MEMBERSHIP SETUP
The Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority of Eastern Visayas Region shall embark in a comprehensive pilot program for the organization.  Under the pilot program, the Triskelion Region Organization shall formulate the guidelines and procedures to overhaul and reform the existing membership setup in the region.

The pilot program shall refer to the membership structure of the Triskelion Region Organization and shall introduce reforms which shall completely overhaul the membership setup of the organization beginning with the Triskelion Chapter Organizations.  The pilot program shall be introduced in existing chapter organizations in the region.

To qualify in the pilot program, there shall be conditions for the Chapter Organization to follow and they are:
1.   Organized and should have at least ten (10) Triskelion members (members should be student enrollees of the academe);
2. Duly registered and recognized by the colleges or universities;
3. Had no internal and external problems with the school authorities and with the local law enforcement authorities;
4. Designated and appointed a school Advisor;
5. Chapter files are in proper order and should register with the Region Organization.

Under the pilot program scheme, colleges and universities shall be called 'Academe'. The list of colleges or universities in Eastern Visayas Region where the Triskelion Chapter Organization been established and has actively participated in the academe activities since its inception in 1979 are as follows,

The aforementioned list of colleges and universities in Eastern Visayas Region are in existence except for the Divine Word University of Tacloban in Tacloban City, Leyte which has been closed since 1995 due to a long standing strike by faculty members against the SVD administration.
I.   CHAPTER ORGANIZATION


A.   EXECUTIVE DEPARTMENT
The Chapter Organization shall be governed by the Constitution and By-laws of the Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority of Eastern Visayas Region.  The conduct of operations of the Chapter Organization shall enjoy partial autonomy from the Region Grand Council.  Under the Chapter Organization, there shall be three elected officers of the Executive Branch composed of,
1.  Grand Triskelion
2.  Deputy Grand Triskelion, and
3.  Master Initiator

They shall be elected by direct vote by the Triskelion members for a term of two years which shall begin at noon on the 29th day of June following the day of the election and shall end at noon of the same date two years thereafter.  The Grand Triskelion shall not be eligible for any reelection but can vie for elective position other than the post of Grand Triskelion.  The regular election for the Grand Triskelion, Deputy Grand Triskelion and Master Initiator shall be held on the third Monday of June.

Before they enter in the execution of their office, the Grand Triskelion, Deputy Grand Triskelion, Master Initiator, and staff-members shall take the oath of office administered by the Grand Council Chairman or Founding Member in the presence of Triskelion members.

Oath of Office

I Triskelion ___(Full Name)___, do solemnly swear that I will and faithfully discharge to the best of my ability and to my duties as ___(Title)___ of the Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority on the _____ of __________, 19____ at the ___(Chapter)___, ___(Municipality / City)___, ___(Province)___, and that I will give the necessary support and cooperation for the success of every undertaking which this chapter organization will make, and that I impose this obligation upon myself.

The officers and staff-members of the executive branch and committees shall perform their duties and functions in a voluntary capacity and shall not receive monetary compensation.
1.    DUTIES AND RESPONSIBILITIES OF THE OFFICERS
  1.   Grand Triskelion, the executive power shall be vested in the Grand Triskelion to govern and supervise the activities of the Chapter Organization.  He/she shall be the Chief Executive Officer of the Chapter Organization and shall have the general supervision of its affairs.  He/she shall,
a.   Exercise control and authority at all meetings of the Chapter Organization;
b. Be the chief enforcer of all provisions of the constitution and by-laws all authority enacted under his/her authority;
c. Authorize expenditure of the funds of the Chapter Organization;
d. Delegate duties and functions to the officers and members;
e. Officially represent the Chapter Organization on all occasion which warrant such representation;
f. Sit as supervisor and chairman of the screening division and executive branch committee with duties and functions emanating from the respective committee;
g. Submit reports of the Chapter Organization to the Grand Council Secretary-General.
h. Appoint and, with the concurrence of the Deputy Grand Triskelion and Master Initiator, the Staff-members of the Executive branch.  The staff members are,
1.  Scroll
2.  Chest
3.  Auditor
4.  Public Relations
i. Be vested under his/her authority the creation of the executive branch committee whose officers will be appointed by the Grand Triskelion.  The committee will be composed of:
1.  Membership
2.  Finance
3.  Programs and Projects
4.  Publicity and Information
5.  Election and Reforms
  2. Deputy Grand Triskelion, shall serve as the personal secretary to the Grand Triskelion.  He/she shall perform the duties and functions, and exercise the powers of the Grand Triskelion in cases of absence or incapacity in the part of the later.  He/she shall sit as supervisor and chairman of the services division and programs and projects committee respectively with duties and functions emanating from the respective committee.  He/she shall perform other duties and functions as may be assigned by the Grand Triskelion.
  3. Master Initiator, shall,
a.   Sit as chairman and supervisor of the membership committee and initiation division respectively with duties and functions emanating from the respective committee;
b. Guarantee the responsibility during the rituals of initiation;
c. Keep discipline among members in the Chapter Organization;
d. Must keep decorum in all organization meetings and rituals of initiation;
e. Perform other duties and functions as may be assigned by the Grand Triskelion.
The position of the Master Initiator will be abolished under the new membership setup of the chapter organization at the end of the first term of office. It shall be replaced with a new position to be determined by the election and reforms committee of the Chapter Organization.
2.    DUTIES AND FUNCTIONS OF THE STAFF-MEMBERS
  1.   Scroll, shall handle all the official correspondence, filing all records and communications, and the recording of all the proceedings of the Chapter Organization meetings and those of all members, and all the business in general that comes before and disposed of by this Chapter Organization.  He/she shall sit as supervisor of the orientation division with duties and functions emanating from the committee.  He/she shall perform other duties and functions as may be assigned by the Grand Triskelion.
  2. Chest, shall
a.   Have custody of the Chapter Organization funds for any project expenditures and business in general;
b. Keep an account of receipts and disbursement thereof;
c. Responsible of funds for keeping it in any way but that the organization may direct;
d. Render to the Grand Triskelion whenever he/she may so require, an account of the chapter organization transactions and other duties as may pertain to his/her position;
e. Serve as a member and chairman of the orientation division and finance committee respectively with duties and functions emanating from the respective committee;
f. Perform other duties and functions as may be assigned by the Grand Triskelion.
  3. Auditor, shall examine the books of records of the Chapter Organization at certain intervals, to make sure that all transactions are in proper order.  He/she shall check over bills, payments, and receipts of the Chapter Organization.  Finally, he/she shall go over the accounts of the Chest.  He/she shall serve as a member of the recruitment division and finance committee with duties and functions emanating from the committee.  He/she shall perform other duties and functions as may be assigned by the Grand Triskelion.
  4. Public Relations, shall be in charge of all external affairs pertaining to the Chapter Organization's matter or duties assigned to him/her by the Grand Triskelion regarding external organization image.  He/she shall be the official spokesperson of the organization in all official functions.  He/she shall sit as supervisor of the recruitment division with duties and functions emanating from the committee.  The responsibility tasked to the Public Relations as chairman of the recruitment division is crucial in the realization of the pilot program the Organization will embark.  He/she shall perform other duties and functions as may be assigned by the Grand Triskelion.
3.    DUTIES AND RESPONSIBILITIES OF TRISKELION MEMBERS
  Triskelion members refers to Triskelion student members enrolled in the college or university whether he/she is an elected official or ordinary bonafide member.  Their responsibilities are as follows:
1.   Shall uphold the Constitution and By-laws, to be loyal to the Organization, to contribute to its development and welfare and to abide by the rules and regulations issued by its lawful authorities;
2. Shall strive to lead an upright and virtuous life in accordance with the Codes and Conducts and Tenets;
3. Shall guide and provide assistance to the new recruits or neophytes in carrying out their work assignments;
4. Shall at least be a member of one of the standing committees of the Chapter Organization;
5. Shall perform and attend to in carrying out his/her duties and functions in their respective committees;
6. Shall foster cooperation within and outside of the Chapter Organization;
7. At the start of every school semester,
 
a.   Junior members, refers to new members or freshman student.
1.  Report and register with the incumbent Scroll official;
2.  Provide a copy of the class schedule;
3.  Provide a photocopy of the prior semester school grades.
b. Senior members, refers to 3rd year & above student with at least three years & above membership or post graduate student.
1.  Report and register with the incumbent Scroll official;
2.  Provide a copy of the class schedule.
c. Transferees, refers to student members who came from another college or university.
1.  Report and register with the incumbent Scroll official;
2.  Present membership form from previous chapter or fill-out new membership form;
3.  Provide a copy of the class schedule.
Graduating, refers to last year or semester (four or five year course) in school.
1.  Report and register with the incumbent Scroll official;
2.  Provide a copy of the class schedule;
3.  Update records upon getting a job, change of status or residence address and others.
8. Shall attend at all meetings and pay the prescribed dues or fees to the Chest official.
4.    ADVISER OF THE CHAPTER ORGANIZATION
  The Grand Triskelion shall appoint and, with the concurrence of the Deputy Grand Triskelion and Master Initiator, the chapter organization Advisor.  There shall be two Advisor of the chapter organization.
a.   Qualifications of Prospective Advisor
1.   A professor or teacher and member of the faculty of the college or university,
a.  Preferably one male and one female;
b.  With teaching experience of at least two years.
2. Should be at least twenty-five (25) years of age but not over forty-years old;
3. Preferably with solid influence and well-established connections in the government and private sectors;
4. Personal characteristics,
a.  Good moral character and pleasing personality;
b.  Broad-minded, strong-willed and energetic;
c.  Good communication skills, and
d.  Modest and practical.
5. Must be physically fit and mentally upright.
b. Requirement's of Prospective Advisor
1.  Photocopy of birth certificate;
2.  One (1) copy 2" x 2" new photo (to be attach to Advisor Information Sheet);
3.  Letter of appointment from the college or university to the chapter organization.
c. Instruction's to the Prospective Advisor.  The prospective advisors) shall fill-out one (1) copy 'Advisor Information Sheet' in the presence of the Grand Triskelion.  Shall attach the photo and affix signature on the information sheet.
d. The Role of the Advisor to Triskelion members:
1.   Guidance, the discussion and information student members need to make wise decisions regarding educational and career opportunities such as,
a.   Help in getting jobs during school and after graduation;
b. Involved in getting various firms to come to the campus to recruit recent graduates and may help the student members prepare a resume and arrange interviews;
c. Helps those student members who may wish to apply to graduate school in law, business, and other specialized fields.
2. Counseling, the help and support student members need in dealing with personal stress and problems of adjustment may come to the advisor because of,
a.   Learning problems and may get special help in improving study habits or note-taking and other skills;
b. Problems dealing with the pressures of campus life;
c. Having trouble with roommates or with particular faculty members can often be counseled as to more effective ways of interacting.
e. The Role of the Advisor to the Chapter Organization:
1.   Shall guide and assist the chapter organization implement and carryout the tasks and duties in accordance with the guidelines and rules and regulations of the chapter organization;
2. Shall serve as a liaison officer between the chapter organization and the academe, government or private sector by,
a.   Lobbying for the cause and objectives of the chapter organization;
b. Facilitate in soliciting programs and projects for the chapter organization.
f. Oath of office. The Grand Triskelion shall administer the oath of office of the organization advisor before the presence of all officers and members of the chapter organization in a simple ceremony within the premises of the academe.

