POLICIES AND GUIDELINES

DISCIPLINARY ACTION

1.   Some of the grounds for Disciplinary Action under the Triskelion rules are:
a.  Frequent absences or tardiness
b.  Dishonesty
c.  Habitual drunkenness
d.  Neglect of duty
e.  Creating trouble
f.  Discourtesy in the course of official duty
g.  Due payment of dues
h.  Physical or mental incapacity due to immoral or vicious habits

2. The maximum number of absences allowed for all Triskelion members is three (3) regular meetings (first and third Wednesday of every month), and five (5) for every emergency meetings (called as maybe necessary). A general meeting shall be called every other three (3) months on the first Friday of the month.

3. No absences shall be allowed during general meetings. Late comers (allowance of fifteen (15) minutes shall be allotted after the schedule time of meeting) will be dealt with accordingly (attendance must be compulsory).

4. During regular meetings, the following penalties shall be imposed:

a.   A fine of PhP_______ for exceeding absences;

b. A fine of PhP_______ for late comers allowance of fifteen (15) minutes will be allotted after schedule time of meeting);

c. Rejection, fine or suspension in accordance of the organization rules.

5. Major offenses:

a.   Creating trouble due to influence of liquor or drugs (in and out of school).

b. Disrespect towards officers and senior members. Penalty discretionary powers of the Grand Council Membership committee.

DUES

1.   A one-time registration fee of PhP_______ shall be collected immediately from every new member who has completed the membership process. The new Triskelion member will be exempt from payment of the annual membership dues on his/her first year of membership;

2. An annual membership fee of PhP_______ shall be collected from every regular members and will be collected on the third Monday of the month of June every year thereafter;

3. All dues and fees collected should be accounted for and handed to:

a.   The Chest for safe keeping and disposition of funds should there be any projects, activities or organization related expenditures;

b. The Chest should deposit the funds in a secured and safe banking institution with the Grand Triskelion as co-signatory with the Chest in the bank account;

c. The Auditor should conduct a audit of all funds collected, deposited and organization expenditures every month and submit reports to the Grand Triskelion and Grand Council Finance committee;

d. The Chest will be responsible for any loss, shortage and incidence of theft of funds and should not be used in any personal matters.

4. A fine will be imposed to erring Triskelion members for outstanding dues and fees are as follows:

a.   Non-payment of Annual dues:

1.   A fine of PhP_______ for the first month;

2. A fine of PhP_______ for the succeeding months;

3. If no payment is received from the member after one (1) year, he/she will be dealt with disciplinary action from the Grand Council Membership committee.

b. Non-payment of one-time registration fee:

1.   A fine of PhP_______ for the first month;

2. A fine of PhP_______ for the succeeding months;

3. If no payment is received from the new member after one (1) year, he/she will be expelled from the organization without due consideration.

c. For absences from meetings and general functions:

1.   A fine of PhP_______ will be collected for the first offense;

2. For every succeeding absences, a fine of PhP_______ will be imposed and collection from erring members;

3. If members refuse to pay the dues or fees mentioned, the member(s) will be dealt with disciplinary action from the Grand Council Membership committee.

5. On occasions, funds will be collected from Triskelion member for the sole purpose of using the funds the organization will direct;

6. Failure to comply on this organization matter, the Triskelion member will be face suspension and/or rejection of membership at the discretion of the Grand Council Membership committee.

VISITING AND RELATIONSHIP WITH OTHER CHAPTERS

1. All visiting Triskelion members from chapters outside of the region shall be accorded all the hospitality the host member will provide;

2. Visiting members are to abide by the Region and Chapters rules and regulations;

3. Attitude of Triskelion residents towards visiting members, entertainment not merely through food and drinks but also by conversing with them and making them feel comfortable. This must be the primary responsibility of the host member present;

