visiting team will throw cork first.
B.
All games begin throwing the cork.
C. When
throwing the cork, the dart must remain in the board in order to count.
Additional darts may be thrown until such time as the dart remains in the
board.
D. Should
the second player's dart dislodge the first player's dart, a rethrow will be
made with the second player throwing first.
E.
A rethrow shall be called if the scorer cannot decide which
dart is closer to the cork. The rethrow
will be made in the opposite order. Darts must not be touched until a decision
is made by the score keeper.
F. The second thrower may acknowledge a single or double cork and ask for that dart to be removed. If the second player throws the same single or double cork‑, a tie will be
declared and a rethrow
will be required with the second player throwing first.
G. Double
cork beats single cork in any situation. It is permissible for one member of a 3‑man team or in doubles to cork and have
another member shoot first for score.
3. Scoring
A. All shooting scores and remaining
scores will be put on the scoreboard.
B. A dart's score shall be determined by
the side of the wire at which the point of the dart enters the bristle of the
board.
C. For a dart to score, it must remain in
the board for five seconds after the third or final dart has been thrown by the
player. The point of the dart must be touching the bristle portion of the board
in order for that dart to be counted as score.
D. In doubles or 3‑man teams, if a
player throws out of turn, his score will be removed and the scheduled player
will shoot for score. The player who threw out of turn will forfeit his next
scheduled turn and will receive zero as his score for that turn.
E. No
dart may be touched by the players, scorer or spectators prior to a
decision by the scorer.
F. It shall be the responsibility of the
player to verify his score before removing the darts from the board. The score
will remain as written by the scorer, if one or more darts has been removed
from the board. Errors in math must stand as written, unless corrected
prior to
the beginning of the teams' next throw.
G. The scorer may inform the shooter what he has scored and/or what he has left, if
asked to do so. The scorer may not inform the thrower what he has left in terms of number
combinations. It is
permissible for another team member or spectator to advise the thrower of possible combinations during the
game provided the assistance does not
interfere with another
player's turn.
H. The scorekeeper will not talk, drink,
smoke, or move about while keeping
score. He will stand face to the board and not look at the shooter. He will not
call out a score of one dart or all three unless asked. He will not tell a
shooter what to shoot or what combination to shoot for an out. He will not
change a score if that player has shot again and a second score was written
down. He will not lean out to see where a dart is or follow the darts with body
of head movement. He will not show any signs of disgust or excitement while
scoring.
4. Dropped dart
A dart dropped out of a darters hand before he/she has raised their arm in an outstretched motion in front of them shall not be counted as a thrown dart.
5. Playing in two leagues
It will be the responsibility of the captain to establish with the player(s) on his team roster whom shoot in other leagues who they'll shoot for in the event of inter‑league playoffs.
6. Grooming the board
Grooming
the board should be made by decision of both team captains prior to the first
shot or the game except for straightening the board.
FINISH
A player who is shooting for a
finish, should not throw the second or third dart if a game is won; if second
or third dart is thrown, Bust rule will prevail. This should be the
responsibility of both the score keeper and the player to check if the dart is
in the double needed to finish the game.
DISAGREEMENTS
Any disagreement between players
which cannot be settled by the players involved and are not specifically
covered by these rules, shall be settled by the team Captains and if it is
still unresolved, shall file a protest. The Captain of any team can file a
protest for any irregularity of a match. The opposing team MUST be notified at
the time of the protest that the game/match from that point on is being played
under protest. The match must be played to conclusion. The protest must be
filed with the ECDA in writing with the Board of Directors within 24 hours of
the conclusion of the match in question. The protest must also be indicated on
the match report sheet. The match report sheet is to be mailed to the secretary
in the usual manner and on schedule. Protests shall be resolved in accordance
with the rules by the Board of Directors.
PLAYER SHORTAGES
If a team is short a player that team will forfeit a singles
match. Cricket and 601 teams will be played with one man short. If more than
one player is absent singles and doubles will be forfeited. If any players are
coming late, the respective Captains of each team will decide (by mutual
agreement) how many games to play and how long to wait for the players to
arrive. Team Captains will put up same number of shooters for each event. For
example, (team A‑5 players ‑ team B‑6 players) five shooters
put up by team A, team B need only put up 5 shooters. Example: 601 three players
put up by team A, team B need only put up three players.
GAMBLING
Gambling is neither permitted nor sanctioned by the ECDA.
SPORTSMANSHIP
Sportsmanship shall be the prevailing attitude throughout
the match.
GAMES ‑ START PROMPTLY AT 8:00 P.M.
6 individual
matches ‑ 301 double start ‑ double finish
(6 games one point each) total 6
points.
3 (2
person ) Cricket Games
(3 games two points each) total 6 points. 2 (3 person) 601
double start ‑double finish games.
(2 games three points each) total 6 points. NOTE: All match
parings shall be selected by the LUCK OF THE DRAW for each of the games.
A person may play only one game in each set.
ALL STAR POINTS
95 or over in 301 or 601 Games. Any combination of 6 or more
numbers that count, in one throw in Cricket games. NOTE: If a number is closed
by the other teams and your throw equals 6 or more and 5 or less are needed All
Star Point DOES NOT apply. "Special" If a player shoots 3 corks in
Cricket, it is an All Star Point.

Three double corks are the same as a T‑80 and will be
awarded a trophy.
PLAYOFFS
No show for playoffs without proper notification per bylaws,
will result in no trophy and will not be allowed to participate in the league
the following year.
ELECTION OF OFFICERS
A. The team captains, will name a
nominating committee each year. The nominations committee will elect the Board
of Directors each year. The Board of Directors will elect a Chairman each year.
B. The Treasurer will open a checking
account and the Secretary or Treasurer will sign all checks.