The tenure of office of the chapter organization advisor will be coterminous with the term of office of the elected officials.  The incumbent Grand Triskelion will and can extend the term of office of the advisor if,
1.   The performance is above par and satisfactory;
2. The subject wants to continue his/her services with the chapter organization subject to his/her performance;
3. Upon the insistence of the majority of the Triskelion members to continue subject to his/her performance.
or, the Grand Triskelion can terminate the services of the advisor if,
1. The performance is below par and has not in any way assist the chapter organization in its programs and projects;
2. Has caused infighting or disintegration within the chapter organization due to his/her interference or political views;
3. Has made statements detrimental to the chapter organization.
The length of extension should be commensurate with the performance of the subject.
B.   LEGISLATIVE COUNCIL
The Legislative Council shall be the policy making body of the Chapter Organization.  Its tasks is to draw-up and formulate guidelines and procedures, assign its directives and shall oversee the policies properly executed with the creation of standing committees.  There shall be no election of members of the legislative body. The legislative body shall be headed by the Deputy Grand Triskelion. The Deputy Grand Triskelion with the concurrence by the Grand Triskelion shall create the standing committees and appoint its committee members.
The council committee shall be composed of:
1.  Membership Committee
2.  Programs & Projects Committee
3.  Finance Committee
4.  Publicity & Information Committee
5.  Election & Reforms Committee
The committees chairman shall be headed by elected officials and appointed staff-members of the executive branch whose tenure of office will be coterminous with the term of office of the executive branch. 
1.    MEMBERSHIP
  Shall be headed by the Master Initiator with the title of committee chairman who shall create sub-committee divisions headed by elected officials of the executive branch.  The sub-committee divisions shall be composed of,
A.   Recruitment, shall be headed by the Public Relations Officer with the title of division supervisor.  The division members shall be composed of,
1.  Auditor, ex-officio staff-member of the executive branch
2.  Senior Triskelion member
  The main function of the recruitment division shall be to prepare ads for dissemination, identifying prospects and enlistment of student enrollees of the college or university.  Their duties and functions are as follows:
  a.   Supervisor shall,
1.   Attend to the activity and direct supervision of the division's affairs;
2. Coordinate the activities of the division with the membership committee;
3. Oversee the recruitment process of the prospective applicants as follows:
a.   Orient Triskelion members on the manner of enlisting;
b. Guide and assist Triskelion members on enlisting prospective applicants;
c. Deputize Triskelion members to enlist prospective applicants;
d. Endorses the prospective applicants to the next stage of the membership process.
4. Reviews and approve the division's progress reports and submits to the membership committee;
5. Reports directly to the membership committee chairman.
If the later is unable to carryout his/her duties and functions due to absence or incapacity, the Auditor shall take the place to carryout the duties and responsibilities.  The tenure of office of the later is coterminous with the term of office of the executive branch.
  b.   Members shall,
1.   Prepares the mechanics of recruitment in coordination and approval by the division supervisor;
2. Conducts with the assistance of the deputized Triskelion members the enlistment of prospective applicants by,
a.   Prepares ads, posters and flyers for publicity;
b. Identifying and listing prospects;
c. Prescreening and qualifying;
d. Invites prospects to the chapter organization activities;
e. Closing the prospects for enlistment into the next stage of the membership process;
f. Accompanies and endorses the prospects to the screening division officers.
3. Carryout the division's policies as directed by the membership committee;
4. Prepares the division's progress reports and forwards to division supervisor for initials and approvals;
5. Performs other duties and functions as may be assigned by the division supervisor.
The tenure of office of the division members is coterminous with the term of office of the executive branch.

B. Screening, shall be headed by the Grand Triskelion with the title of division supervisor.  The division members shall be composed of,
1.  Senior Triskelion member
2.  Junior Triskelion member
3.  Chapter organization Advisor
  The main function of the screening division shall be the qualifying, selecting and acceptance of prospective applicants to the chapter organization.  Their duties and functions are as follows:
  a.   Supervisor shall,
1.   Attend to the activity and direct supervision of the division's affairs;
2. Coordinate the activities of the division with the membership committee;
3. Oversee the screening process of the applicants as follows:
a.   Review the evaluation and application documents;
b. Decide the subjects application based on the results prepared by the division members;
1.   Approval, endorse the subject's documents to the next stage of the membership process;
2. Denied, forward the subject's documents to the membership committee chairperson for further review and reconsideration.
4. Reviews and approves the division's progress reports and submits to the membership committee;
5. Reports directly to the membership committee chairman.
If the later is unable to carryout his/her duties and functions due to absence or incapacity, the senior member of the division shall take the place to carryout the duties and responsibilities. The tenure of office of the later is coterminous with the term of office of the executive branch.
  b. Members shall,
1.   Prepares the mechanics of the screening session in coordination and approval by the division supervisor;
2. Conduct the selection, qualifying and acceptance of the applicants by,
a.   Reviewing and verifying the information on the application form and supporting documents prior to the interview session;
b. Interview individually,
1.   Reverify for accuracy and correctness the information provided on the application form and supporting documents;
2. Notwithstanding the results such as,
a.   Correct information and true documents,
1.   Prepare the evaluation form by affixing signature on the document including the application form;
2. Forward the documents to the division supervisor for review and decision.
b. False information and spurious documents,
1.   Prepare the evaluation form by affixing signature on the document including the application form;
2. Forward the documents to the division supervisor for initials and endorse to the membership committee chairperson for further review and reconsideration.
3. Carryout the division's policies as directed by the membership committee;
4. Prepares the division's progress reports and forward to division supervisor for review and approval;
5. Perform other duties and functions as may be assigned by the division supervisor.
The duties and functions of the organization Advisor is to guide and assist in the conduct of screening prospective applicants but shall not in any manner interfere with the recommendation or decision of the results of the screening process.  The tenure of office of the division members and organization advisor is coterminous with the term of office of the executive branch.

C. Orientation, shall be headed by the Scroll with the title of division supervisor.  The division members shall be composed of,
1.  Chest, ex-officio staff-member of the executive branch
2.  Junior Triskelion member
3.  Chapter organization Advisor
  The main function of the orientation division shall be to introduce and familiarize the objectives and organizational structure of the organization to prospective recruits.  Their duties and functions are as follows:
  a.   Supervisor shall,
1.   Attend to the activity and direct supervision of the division's affairs;
2. Coordinate the activities of the division with the membership committee;
3. Oversee the orientation process of the recruits as follows:
a.   Review the evaluation and application documents;
b. Decide the subject's application based on the results prepared by the division members;
1.   Approve, endorse the subject's documents to the next stage of the membership process;
2. Deny, forward the subject's documents to the membership committee chairperson for further review and reconsideration;
3. Reviews and approves the division's progress reports and submits to the membership committee;
4. Reports directly to the membership committee chairman.
If the later is unable to carryout his/her duties and functions due to absence or incapacity, the Chest member of the division shall take the place in a temporary capacity to carryout the duties and responsibilities.  The tenure of office of the later is coterminous with the term of office of the executed branch.
  b. Members shall,
1.   Prepare the mechanics of the orientation session in coordination and approval by the division supervisor;
2. Conduct the introduction and familiarization to the recruits by,
a.   Structure of the organization;
b. Programs and activities, chapter members and others;
c. Upon receipt of the forms, process the evaluation form and affix signature on the application form notwithstanding the outcome of the orientation period;
d. Submit the forms mentioned above to the division supervisor for review.
3. Carryout the division procedure and policies as directed by the membership committee;
4. Prepare and review the division reports and submit to the division supervisor for final review and approval;
5. Perform other duties and functions as may be assigned by the division supervisor.
The tenure of office of the division members is coterminous with the term of office of the elected officials.
The orientation process shall,
1.   Be conducted by the division officers and held in a quiet and decent venue or site within the premises of the academe;
2. The orientation process will be conducted in batches or small groups.  If there is a single recruit in attendance, the process will be accorded to him/her;
3. The schedule of orientation should not coincide during class examinations, class hours and activities, and Sundays and holidays.

D. Services shall be headed by the Deputy Grand Triskelion Officer with the title of division supervisor.  The division members shall be composed of,
1.  Senior Triskelion member
2.  Junior Triskelion member
3.  Chapter organization Advisor
4.  Legal consultant, employed TaLSA member or own business.
  The main function of the external legal consultant shall be to guide and assist the chapter organization prepare documentation processes on agreements forged with the sectors of society with regards to the solicitation of service arrangements and other legal opinions and matters.
  The main function of the services division shall be to organize, facilitate work and service arrangements and forge agreements with the government and private sectors for the neophytes to perform and accomplish in accordance with the rules and regulations of the membership committee and legislative body. The duties and functions of the division officers are as follows:
  a.   Division Supervisor shall,
1.   Attend to the activity and direct supervision of the division's affairs;
2. Coordinate the activities of the division with the membership committee;
3. Oversee the proper implementation of services by the neophytes;
4. Deputize Triskelion members to give out orders and assignments to the neophytes;
5. Reviews and approves the division's progress reports and submits to the membership committee;
6. Reports directly to the membership committee chairman.
  b. Division Members shall,
1.   Prepares the procedures of the services stage in coordination and approval by the division supervisor;
2. Implements the services to neophytes as directed by the division supervisor;
3. Carryout the division's policies as directed by the membership committee;
4. Prepares the division's progress reports and forwards to division supervisor for initials and approvals;
5. Performs other duties and functions as may be assigned by the division supervisor.
  c. Chapter Organization Advisor,
1.   Shall guide and assist the chapter organization implement and carryout the duties and tasks in accordance of the rules and regulations of the chapter organization;
2. Shall serve as liaison officer of the chapter organization to,
a.   Facilitate the solicitation of programs and projects proposals;
b. Coordinate the proper execution of the programs and projects;
c. Forge arrangement and agreements of the programs and projects;
With the college or university, government or private sectors and private individuals or businesspersons.
3. Develop, implementation and coordination of training's and seminars for Triskelion members;
4. Shall provide counsel to Triskelion members and chapter organization as the need arises.
  d. Legal Officer,
1.   Shall assist in the preparation and processes of documentation's regarding agreements, affidavits and other legal matters for the proper arrangement and implementation of the chapter organization's programs and projects;
2. Shall guide the chapter organization the steps in documenting legal matters as the need arises;
3. Shall serve as the chapter organization spokesperson regarding legal opinions and consultations.
  The tenure of office of the services division officers is coterminous with the term of office of the executive branch.