4. All visiting members must show their credentials for proper identification and be accorded proper recognition.

TRISKELION'S IMAGE

1. During school days, even Sundays, no liquor or drugs;

2. No Vandalism;

3. No indifference towards other classmates or schoolmates;

4. No lasting misinterpretation with other organizations;

5. No misunderstanding with the school, local government authorities or any other private individuals.

OTHER ORGANIZATION AND GREEK LETTER SOCIETIES

1. Each Triskelion member is encouraged to join clubs and civic organizations except for Greek letter societies (referring to fraternity or sorority organizations) and be an active member;

2. Each member is enjoined to be an outstanding member of the organization joined and if possible, strive to head it;

3. Establish friendly relations with other groups, try to avoid antagonizing acts;

4. Be friendly with other organizations;

5. Members of Greek letter societies shall not be eligible to join or gain membership into the Triskelion organization;

6. Any current and existing Triskelion member who have lied or discovered to have been a member of other Greek letter societies will be expelled from the Triskelion organization without due consideration.

RECOGNITION IN COLLEGES AND UNIVERSITIES

Triskelion members in colleges and universities are encourage to organize into a chapter organization, file and register its documents and name, and follow the school procedural rules and regulations governing student organizations by seeking proper and formal recognition from the school authorities. The following requirements needed for recognition with the colleges or universities are:

1.	List of elected and appointed officers, and bonafide members of the chapter organization of all whom should be student enrollees of the said college or university;
2.	Complete copy of Triskelion organization constitution and by-laws and other pertinent documents that the school authorities may require;
3.	Appointment of organization school advisor or advisors;
4.	The chapter organization members may request assistance from other college or universities chapter organization or Triskelion an Leyteño ngan Samarnon Association (TaLSA) members when necessary.

The college of university may and usually accept organization registration at the beginning of the school year or first semester. Likewise, the school authorities may require a minimum number of organization members or in accordance with the provision of the organization's constitution limiting the number of members required and provided for the school year.

RECONSTRUCTION AND UPDATE OF MEMBERSHIP ROSTER

The reconstruction and update of membership files shall cover Eastern Visayas Region encompassing the provinces of Biliran, Leyte, Southern Leyte, Eastern Samar, Northern Samar and (Western) Samar. The reconstruction process shall take place for a period of five (5) years. The main objective of the reconstruction process is,

1.	To identify and establish Triskelion members who originated from Eastern Visayas Region, natural region born citizen or family affinity, and migrated and relocated due to work or study;
2.	To screen bonafide Triskelion members from spurious persons claiming to be members by cross-checking with fellow bonafide members and with the information provided in the membership form listing batch mates, and other methods that shall be adopted as the reconstruction process progresses;
3.	To list bonafide Triskelion members properly established in above-mentioned step no. 2 into the 1999 members directory handbook which shall be updated every year thereafter;
4.	The information contained in the membership form shall be kept in strict confidentiality. The documents shall be kept in file and care with Triskelion brod. Wendell Cam.

After having been properly identified, bonafide Triskelion members shall,

1.	Get a copy of the new membership form called "Triskelion Profile" from designated centers;
2.	Fill-up completely one copy membership form;
3.	Attach two (2) new photo, size 2" x 2" to the form;
4.	Submit the accomplished form to designated centers identified in the new membership setup guidelines and procedures.

For security purposes of all Triskelion members, all information provided shall be kept in strict confidentiality and will not be used for any political or illegal activities. It is best advised that the membership forms be submitted or mailed directly to the designated centers established and not to other Triskelion members or persons not affiliated with the organization.

The update of files shall refer to Triskelion members who have transferred or relocated residences, work or study upon which they shall have to call or inform designated Triskelion members.

MEMBERS DIRECTORY HANDBOOK

The reconstruction and update of the members roster resulted in the creation of the members directory for the region of Leyte & Samar. The main objective of establishing the members directory is,

1.	To guide Triskelion members locate and meet with fellow Triskelion members when traveling or visiting a particular place where the presence of Triskelion members are listed in the directory;
2.	To call and inform the attention of Triskelion members regarding organizational meetings or assemblies, coordinate social gatherings and anniversary activities, and programs and projects participation;
3.	To approach fellow Triskelion members in the position for reference of job openings, business ventures or opportunities, and other important matters which may lead to foster better cooperation among Triskelion members;
4.	For acquaintanceship and reunion with fellow Triskelion members long sought after.