E. Ceremony, shall be headed by the Master Initiator with the title of division supervisor.  The division members shall be composed of,
1.  Grand Triskelion, ex-officio member of the executive branch
2.  Senior Triskelion member
3.  Junior Triskelion member
  The main function of the ceremony division shall be to administer the rituals of initiation to the neophytes and induct as new member of the chapter organization in accordance with the rules and regulations of the membership committee. The duties and functions of the division officers are as follows:
  a.   Division Supervisor shall,
1.   Attend to the activity and direct supervision of the division's affairs;
2. Coordinate the activities of the division with the membership committee;
3. Oversee the proper implementation of ceremony rites to the neophytes;
4. Reviews and approves the division's progress reports and submits to the membership committee;
5. Reports directly to the membership committee chairman.
  b. Division Members shall,
1.   Prepares the procedures of the ceremony stages in coordination and approval by the division supervisor;
2. Implements the ceremony procedures to neophytes as directed by the division supervisor;
3. Carryout the division's policies as directed by the membership committee;
4. Prepares the division's progress reports and forwards to division supervisor for initials and approvals;
5. Performs other duties and functions as may be assigned by the division supervisor.
  The office of the ceremony division shall cease its functions and operations at the end of the second year of its establishment.  It shall be replaced by a new sub-committee division whose main functions shall be decided by the membership committee. 
  The committee chairman shall appoint the executive branch officials to head the sub-committee divisions who shall hold the title of division supervisor whose duties and functions is to oversee and direct the affairs of the sub-committee divisions.
  The division supervisor shall appoint its division members whose duties and functions are to carryout the policies assigned to by the membership committee and the legislative body with the exception of the chapter organization Advisor whose main function is to guide and counsel the chapter organization on matters concerning its programs and projects and other specific functions directed by the Grand Triskelion.
2.    PROGRAMS and PROJECTS
  Shall be headed by the Deputy Grand Triskelion with the title of committee chairman.  The chairman shall appoint the members of the committee who shall be composed of,
1.  Scroll, ex-officio staff-member of the executive branch
2.  Senior Triskelion member
3.  Junior Triskelion member
4.  Chapter organization Advisor
  The main function of the programs and projects committee shall be to conceptualize, organize and carryout activities for Triskelion members, the academe and to the community.
  The chairman shall appoint external members in a voluntary capacity to the committee from,
5.  One faculty member of the college or university
6.  One high ranking official from the government sector
7.  One top level employee or businessman of the private sector
8.  One cleric or representative from the religious sector
  The main duties and functions of the external committee members shall be to facilitate and coordinate the programs and projects between the chapter organization and their respective office sectors.  The tenure of office of the external members shall be based on the agreement forged between the parties concerned.
3.    FINANCE
  Shall be headed by the Chest with the title of committee chairman.  The chairman shall appoint the members of the committee who shall be composed of,
1.  Auditor, ex-officio staff-member of the executive branch
2.  Senior Triskelion member
3.  Junior Triskelion member
4.  Marketing and TaLSA member employed with any private firm or with own business.
  The TaLSA salesperson shall assist and guide in the preparation of proposals, identifying prospective companies or government agencies and facilitate solicitations for the chapter organization drive for funds and support for its programs, projects and operational concerns.
  The main function of the finance committee shall be to solicit and source funds or logistical support for the operational use of the chapter organization.
4.    PUBLICITY and INFORMATION
  Shall be headed by the Public Relations Officer with the title of committee chairman.  The chairman shall appoint the members of the committee who shall be composed of,
1.  Master Initiator, ex-officio member of the executive branch
2.  Senior Triskelion member
3.  Junior Triskelion member
4.  News media and TaLSA member employed with any newsprint or broadcast organizations.
  The TaLSA member of news media shall assist and guide the chapter organization penetrate the facilities of the newsprint and broadcast organizations for the information dissemination drive of the chapter organization programs and projects.
  The main function of the publicity and information committee shall be to disseminate information with regards to the programs and projects in coordination with other standing committees and image factor of the chapter organization.
5.    ELECTIONS and REFORMS
  Shall be headed by a senior Triskelion member with the title of committee chairman.  The qualification of the senior Triskelion member shall not be an elected officer and staff-member of the executive branch.  He/she may serve with one of the standing committees of the legislature.  The chairman shall appoint the members of the committee who shall be composed of,
1.  Two senior Triskelion members
2.  Two junior Triskelion members
3.  One faculty member of the college or university
  The faculty member's main function shall be to assist and guide the elections and reforms committee conduct the election exercise in a fair and orderly manner.
  The main functions of the elections and reforms committee shall be to conduct and administer the election process of the chapter organization.  The chairman and members of the committee shall be prohibited to vie for any elective positions in the executive branch of the chapter organization.
  To Qualify
The Chapter Organization of the college or university should have at least a twenty (20) Triskelion members to function as a team and execute properly the program of activities the Organization will perform and accomplish.  If the number of members is below twenty but not less than ten.
  Term of Office
The tenure of office of the elected officers of the executive branch shall be two (2) years.  There shall be no reelection of the elected officials of the executive branch at the end of their first term in office.  The tenure of office of the staff-members of the executive branch and officials of the legislative body shall be coterminous with the term of office of the executive branch.
  Effectivity
The rules and regulations of the Chapter Organization shall take effect at the beginning of the first semester of the current school year of the college or university.
II.   MEMBERSHIP GUIDELINES AND PROCEDURES

The Scope of the New Membership Setup of the Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority shall cover the Region of Leyte and Samar encompassing the provinces of Biliran, Leyte, Southern Leyte, Eastern Samar, Northern Samar, and (Western) Samar.  The new membership setup or NMS shall be initiated and conducted in the City of Tacloban, Leyte at the University of the Philippines (U.P. College Tacloban) and Leyte Institute of Technology (LIT-Tacloban).
The two academe shall undertake the pilot program of the organization with the objective of,
1.   Upgrade and standardize the membership structure of the organization beginning at the college and university levels in the region;
2. Professionalize the ranks of the membership roster through the introduction of reforms and changes in the membership system of the organization;
3. The enlistment of new members into the organization shall solely apply to student enrollees in the college level of the colleges or universities in the region and who have attained the required age of sixteen (16) years and above;
4. To suspend and eliminate the entry of high school student candidates into the organization and the gradual phase-out of the Triskelion Youth Movement (TYM) in the region;
5. To phase out and totally eliminate the tradition of hazing presently employed in majority of Greek letter societies in the country and in compliance with the Anti-Hazing Law of 1998;
6. The New Membership Setup shall take effect immediately upon receipt of the NMS manual and memorandum authorizing the implementation of the new pilot program policy.
Under the NMS, the number of new members that will be able to join and inducted into the chapter organization will be limited to twenty (20) new members per semester or a total of forty (40) new members for the entire school year based on two semesters per year.
The New Membership Setup of the Triskelion Organization shall observe and follow a set of guidelines and procedures formulated by the membership committee in the conduct of,
1.   Recruitment
2.   Screening
3.   Orientation
4.   Services
5.   Ceremony
The aforementioned NMS in qualifying, selecting and accepting prospective candidates for membership into the organization shall be subject to modification and revisions as the situation arises and depending on the results and progress of the implementation of the NMS in the two academies.
As the NMS progresses, the modification, revisions and updates shall constantly conform with the present day situation and sentiment of the public at large.  Consensus and other forms of consultations shall be constantly adopted and monitored to ensure the smooth and proper implementation of the NMS.
Step 1.   RECRUITMENT
The recruitment degree will focus on the enlistment of prospective applicants) who are student enrollees of the college or university.  The conduct of enlistment will be carried out within the premises of the campus but will not discount the possibility of conducting the enlistment outside of the campus as long as the rules and procedures are observed and followed.  Triskelion members enrolled in the college or university are eligible to participate in the enlistment process whereas, Triskelion members not enrolled in the college or university will not be allowed to participate and interfere in the enlistment process but will be allowed to observed and take notes of the recruitment process.
The recruitment period shall commence on the start at the regular school year as follows:
a.   1st Semester, shall start on the 1st Monday of July and shall take a break on the last Friday of October;
b. 2nd semester, shall start on the 3rd Monday of November and shall end on the 2nd Friday of March of the following year;
c. Summer classes, the recruitment process will be suspended to allow a break in the part of the Triskelion members to pursue other activities.
Triskelion members will closely observe and follow the recruitment period unless otherwise changed in accordance of the school year classes schedule.
Under this procedure, the recruitment division was created to enlist, prescreen and endorse prospective applicants to advance in the next stage of the membership process of the chapter organization.
The Recruitment division will be headed by the Public Relations Officer with the title of division supervisor.  The division members shall be composed of,
1.  Auditor, ex-officio staff-member of the executive branch
2.  Senior Triskelion member
The main function of the recruitment division shall be to prepare ads for dissemination, identifying prospects and enlistment of student enrollees of the college or university.
The tenure of office of the division members is coterminous with the term of office of the executive branch.
Conduct of Recruitment
1.   Publicity, one of the most effective tools of any business firm is to attract customers and generate revenue by advertising its products or services through newspaper print and broadcast media, posters, billboards and banners, and distribution of flyers and promotional materials among others.  All of the aforementioned form of advertisements entails huge amount of expenditures not to mention the man-hours of conceiving and creating it.
  There are other ways of advertising which will cost less and few man-hours to work with.  The division officers will carryout the task of,
a.   Soliciting funds or materials (prior to the initial stage of conceiving the ads) from,
1.  Multinational companies or corporations;
2.  Local government units, agencies and institutions;
3.  Filipino-Chinese businesses and communities.
b. Developing a concept or idea (with the assistance of Triskelion members) and producing the ads;
c. Placing ads in school publications and designated signboards in the campus;
d. Distributing flyers or information materials directly to the students in the academe;
or other alternatives,
e. Utilize the resources of Triskelion members within the chapter organization;
f. Solicit funds from Triskelion members, if possible contribute materials, who are employed or have their own businesses;
g. Seek assistance from Triskelion members who are employed in the news print and broadcast media;
1.   To provide ideas or concepts of producing the desired ads;
2. To print or announce the ads in their respective field of work without fee or free from payment;
3. To barter, by endorsing and promoting their company products or services in lieu of fees or payments.
h. Direct campaigning by launching a series of orientations, seminars, and meetings by inviting students to attend, observe, listen and participate in such activities.
All of the above publicity and information dissemination should be conceived and implemented prior to and at the beginning of the regular school year and should continue up to the second semester and every year thereafter.
2. Prospecting, is an organized and systematic way of locating, identifying, listing and maintaining a list of people who are probable candidates for membership into the chapter organization.  In prospecting, it may be of some satisfaction to know the definition of a prospect, but most important is being able to recognize prospects, knowing where to seek for them and having the tenacity of purpose to keep on looking.  Prospects are still 'suspects' but shall not be called suspects, until after they have qualified to become prospects.
a.   Location, the coverage of prospecting shall be limited to the college or university where the membership pilot program is launched.  The area of coverage are,
1.  University of the Philippines in Tacloban City, Leyte and,
2.  Designated college or university in Catarman City, Northern Samar.
b. Identifying, prospects can be attributed by surveying or scouting people who are,
1.   Active in inter-campus activities such as sports and educational programs;
2. Head of school clubs, class officers in their field of study, or student council officers and members;
3. Post graduates or working students;
4. Honor student or scholar;
5. Talented students;
6. Coming from a well-known family but of good reputation and quality standards;
7. Ask for references from close friend or barkadas whom they can recommend.
c. Lists of Prospects,
1.   Prospecting shall be limited to student enrollees of the college or university where the chapter organization is based.  Student enrollees are those,
a.   Enrolled in the college or university for the current school year or semester;
b. Taking minor or major subject units to qualify and finish their course of study;
c. Post graduates taking masteral courses during nighttime and the weekends.
Students not enrolled in the academe but are visitors or guests of student enrollees or academe are not be qualified prospects, but rather prospects of other chapter organization in their respective college or university.
2. List of prospects shall be,
a.  Classmates
b.  Best friends or barkadas
c.  References and recommendations
d.  Family members and relatives
All Triskelion members are required to search and find prospects and shall fill-up a prospect sheet.  Some may have listed more, some may have listed less.  But the question is, are the names in their lists real prospects? not yet.  They are still 'suspects' and will only become prospects when they initially pre-qualify according to the basic criteria in the screening stage.
d. Approaching, after the 'suspect' has been initially pre-qualified, the next step is to establish contact for an interview to gather sufficient information so that the Triskelion member can get to know the prospect.  The Triskelion member must be able to anticipate resistance points.  Techniques on making an approach can be undertaken in the most logical situation such as,
1.   Factors of approaching,
a.   Be presentable, how to present yourself will matter a lot as this will show your personality and the seriousness of conducting an interview or conversation by,
1.  Wearing decent clothes
2.  Look tidy and stay healthy
3.  Proper posture
a.   Practice good manners, Smile! showing a positive outlook and happy face will instill confidence and sincerity in the minds of the prospects.
2. Be courteous, reach out to hold his right hand or handshake--as a sign of friendliness and peace;
3. In your everyday conversation, learn to,
a.  Greet, 'hi' or 'hello'
b.  Say the day's occasion, 'good morning' or 'good afternoon'
c.  Acknowledge, 'please' or 'thank you', and
  Other short phrases of greetings and acknowledgment.  Saying this things will mean a lot to your prospects and their friends alike.
4. Be thoughtful and hospitable, offer food and drinks or invite them to a occasion or snacks;
5. Address them by their first name or the manner of, 'brod', 'sir or ma'am', 'boss' and the likes and say it slowly and politely;
6. Behave yourself in and out of the campus.
  Good manners help win friends.  People who treat other people with kindness and sympathy are most likely to become popular because they are considered good companions.  Good manners also help please members of the family, special friends, teachers, classmates, and strangers.  Good manners help put people at ease, make them cooperative and just plain happy.  People who practice good manners and understand the rules of etiquette also make themselves happy.  Knowing how to behave properly, in familiar as well as in strange situations, builds self-confidence.
e. Negotiating, during the conduct of negotiation, Triskelion members should,
1.   Learn about the prospects;
2. Communicate as often as possible;
3. Symphatize on their aspirations and desires;
4. Show respect,
a.   Learn to listen, accept their opinion and take in stride their criticism;
b. Don't engage in any form of debate, stay away long-lasting misunderstanding, and resolve disputes in a sincere manner;
c. Be sensitive to their feelings, if possible, don't touch about their personal life;
d. If belonging to different religious order, share and discuss, but never touch on its differences and teachings;
e. Don't underestimate his/her capacity of learning, to lead and to profess;
f. Respect their common heritage of living, the right to privacy and their basic human rights.
5. Be patient.
f. Agreement, in the course of the negotiation, the prospects concludes with a positive remark and arranges for time to decide, the possibility of pursuing his/her membership into the organization is good.  Give the prospect time and space to decide by not harassing him/her for assurances or commitment but rather by encouraging him/her to continue in his/her everyday endeavor.
g. Closing, once an agreement has been reached after the prospects casts aside doubts, cleared suspicions and questions answered by the Triskelion member and chapter organization, he/she is willing to pursue and undertake the stages of the membership process,
1.   Request the prospect to fill-up a letter of intent and affix his/her signature on the form, or
2. Ask the prospect write in his/her own words or text a letter of intent agreeing to abide by the rules and regulation and signifying to pursue his/her membership with the chapter organization.
3. Walk-in, prospects who generally approach and walk-in into the chapter organization office are people,
a.   Who have heard or read about the enlistment ads;
b. Who are curious and wants to inquire what the organization is all about or how to qualify to become a member of the organization;
c. Who understands the goals and objectives in support of the programs and projects of the organization;
d. Who have been referred and recommended by friends or classmates;
e. Who knows a Triskelion member or is related to the Triskelion member but has not been approached or listed in the prospects lists.
  or, the opposite,
f. Who asks nonsense questions or solicits unfounded proposals who happens to come from other Greek letter societies or organizations just to spy or create furor;
g. Who wants to create an atmosphere of deception and confusion by pretending to join the organization but backs out at the instance.
The above queries are constructive compliments that gives credence to the chapter organization and its members by doing its part to standardize its membership setup, promote its goals and objectives and continue its programs and projects.  Treatment and attention of walk-in prospects are treated the same as approaching prospects in the open field.
4. Registration, after the prospect fills-up and signs the letter of intent, the division officers will receive the letter of intent and register the name of the prospect into the books of the division.  The purpose of listing the prospects name into the registration book is to give priority slot when such a situation arises.
  Under the new membership setup, there shall be twenty (20) new members allowed to join the chapter organization every semester excluding summer classes or forty (40) new members every school year.  If qualified applicants exceeds the number of new members set every semester, the first-come, first-serve rule will be observed and followed.  Triskelion members who registers their new recruits first, the later will be given priority to advance in the stage of the membership process.
5. Orientation, upon completion of the registration stage, the prospects shall undergo a pre-orientation stage to be conducted by the officers of the recruitment division.
a.   The pre-orientation will focus on the prospects,
1.   Protection and guarantee of the basic human rights--freedom of expression, of speech and respect of privacy;
2. Right to voluntarily withdraw his/her application during the stages of the membership process;
3. Limitations such as,
a.   Make any statements that the chapter organization finds detrimental to its members and contrary to the organization;
b. Intimidation or threat and the use of force against any members of the organization;
c. Keep the proceedings and processes of the chapter organization as discreet as possible;
d. Taking away any organizational forms, reports, and the constitution and by-laws of the organization shall be prohibited;
e. Shall not render any work or service during the recruitment, screening and orientation stages except in the stages of services and ceremony of the membership process.
4. Right to complain against abuses, harassment or intimidation's by Triskelion members.
The prospects shall address the Triskelion male members, 'sir' and female members, 'ma'am' for the duration of the recruitment process.  After the completion of the pre-orientation process, the prospects will report back to the Triskelion member who enlisted him/her for further guidance and assistance.
b.   Limitations of division officers and Triskelion member to the prospects,
1.   Shall not give out orders or requests to the subjects to render service in a personal and official capacity;
2. Shall not say or shout any form of malicious, invective and vulgar words to the subjects;
3. Shall not harm or threaten the use of force to the subjects;
4. Shall not abuse, harass or intimidate the subjects;
5. Shall not call the subject any form of names or titles except his/her nickname or first name;
6. Shall respect the right of privacy and freedom of the subjects.
6. Application Form, the prospective applicant shall fill-out one copy of the Applicant's Profile form in the presence and assistance of the division officers.  After accomplishment of the application form, the prospective applicant shall submit the form to the division officers for review and proper endorsement to the next stage of the membership process.
7. Evaluation Form, the division officers shall fill-up the applicable portion of the Applicant's Performance Appraisal form and affix their respective signature on the form and prepare the form together with the application form for endorsement to the next stage of the membership process.
8. Endorsement, after undergoing the listing up to the pre-orientation procedures, the division supervisor shall submit the letter of intent document to the screening division for safekeeping and endorse the prospects to pre-qualify for the next stage of the membership process.

First stage, the total number of units is fifteen (15).  Applicants should attain the passing score of 12 units or 80% of the total number of units to complete the recruitment stage.  11 units and below or 75% is the failing score and will automatically disqualify the applicant from completing the current stage.