	The membership form and update data's shall be the basis of information of identifying Triskelion members and cross checking, their batch mates and other vital information that shall form the members directory.

With the undertaking of the reconstruction process, the Triskelion Organization shall be able to establish a near accurate count of bonafide Triskelion members in the region. Every effort shall be carefully taken to make the directory as accurate as possible and the undertaking will take time to update with the concerted cooperation of every Triskelion members to muster such purpose.

The members directory shall be created and printed the size of handbook and will be updated and produced once or twice a year depending on the data or information submitted and received. Triskelion members listed in the directory will receive a copy of the directory handbook free of charge. The initial cost of producing the directory handbooks shall be partly shouldered by fellow Triskelion members. The cost of producing the directory shall take in the form of fund raising or donation in kind from fellow Triskelion members, and solicitation to place print ads in a section of the directory reserved for advertisements. Solicitation shall be in the form of print ad box space for private individuals or corporate entities who will place their print ads in the advertisement section of the members directory handbook for a established rate or fee.

NEW MEMBERSHIP SETUP

The Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority of Eastern Visayas Region shall embark in a comprehensive pilot program for the organization. Under the pilot program, the Triskelion Region Organization shall formulate the guidelines and procedures to overhaul and reform the existing membership setup in the region.

The pilot program shall refer to the membership structure of the Triskelion Region Organization and shall introduce reforms which shall completely overhaul the membership setup of the organization beginning with the Triskelion Chapter Organizations. The pilot program shall be introduced in existing chapter organizations in the region.

To qualify in the pilot program, there shall be conditions for the Chapter Organization to follow and they are:

1.	Organized and should have at least ten (10) Triskelion members (members should be student enrollees of the academe);
2.	Duly registered and recognized by the colleges or universities;
3.	Had no internal and external problems with the school authorities and with the local law enforcement authorities;
4.	Designated and appointed a school Advisor;
5.	Chapter files are in proper order and should register with the Region Organization.

Under the pilot program scheme, colleges and universities shall be called 'Academe'. The list of colleges or universities in Eastern Visayas Region where the Triskelion Chapter Organization been established and has actively participated in the academe activities since its inception in 1979 are enumerated in the new membership setup guidelines and procedures.

The list of colleges and universities in Eastern Visayas Region are in existence except for the Divine Word University of Tacloban in Tacloban City, Leyte which has been closed since 1995 due to a long standing strike by the faculty members against the SVD administration.

The Chapter Organization of the colleges and universities shall enjoy partial autonomy from the Region Organization in the area of the new membership setup. The Region Organization shall have no control nor interfere over the affairs and activities of the Chapter Organization new membership setup.

The Chapter Organization shall,

1.	Elect and appoint its set of officers;
2.	Setup its legislative branch;
3.	Appoint its advisors;
4.	Formulate rules and regulations emanating from the Constitution and By-laws of the Region Organization.

and whose main objective is to execute the reforms of the membership structure and create a new image of the Organization beginning at the level of the Chapter Organizations.

AMENDMENT AND REVISION OF THE 1979 CONSTITUTION AND BY-LAWS

As early in 1995, preparation for the amendment of the Constitution and By-laws of 1979 was readied. With the assistance of a battery of Triskelion member - lawyers, academe professors, professional engineers and architects, and senior and junior members, the consultation, research and careful examination, improvement and modification and review in detail process lasted four years to draft the 1999 Constitution and By-laws.

By June 1999, the draft and proposed Constitution and By-laws of 1999 was finished. The draft Constitution and By-laws of 1999 shall be ratified during a plebiscite or assembly called for before the end of year. Triskelion members present during the assembly shall vote to ratify the New Constitution and By-laws of 1999 with a two-thirds (2/3) vote of approval. Once ratified, the 1999 Constitution and By-laws shall take effect and distributed to every Triskelion Chapter in the region.