Step 2.   SCREENING
Stage two of the membership process involves the screening degree of prospective applicants will form the foundation stage of the new membership structure.  The measures adopted in selecting prospective applicants will set the standard of reforms in the entire organization.  Safeguards will be employed in the enlistment of new applicants with characteristic elements into joining the chapter organization and the organization in general for the region of Leyte and Samar.  Policy changes in the membership setup will be adopted to meet the social-political and economic climate in our society.
Under this procedure, the screening division was created to qualify, select and accept qualified applicants to advance to the next stage of the membership process.
The screening division shall be headed by the Grand Triskelion with the title of division supervisor.  The division members will be composed of,
1.  Senior Triskelion member
2.  Junior Triskelion member
3.  Chapter organization Advisor
The main function of the screening division shall be the qualifying, selecting and acceptance of prospective applicants to the chapter organization.
The tenure of office of the division members and organization advisor is coterminous with the term of office of the executive branch.
Conduct of Screening
1.   Qualifying, the following conditions outlined by the membership committee to Prospective applicants:
a.   Pre-qualification of prospective applicant,
1.   A Filipino citizen and resident of the region of Leyte and Samar;
2. College student and at 16 years of age;
3. Should not have committed any acts of misdemeanor, felony or heinous crimes in the past and at present;
4. Must be physically fit, mentally upright and if possible, free from health sickness and complications;
5. Free from use of substance of abuse drugs (ex. shabu, marijuana and the likes).  If in doubt, should undergo drug screen test (at the expense of the applicant);
6. Should not be a member of any Greek letter societies in the past and present time.  If a member of any Greek lettered societies, he/she will be barred from joining the organization.
b. Qualification of prospective applicant,
1.   College students,
a.   Enrollee of the academe;
b. Consistent scholastic standing and above average grades in the area of study;
c. No incomplete units or failing grades (final) in the area of study, present and previous semesters;
d. Preferably a honor student or scholar and outstanding student in the area of study;
e. Attained the desired age on or before the filling of application;
f. For transferees, should not be a dropout from previous college or university, if possible, a honor student or scholar.
2. Post graduate students,
a.   Enrollee of the academe;
b. Consistent scholastic standing and average grades in the area of study;
c. No incomplete units or failing grades (final) in the area of study, present and previous semesters;
d. Preferably a working student.
3. The qualities of the students must be,
a.   Good moral character;
b. Broad-minded, strong will and determination;
c. Possesses good communication skills, self-initiative and leadership skills;
d. Responsible and industrious;
e. Commitment to organization development.

a.   Photocopy of latest and previous school grades, the present and past school semesters;

4. Post graduate student,
a.   Photocopy of college transcript of record and diploma;
b. Reference letter from any school professor and respected person from a reputable private institution.
5. The membership committee may request other pertinent documents and references from the applicant when necessary.
2. Selection,
a.   Instruction's to the prospective applicant, he/she shall,
1.   Fill-out one (1) copy 'Application Form' provided by the membership committee in the presence of a division officer;
2. Not leave-out any blanks in the form, answer all the question's and review the information written;
3. Affix signature and submit the application form together with the supporting documents to the division officer;
4. Not be allowed to bring the application form outside of the chapter organization;
5. Refrain from making statements that it considers detrimental to the organization;
b. Screening of new applicant,
1.   Review of application and supporting documents.  Upon submission of the application and supporting documents, the division officers shall check if the new applicant have complied with the requirements as mentioned in qualifying step 1-c.  If the supporting documents is incomplete, it shall be returned to the new applicants and will have to complete the documents in accordance with the period allowed in the course of schedule.
2. Verification of contents and supporting documents.  If the supporting documents is complete, the division officers will start checking the information provided in the application form and verify the supporting documents accordingly.  The division supervisor will authorize Triskelion members to verify the documents of the new applicants if work at the division is heavy.
3. Interview.  Upon completion of the verification and review of the documents and application form, the division supervisor will call the new applicant individually.  He/she will present himself/herself before the division officers for the interview process. The conduct of interview should be,
a.   Conducted during the school days and free time except Sundays and holidays;
b. Held in a quiet and decent location within the premises of the academe;
c. Tactful, compassionate and sensitive to the needs and aspirations towards the new applicant;
d. Topics of discussion,
1.  Contents in the application;
2.  Documentation's;
3.  School activities;
4.  Personal and family background;
5.  Goals and objectives.
e. Characteristics of the applicant should be focused on,
1.  Communication skills;
2.  Handling of current situation;
3.  Attitude and initiative.
4. Evaluation, notwithstanding the outcome of the interview, the division supervisor shall call for a special meeting in order to:
a.   Collect the opinion and recommendation of the division members;
b. Deliberate on the application of the prospective recruit, and
c. Decide on the application of the prospective recruit
5. Results, the decision of the division officers will make or do the fate of the new applicant to advance or not in the next stage of the membership process.
a.   If the result is favorable, the division supervisor will affix his/her signature on the application form and will prepare the evaluation sheet signifying approval and endorsing the new applicant application to the next stage of the membership process.  The supporting documents will be returned to the subject.
b. If the result is unfavorable, the division officers will endorse the application and supporting documents to the membership committee for further review and reconsideration.  Factors for denial of application are as follows:
1.   Provided incorrect or false information on the application form;
2. Inconsistent information divulged during the one-on-one interview from that provided in the application form;
3. Supplied spurious supporting documents;
4. Conduct unbecoming or unprofessional in the conduct of the interview;
5. Threatened or spelled out invective words during the interview process;
6. Walked-out or withdraw during the interview process.
3. Acceptance of New Recruit,
a.   Quantity, the number of recruits qualified to advance to the next stage of the membership process will be limited to twenty (20) persons.
  Should the number of qualified recruits exceed twenty, as a general rule, the first-come, first-serve basis will be observed and followed.  The first twenty qualified recruits will advance to the next stage of the membership process.  During the remaining stage of the membership process, if one or a couple of recruits quits or fails to complete the remaining stages of the membership process, the next-in-line qualified recruit will fill-in the vacated slot and advance to the next stage of the membership process.
  There will be twenty (20) new members accepted and inducted into the chapter organization every semester.
b. Recognition, the new recruits must then take the oath of compliance, which promises allegiance to the Chapter Organization, respect for the organizations rules and regulations, and fulfillment of the requirements of the division.

c. After the induction, he/she shall be called 'New Recruit' and will undergo a short briefing from division officers before advancing to the next stage of the membership process.
d. Orientation, the new recruit shall undergo a short briefing session prior to his/her advance to the next stage of the membership process by the division officers.  The contents of the briefing will touch on the next stage of the membership process.  After the briefing period, the division supervisor will forward the documents of the subjects to the next membership stage.
4. Endorsement of New Recruit, the qualified recruit shall be properly endorsed by the division supervisor to the orientation division in order to fulfill his/her duties and responsibilities in the next stage of the membership process.

Step 3.   ORIENTATION
Stage three, the orientation degree will introduce and familiarize the structure of the organization, its rules and regulations, and the chapter members.  After having completed the process of the screening stage, qualified recruits will have to undergo the orientation stage in order to advance to the next stage of the membership process.
The orientation division shall be headed by the Scroll with the title of division supervisor.  The division members shall be composed of,
1.  Chest, ex-officio staff-member of the executive branch
2.  Junior Triskelion member
3.  Chapter organization Advisor
The main function of the orientation division shall be to introduce and familiarize the objectives and organizational structure of the organization to prospective recruits.  The orientation process will be handled solely by the division officers.
The tenure of office of the division members and organization advisor is coterminous with the term of office of the executive branch.
Conduct of Orientation
1.   Presentation, under the stage of the orientation process, the division officers shall be tasked to perform the following functions.
a.   Review of Documents, upon receipt of the application and evaluation documents from the screening division, the division supervisor will call for a special meeting of the division to review the documents of the new recruits.
b. Introduction, the new recruit shall present himself/herself before the division officers for proper introduction.  After the short formalities, the division officers will set the stage of the orientation process by informing the new recruits of the rules and regulations they will abide during the conduct of the orientation stage.
c. Familiarization, the division officers shall conduct the informal presentation of the chapter organizations objectives, its goals and other pertinent information that shall merit better perspective of the new recruit towards the organization.  This will also allow the new recruit to interact with other chapter organizations Triskelion members for better acquaintanceship and understanding.
The two stages aforementioned shall take place in a single day and shall be directly supervised by the division supervisor. This stage shall be conducted to one or a batch of new recruits.
2. Orientation, the orientation process shall formally begin with the performance of the following stages,
a.   Briefing and Interaction, under the briefing and interaction session, it shall be conducted in two stages as follows:
1.   Preliminary course, conducted to the new recruits prior to the fulfillment of the examination.  The topics to be discussed and reviewed are as follows:
a.   Structure of the organization and its rules and regulations.
b. Constitution and by-laws of the organization.
c. Research and assignments.
d. Address to Triskelion members. As new recruit of the chapter organization, the recruit shall be required to address Triskelion members in the manner of:
1.  "Master" for the male division officers and Triskelion members.
2.  "Lady Master" for the female division officers and Triskelion members.
3.  "Lord" for the founding members.
4.  "High Lord" for the founding fathers.
5.  "Sir" or "Madam" for the organization advisor.
2. Final course, is a refresher course and conducted after the recruit has completed the examination and evaluation stages.  A review session will be conducted what was discussed in the preliminary course prior to the endorsement of the recruits evaluation to the next stage of the membership process.
b. Review period, after the completion of the preliminary course, reading materials and references shall be provided to the new recruit such as the,
1.  Constitution and by-laws of the organization;
2.  Rules and regulations of the chapter organization;
3.  Other materials and references as may be provided by the division officers.
  The review materials shall be lent to the new recruit but shall be limited within the premises of the school campus.  It will not be taken out of the school campus or allowed to be brought home.  The time period of review will be for a maximum of three (3) days only unless it may coincide during the school examination period.  An additional time frame of two (2) days will be granted for the review.
c. Examination, shall be scheduled a day after the review period has elapsed.  The oral and written tests will be administered in a single day with the oral test taking place first and followed by the written test to the new recruits.  The mechanics of the examinations are as follows:
1.   Oral test, conducted individually to new recruits and last no more than twenty (20) minutes per recruit.
2. Written test, after the oral test has been completed, the written test will be conducted.  The length of examination will last no more than thirty (30) minutes for the whole batch of recruits.
Discretion shall be vested on the division supervisor and officers on the topics given on the written and oral tests.  The test documents will be in the safe keeping of the membership committee chairman and will be handed over to the division officers five (5) minutes before the start of the examination.  The test questions or topics shall vary on every batch who takes the exam and will be constantly changed often.  The results of the examination will be keep in strict confidentiality.
Should the new recruit fail in one or two of the examination taken, he/she will be given a final chance to take the examination after a day or two, depending on prevailing schedule.  If the recruit fails in the second try of the test given, he/she will not be disqualified but will wait until the following semester to try his/her luck.  The recruit shall begin in the first stage of the membership process if he/she so decide to continue to join the chapter organization.
d. Results of examination, taken by the new recruit shall be held with strict confidentiality prior to its divulgement.  Access to the results shall be limited to the division officers and shall be released only to the new recruits after consultation with them.  The rating system of the examinations administered are as follows:
1.   Oral test, assuming, the number of items given during the tests is 20 items.  The passing score shall be eighty percentage (80%) points or 16 correct items while the failing score is seventy-five percentage (75%) points or 15 correct items.
2. Written test, assuming, the number of items given during the tests is 20 items.  The passing score shall be seventy percentage (70%) points or 14 correct items while the failing score is sixty-five percentage (65%) points or 13 correct items.
While the score registered by the new recruit may reflect a passing or failing grade, other factors will come into place and will be set as an added criteria by the division officers for consideration.
3. Evaluation, the results of the examination taken will be one of the factors that will determine if the new recruit shall advance to the next stage of the membership process.  If the recruit completes the required orientation course needed to advance in the next stage of the membership process, he/she will attend the final course of the briefing and interaction stage.
4. Endorsement, after the evaluation process, the division supervisor shall gather all the pertinent document and properly affix their signature on the applicable documents and endorse the documents to the next stage of the membership process step.

Third stage, the total number of units is thirty (30).  Recruits should attain the passing score of 24 units or 80% of the total number of units to complete the orientation stage.  22 units and below or 75% is the failing score and will automatically disqualify the recruit from completing the current stage.
The above scores applies to the 1st semester of the first year, for the succeeding semesters, the passing and failing scores will gradually increase and level off at the beginning of the fourth year.
Grounds for Disqualification and Dismissal
1.   Violated the rules and regulation as mandated in the constitution and by-laws of the organization;
2. Committed grave abuse of authority and misconduct towards Triskelion members and the chapter organization;
3. Threatened, inflicted physical injury or use of force to any Triskelion members during the duration of the orientation process;
4. Quit during the administration of the orientation process due to personal reasons or conflict of interests;
5. Dropped-out from the academe or discontinued his/her course of study during the orientation process and school semester.

Step 4.   SERVICE
Stage four, services degree of the membership process will direct the new recruit to serve the organization, academe and community sector.  The delivery of services by the new recruit will show his/her ability to face the challenges of time, persevere through difficulties, patience in performance of tasks and the desire to succeed.  Services performed and accomplished by the recruit will determine his/her attitude in life and towards his/her family, discipline in work and studies, and commitment to organization.  Performed in a voluntary capacity, the services organized by the organization and services organized by the recruit shall serve as a stepping stone to seek better opportunities once he/she has finished the course of study from the college or university.  The benefits the recruit will get out of this stage is far more greater than what the organization will receive.  What the organization will gain is a whole new image in society, respect from the citizenry and a revitalized organization able to adopt to the challenges of our time.
The services division shall be headed by the Deputy Grand Triskelion Officer with the title of division supervisor.  The division members shall be composed of,

4.  Legal consultant, employed TaLSA member
The main function of the external legal consultant shall be to guide and assist the chapter organization prepare documentation processes on agreements forged with the sectors of society with regards to the solicitation of service arrangements and other legal opinions and matters.
The main function of the services division shall be to organize, facilitate work and service arrangements and forge agreements with the government and private sectors for the neophytes to perform and accomplish in accordance with the rules and regulations of the membership committee and legislative body.
The tenure of office of the division members, organization advisor and legal consultant is coterminous with the term of office of the executive branch.
Conduct of Service
The service process will focus on the neophyte's ability to carryout their duties and functions, develop initiatives, hone skills and seek opportunities, instill discipline and tackle the challenges of time in the performance and accomplishment of the service assignments.
Opportunities in Service.  The opportune time for the neophyte to go through the series of services organized by the organization and services organized by the later will not be a waste of time and effort.  This proves to say that the chapter organization shall give due attention to its prospective applicants than what the organization will receive in terms of benefits.  What the organization will receive is a new image, better membership structure and a revitalized organization able to cope with the challenges of the next century.  The chapter organization shall serve as an avenue for the neophytes to,
1.   Receive proper training while working on-the-job in the areas of service;
2. Learn ample knowledge and experiences while on-the-job training;
3. Gain new friends and opportunities for future references;
4. The ability to assess career development and seek better job placements in the foreseeable future.
In this stage of the membership process, services shall be classified into two sections, fields of service and project driven service.  Under the field of service, the neophyte shall carryout the services organized by the chapter organization while the service driven projects, the neophyte shall organize the services and carried out together with the chapter organization.
Classification of Service
A.   Fields of Service. Under this section, the chapter organization services division shall organize and implement the fields of service for the neophyte to perform and accomplish the service assignments according to a scheduled period of time.  The areas of service are,
1.   Chapter Organization, the first area of service shall be performed and accomplished in the chapter organization.  Steps shall be undertaken by the,
a.   Neophytes,
1.   The duties and functions shall be confined within the chapter organization of the college or university;
2. They shall take orders from the division officers unless otherwise authority is granted to the Triskelion members to give out assignments and orders;
3. The service assignments and orders shall be accomplished within the period of time prepared by the division;
4. Upon completion of the services, shall fill-out the first of three parts of the Services Accomplishment Report or SAR and submit to the division officers;
b. Division Officers,
1.   The officers shall direct, supervise and monitor to ensure the smooth implementation of the service assignments;
2. The officers shall perform the evaluation and endorse to the supervisor for decision;
3. Once a conclusion has been reached, the supervisor shall affix his/her signature on the SAR and arranged the next area of service to be served.
After the compliance of requirements in the first area of service, the neophyte shall proceed to the second area of service, the college or university.
2. College or University, the second part of the area of service shall be performed and accomplished in the college or university.  The college or university shall be called, the 'academe'.  Steps shall be undertaken by the,
a.   Neophytes,
1.   The duties and functions shall be confined within the academe unless the nature of work are directed to the school programs or projects that requires such services to be performed outside of the academe;
2. They shall take orders from the school officials authorized to give out orders and assignments;
3. The service assignments and orders shall be accomplished within the period of time prepared by the division;
4. Upon completion of the services, shall fill-out the second of three parts of the SAR and forwarded to the head authority of the school where he/she was assigned for evaluation.
b. School Officials,
1.   The officials shall direct and supervise the activities of the neophytes in the performance of their service assignments;
2. The officials shall perform the evaluation and endorse to the chapter organization division supervisor for decision.
c. Division Officers,
1.   The officers shall monitor the conditions and proper implementation of the service assignments;
2. Once a conclusion has been reached, the supervisor shall affix his/her signature on the SAR and arranged the next area of service to be served.
After the compliance of requirements in the second area of service, the neophyte shall proceed to the third and final area of service, the community sector.
3. Community Sector, the third and final part of the area of service shall be performed and accomplished in the community sector.  In the final area of service, the neophyte shall freely choose one out of the three sectors of the society.  The community sector will be classified into the field of,
a.   Government sector. Under this sector of society, the neophyte shall be given the choice to choose one out of two government branches and they are,
1.  Local Government Units or LGU
2.  Local Government Institutions or LGI
b. Private sector. Under this sector of society, the neophyte shall be given the choice to choose one out of four private firms and they are,
1.  Multinational corporations
2.  Non-government organizations
3.  Multipurpose cooperatives
4.  Other businesses
c. Charity and Religion sector. Under this sector of society, the neophyte shall be given the choice to choose on out of two institutions and they are,
1.  Charity organizations
2.  Religious institutions
In this section, the community sectors of government, private and charity and religion shall be called, the 'office sector'.  Once the neophyte has chosen and decided the sector organization to perform the services, steps shall be undertaken by the,
d. Neophytes,
1.   The duties and functions shall be confined within the premises of the office sector unless the nature of work are directed to the office sector programs or projects that requires such services to be performed outside of the office premises;
2. They shall take orders from the office sector officials authorized to give out orders and assignments;
3. The service assignments and orders shall be accomplished within the period of time prepared by the division;
4. Upon completion of the services, shall fill-out the third and final part of the SAR and forwarded to the office head official of the office sector where he/she was assigned for evaluation.
e. Office Sector Officials,
1.   The officials shall direct and supervise the activities of the neophytes in the performance of their service assignments;
2. The officials shall perform the evaluation and endorse to the chapter organization division supervisor for decision.
f. Division Officers,
1.   The officers shall monitor the conditions and proper implementation of the service assignments;
2. Once a conclusion has been reached, the supervisor shall affix his/her signature on the SAR.
After the compliance of requirements in the third and final area of service, the neophyte shall report and present himself/herself before the division officers for formalities prior to advancing to the next stage of the membership process.

B. Service Driven Projects. Under this section, the neophyte shall conceptualize and initiate the service driven projects and shall be performed and accomplished with the chapter organization Triskelion members.  The service driven projects shall be undertaken in the area of,
1.  College or University
2.  Community
  Service driven projects are services conceptualize through the initiative of an individual or group of persons whose main objective is to bring the basic needs and services to the underprivileged families and far flung communities where these commodities are limited and scarce.  In this concept, the neophyte shall organize the project rather than the neophyte having to perform the tasks arranged by the organization.
  Herewith are some of the service driven projects:
1.   For the College or University,
a.   Physical education programs colleges often have four parts:
1.   An instructional program in which games or sports have been adapted for special needs;
2. An intramural program or interscholastic program.
b. Intramural, or "within the walls," games involve competitions between teams of the same school.  When different schools compete, the contest is called intercollegiate (college).
c. Mental ability programs,
d. Literary writing contest.
e. Quiz Bee contest.
f. Scrabble or Word Factory contest.
2. For the Community,
a.   Environment
1.  Solid waste management program.
2.  Reforestation program.
b. Education and Sports
1.   Quiz bee and essay writing contest, for the grade school and high school level students;
2. Special Olympics, athletic program for handicapped and mentally retarded children and adults.
c. Health
1.   Medical and dental civic action program;
2. Vaccination and diseases preventive care program or blood donation program.
d. Social Welfare
1.   Relief assistance program, the collection and distribution of basic food and services to residents in far flung communities.
e. Science and Technology
1.   Inventions and new discovery contest and trade fair exhibition;
After the program or project has been identified, the neophyte shall,
a.   Prepare the concept and objective of the project;
b. Identify the venue and schedule of implementation of the project;
c. Coordinate with the chapter organization for,
1.   Assistance and guidance;
2. Review and evaluation of feasibility of the project;
3. Authorization to solicit, negotiate and conclude the project proposal.
d. Inform and coordinate with the beneficiary of the project;
e. Solicit proposals with the private or government sectors for their involvement in the project;
f. Implement the project with the involvement of the chapter organization and cooperation of other sectors of the society;
g. After accomplishment of the project, write-up a summary of the project and submit to the division for proper disposition.
Procedures in the Performance of Services
1.   Chapter Organization. The duties and responsibilities of the neophyte shall,
a.   Assist in the day-to-day activities of the chapter organization;
b. Perform other duties and functions as may be assigned by the division supervisor;
c. Perform other duties subject to the limits of,
1.   Shall not carryout personal favors of Triskelion members outside of the campus;
2. Shall not accept and carryout assignments from non-Triskelion student members of the college or university;
3. Shall not carryout tasks at the same time but shall be performed one at a time.
2. Solicitation of service proposal.  The division supervisor with the guidance of the organization and assistance of TaLSA legal advisor-member shall be tasked to,
a.   Prepare the documentation to solicit service proposal to the concerned college and community sectors;
b. Approach the concerned sectors to deliver the proposal, negotiate and conclude if,
1.   The proposal is accepted, enter into an agreement and sign for and in behalf of the chapter organization, or
2. The proposal is denied, start with procedure # a.2 until the proposal is given consideration and accepted.
c. Call the neophyte to prepare and undergo orientation of the nature of service to be performed.
3. Performance of service by the neophyte.  The neophyte shall render the duties and responsibilities of the service related work according to the conditions contained in the agreement.
a.   Some of the conditions included in the agreement are,
1.   Service related work but shall not be limited to desk job but can be assigned to field work;
2. Define the duties and responsibilities, the nature of work, and
3. Schedule of work.
b. Some of the duties and responsibilities shall be to,
1.   Assist in the day-to-day operations of the concerned sector except,
a.   To carryout or perform personal favors of officers and employees of the concerned sector;
b. To perform work not related to the official duties as specified in the agreement.
2. Perform other duties and functions as may be provided upon in the agreement.
c. Some of the prohibitions contained in the agreement shall,
1.   Not received salary and allowances;
2. Not be assigned to places where the threat of danger will pose unto the health and life of the neophyte;
3. Not perform unethical work practices and tolerate fraudulent or illegal transactions within and outside of the work area.
the provisions and conditions contained in the agreement are the concerns and decision of the negotiating panel of the division officers and that of the concerned sector officials.
4. Chapter organization's role.
a.   Chapter organization and service sector.
1.   Shall monitor and coordinate the work activities of the neophyte;
2. Shall work hand-in-hand with the local government authorities on the present and future work programs for new and incoming neophytes.

The length of service required by the membership committee for the neophyte to perform are as follows:

  Both men and women neophytes shall perform at least 3 hours service per workday or make-up during vacant days by performing the maximum 8 hours in order to complete the required workhorse at the soonest possible period and advance to the next phase of the service area.  Neophytes shall strictly follow the rules and regulations governing the schedule of services.
2.   The limits in the conduct of service:
Do's
a.   Shall perform service during the vacant time or day;
b. Shall perform service between the time of eight o'clock (8:00) in the morning until six o'clock (6:00) in the evening;
c. Shall allow meal break of 45 minutes if the length of service is 5 hours and above or 30 minutes if the length of service is 5 hours and below.
  Don'ts
a.   Shall not perform service during class hours or school activities;
b. Shall not perform service on Sundays and holidays;
c. Shall not perform service after seven o'clock (7:00) in the evening;
  The sequence of service shall be strictly observed and followed.  The neophyte shall perform and complete the required workhorse of the first phase of service before proceeding to the next phase of service and every service area thereafter.  To skip from one service area to the other will not be allowed.
  Penalty for skipping shall subject the neophyte to return to the beginning of the first phase of service or will be summarily disqualified in accordance with the rules and regulations of the membership committee.
3. Grounds for disqualifications. During the performance of service, neophytes who violates the rules and regulations of work ethics shall be subject to disciplinary actions such as,

  The above items applies to both men and women neophytes.  Every violation has to be justified in writing by the neophyte.  Should the number of violations exceed the number allowed, summary disqualification procedures shall be immediately enforced.
4. Monitoring of services.  Steps shall be taken to ensure smooth implementation of the services by the neophytes during their performance of work assignments.  Some of the measures to ensure compliance of services are as follows:
a.   Attendance, neophytes shall report before and after their performance of work assignments and at times report in-between the performance of their work assignments;
b. Inspection, division officers with the assistance of deputized Triskelion members shall randomly inspect the neophytes work place;
c. Reports, the neophytes together with the sponsor work institution authorities shall accomplish work performance reports;

  Fourth stage, the total number of units is forty-five (45).  Recruits should attain the passing score of 36 units or 80% of the total number of units to complete the services stage.  34 units and below or 75% is the failing score and will automatically disqualify the recruit from completing the current stage.
  The above scores applies to the 1st semester of the first year, for the succeeding semester, the passing and failing scores will gradually increase and level off at the beginning of the fourth year.
Step 5.   CEREMONY
Fifth and final stage, the ceremony degree concerns the molding of the neophyte to become a member of the chapter organization.  Under Republic Act No. 8049 or the Anti-Hazing Law, the Triskelion Organization will comply with the new law of the national government by the elimination of hazing through the changes and reforms undertaken by the organization.
The occurrence of physical injury, mental and emotional disturbance, and even death due to excessive use of force or hazing during the ritual of initiation has discouraged the enlistment of prospective candidates into Greek letter societies at present.
The Triskelion Organization has embarked and initiated a new pilot program that will carryout reforms and establish guidelines and procedures in the phase-out and eventual elimination of the ritual of initiation beginning at the Organization's core -- the Chapter Organization in the Academe in Eastern Visayas Region.  The elimination of ritual of initiation will not necessarily mean that prospective candidates could easily join the Organization but rather will be stricter due to the measure of safeguards being instituted by the Chapter Organization.
The ceremony shall be headed by the Master Initiator with the title of division supervisor.  The division members shall be composed of,
1.  Grand Triskelion, ex-officio member of the executive branch
2.  Senior Triskelion member
3.  Junior Triskelion member
The main function of the ceremony division shall be to administer the rituals of initiation to the neophytes and induct as new member of the chapter organization in accordance with the rules and regulations of the membership committee.
The office of the ceremony division shall cease its functions and operations at the end of the second year of its establishment.  It shall be replaced by a new sub-committee division whose main functions shall be decided by the membership committee.
The tenure of office of the division members and organization advisor is coterminous with the term of office of the executive branch.
Conduct of Ceremony
1.   Preview of ceremony. The division officers shall brief the neophytes on the rules and procedures that the division shall perform. The officers shall specify with detail regarding the procedures that will be undertaken during the rituals of initiation.
2. Services. The scope of services shall be performed by the neophytes before and during the rituals of initiation and shall be limited within the confinement of the Chapter Organization but shall not be performed for personal advantage of division officers and Triskelion members.  The services shall have no bearing nor affect the on the score rating of the neophyte.
3. Ritual of Initiation
a.   Mechanics of initiation. Under the ceremony procedures, there shall be set rules and regulations in the smooth and responsible execution of the rituals of initiation.  They are as follows:
1.   Instruction's to division officers,

1.   Shall deputize Triskelion members to assist during the rituals of initiation;
2. Shall be responsible of the conduct and performance during the ritual of initiation;
3. Shall prepare the logistics (ex. food, medical aid, etc.) in coordination with the neophytes for the rituals of initiation;
4. Shall schedule the ritual of initiation in coordination of the neophyte and membership committee;
5. Shall inform the chapter organization advisor regarding the schedule of the rituals of initiation.
  Don'ts
1.   Shall not be under the influence of any alcoholic beverages or liquor.  The use of substance of abuse drugs is prohibited to all Triskelion members in the organization;
2. Shall not solicit money or material items in kind from neophytes before, during and after the rituals of initiation;
3. Shall not harass, threaten or cause injury to neophytes before, during and after the rituals of initiation;
4. For male Triskelion members, shall not conduct and administer paddles to female neophytes except female Triskelion members, whereby female Triskelion members can administer paddles to male neophytes;
5. Shall not allow non-student enrollee Triskelion members of the college or university to attend the ritual of initiation.
  Violation of the above rules and regulations shall be dealt with accordingly by the Grand Triskelion with the advise of the chapter organization Advisor and Deputy Grand Triskelion for immediate action.
2. Instruction's to neophytes,
Do's
1.   Shall inform and advise division officers if any Triskelion members has caused any form of harassment, maltreatment or abuse against their person;
2. Shall inform and advise division officers if in case of sickness or poor health or conflict of time schedule that may cause postponement of his/her initiation procedure;
3. Shall volunteer services to the chapter organization during his/her free time before and after the initiation process.
  Don'ts
1.   Shall not be under the influence of any alcoholic beverages or liquor.  The use of substance of abuse drugs is prohibited and a prerequisite to join the organization;
2. Shall not threaten or cause injury to division officers and Triskelion members before, during and after the ritual of initiation;
3. Shall not offer any form of monetary reward or material kind to division officers or Triskelion members to evade the accomplishment of the ritual of initiation;
4. Shall not be accompanied by his/her friends, family members or relatives during the ritual of initiation;
5. Shall not perform personal favors to any Triskelion members including division officers before, during and after the ritual of initiation.
  Violation of the above rules and regulations shall be dealt with accordingly by the division supervisor with the concurrence of the division officers for immediate action.
3. Attendance during the ritual of initiation, during the ritual of initiation, the attendance of all division officers is compulsory and the Grand Triskelion.  The ratio of Triskelion members including division officers to neophytes shall be one is to one (1:1) during the rituals of initiation.
4. Ritual instrument, the ritual instrument shall be described as the 'paddle' and shall conform to the following standards set by the membership committee:
a.   The paddle shall be made of hard wood preferably, narra or wood of the same quality;
b. The paddle shall be flat, with rounded edges and a short handle handcraftedly cut, carved and smoothly finished;
c. The paddle shall measure at three (3') feet in length, five (5") inches in width and four-fifth (4/5") inch thickness;
d. The paddle shall be kept in a custom built nylon or garment material bag when not in use;
e. The paddle shall never be displayed in public and shall be kept in the custody of the Master Initiator.
5. Administer of rites, during the rituals of initiation, the division shall adopt measures of safeguard and ensure an orderly implementation and performance of the ritual of initiation.
a.   Health of neophyte.  The first concern of the division officers shall be the health condition of the neophyte prior, during and after the conduction of the ritual of initiation.  If the neophyte does not feel well the week before the scheduled initiation rites, the ritual of initiation should be postponed for the welfare and avoid any form of lasting injury to the neophyte.
b. Position of body.  The body position of the neophyte shall be standup position with the foot properly straighten up to the waist, the body up to the head slanting forward and the hands leaning on the laps (as shown below and demonstrated by the division officers).

The administer of paddle to the body of neophyte shall be specifically behind the body and below the buttocks but not below the knees as shown above.
c. Swing of paddle.  The swing of paddle shall be handled with utmost care and calculated measure.  The strength of the swing to the part of the body should in no way be excessive but calculated hit measured not to cause untoward injury to the receiving neophyte.  The degree of swing shall be between ____o to ____o with some adjustments during the rituals.
b. Stages of Initiation
1.   Schedule, the ritual of initiation shall be held in two consecutive weekend mornings except afternoon or one weekend whole day session at the discretion of the ceremony supervisor with the concurrence of the concerned neophytes. The rituals schedule sample for,
a.   1st weekend, assembly time shall be 0600H at the campus of the college or university and shall proceed to the designated venue of the rituals of initiation.  At the venue, the division officers shall give a preview of the initiation proceedings and administer and conduct the rituals process to the neophytes.  The rituals process should be completed before noontime.  A 30 minutes break shall allowed after the rituals has started.  Everybody should have left the venue by 1300H.
b. 2nd weekend, assembly time shall be 0600H at the campus of the college or university and shall proceed to the designated venue of the rituals of initiation.  At the venue, the division officers shall give a preview of the initiation proceedings and administer and conduct the rituals process to the neophytes.  The rituals process should be completed before 1100H.  A 30 minutes break shall allowed after the rituals has started.  Everybody should have left the venue by 1200H.
and/or
c.   Whole day weekend, assembly time shall be 0600H at the campus of the college or university and shall proceed to the designated venue of the rituals of initiation.  At the venue, the division officers shall give a preview of the initiation proceedings and administer and conduct the rituals process to the neophytes.  The rituals process should be completed before noontime.  A one hour and 30 minutes break shall allowed after the rituals has started.  Everybody should have left the venue by 1700H.
2. Venue, the site of the rituals of initiation should be held within the limits of the city or municipality and the distance should not be more than 15 kilometers and/or 30 minutes away from the college or university.  The site should be an open field with access to shelter and nearby convenience stores and should be quiet and isolated.
3. Administer of Initiation, under the rituals of initiation, the number of paddles that will be administered to the neophyte shall follow limits set as directed in the table of ritual of initiation paddles.  The paddles administered shall be gradually phased-out in the next two years and on the beginning of the third year, no paddle shall be administered to new and incoming neophytes.
There shall be two options of schedule of the administer of initiation as follows:
a.   Two weekend morning rites, during the two weekends rite, the rituals of initiation shall be held in consecutive weekends and shall take place on a Saturday except weekdays, Sundays and holidays unless otherwise the neophyte may request otherwise and such request may be considered at the discretion of the division supervisor.
b. One weekend whole day rites, for the one weekend rites, the rituals of initiation shall be conducted in one day and shall take place on a Saturday except weekdays, Sundays and holidays unless otherwise the neophyte may request otherwise and such request may be considered at the discretion of the division supervisor.
The administer of paddles to neophytes shall follow and observe the set of scheduled timetable within the next two (2) years.  For the next two years, the number of paddle administered shall be reduce as the school year semester progresses until the end of the second year.  At the beginning of the first semester of the third year, the administer of paddle shall be nonexistent and totally eliminated.

Year 1.   The first weekend ritual of initiation on the first semester, male neophytes shall undergo and be administered twenty-four (24) paddles and thirteen (13) paddles for female neophytes.  For the following semester, fifteen (15) paddles will be administered to male neophytes and female neophytes will received nine (9) paddles.
Year 2. For the first (third) semester first weekend ritual of initiation, male neophytes shall be administered nine (9) paddles and female neophytes, six (6) paddles.  The final semester of the first weekend ritual of initiation, male neophytes will be administered six (6) paddles and female neophytes, four (4) paddles.
The number of paddles administered to male and female neophytes maybe reduced but will not increase from what will be administered for the prevailing semester.

Year 1.   The second and final weekend ritual of initiation on the first semester, male neophytes shall be administered twelve (12) paddles or a two-weekend total of 36, (8) paddles for female neophytes or a two-weekend total of 21.  For the following semester, six (6) paddles will be administered to male neophytes or a two-weekend total of 21, female neophytes will be administered four (4) paddles or a two-weekend total of 13.
Year 2. For the first (third) semester-final weekend ritual of initiation, male neophytes shall be administered three (3) paddles or a two-weekend total of 12 and female neophytes with two (2) paddles or a two-weekend total of 8.  The final semester f the second ritual of initiation, male neophytes will be administered two (2) paddles or a total of 8 and female neophytes, one (1) paddle or a two-weekend total of 5.
The number of paddles administered to male and female neophytes maybe reduced but will not increase from what will be administered for the prevailing semester.
Year 3. At the start of the third year, the ritual of initiation will continue but no paddle will be administered to male or female neophytes for the semester and thereafter.  The ceremony division shall end its term of office and shall be replaced by a new division with the purpose of maintaining, instilling and to pursue changes in the membership setup organization.  In place of the paddle system, service programs, scholastic achievements, leadership skills and other requirement will be the main objective of qualification for prospective applicant in joining the organization subject to certain conditions.

Year 1.   The wholeday (afternoon session) weekend ritual of initiation on the first semester, male neophytes shall be administered ten (10) paddles or a Wholeday total of 32, less than 4 from the two weekend session total and seven (7) paddles for female neophytes or a wholeday total of 18, less than 3 from the two weekend session total.  For the following semester, five (5) paddles will be administered to male neophytes or a wholeday total of 18, less than 3 from the two weekend session total and female neophytes will receive three (3) paddles or a wholeday total of 10, less than 3 from the two weekend session total.
Year 2. For the first (third) semester-wholeday (afternoon session) weekend ritual of initiation, male neophytes shall be administered three (3) paddles or a wholeday total of 11 and female neophytes, two (2) paddles or a Wholeday total of 7.  The final semester of the wholeday (afternoon session) weekend ritual of initiation, male neophytes will be administered two (2) paddles or a Wholeday total of 7 and female neophytes, one (1) paddle or a wholeday total of 4.
The number of paddles administered to male and female neophyte’s maybe reduced but will not increase from what will be administered for the prevailing semester.
Year 3. At the start of the third year, the ritual of initiation will continue but no paddles will be administered to male or female neophytes for the semester and thereafter.  The ceremony division shall end its term of office and shall be replaced by a new division with the sole purpose of maintaining, instilling and to pursue changes in the membership setup of the organization.  In place of the paddle system, service programs, scholastic achievements, leadership skills and other requirements will be the main point of qualification for every prospective applicant in joining the organization subject to certain conditions.
Discretion shall be vested upon the Chapter Grand Triskelion and Master Initiator to accelerate procedural process of the Ceremony stage with the concurrence of the Membership Committee members.
c. Probation period
  After the completion of the ritual of initiation stage, the neophyte will undergo the probationary stage of fifteen (15) days beginning the day after the ritual of initiation including Saturdays, Sundays and holidays.  During the probationary period, the neophyte shall,
1.   Follow and observe the chapter organization’s rules and regulations;
2. Participate in any programs and activities the organization may perform and organize;
3. Mingle and foster cooperation with Triskelion members;
4. Continue and religiously attend to his/her scholastic programs and activities;
5. Return to normalcy of his/her regular day-to-day schedule without any fear of duty service, etc.
  Triskelion officers and members shall,
1.   Respect the right of privacy of the neophytes to his/her regular day-to-day schedule before joining the organization;
2. Not require the neophyte to render any form of duty and services during the probationary period;
3. Treat the neophyte accordingly as if being a new member of the organization;
4. Encourage the neophyte to actively participate in the organizations programs and activities including that of the academe;
5. Observe the neophyte carryout his/her freedom during the probationary period.
  After the probationary period, the neophyte shall pass through the evaluation system adopted by the chapter organization.
d. Evaluation
  Upon completion of the neophyte’s probation period, the evaluation shall be conducted immediately by the division officers.  The criteria of evaluating the neophytes conduct before, during the ceremony and the probationary period are contained in the applicant performance appraisal form.
  After the evaluation, the division supervisor shall call the division officers to a meeting to discuss and determine the results of the evaluation.  The division officers shall call the attention of the neophyte and present himself/herself before the division officers for the evaluation results.

  Once the results has been passed by the division officers to the neophyte, the persons concerned shall affix their signature on the applicants performance appraisal form to formalize his/her entry as new Triskelion member of the organization.  After the formalities have been forged, the neophyte shall be call “Triskelion” and everyday thereafter.
4. Recognition
a.   Oath-taking, the oath taking shall be conducted by the Master Initiator with the presence of the Grand Triskelion, division officers, Triskelion members and Organization Advisor.  The time and venue of the oath taking ceremony shall be the consensus of the new Triskelion members.

I Triskelion ___(Full Name)___, member of the Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority of the Region of Leyte and Samar, adhering to the Codes and Conduct and Tenets of the Fraternity and Sorority, cognizant to the vital contribution of a collective effort to build a just and humane society under a rule of truth, justice, freedom and democracy, do ordain and promulgate this constitution.

b. Membershipform, newly pledge Triskelion members shall fill-up completely one copy of the new membership form called “Triskelion Profile” and attach two (2) photo sizes 2” x 2” to the form.  Upon completion of the form, he/she will submit the form to the Master Initiator and the later will forward the membership form to:

  For security purposes of new Triskelion members, all information provided in the form shall be kept in strict confidentiality and shall not be used for any political or illegal activities.  It is best advised that the membership forms be submitted or mailed directly to the designated centers above and not to other Triskelion members or persons not affiliated with the organization and updates be strictly relayed to Triskelion members below.
5. Endorsement, the endorsement shall refer to the documentation’s filled out by the division officers together with the new Triskelion members applicant’s profile; applicant’s performance appraisal form, and Triskelion’s profile form to the membership committee chairman, chaired by the Master Initiator for proper recording and documentation.
  Once all of the documents have been forwarded to the membership committee chairman, the new Triskelion member will be accorded proper recognition in the Region Chapter Organization and National Council.  Welcome! new Triskelion members to the Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority.
