It's amusing that I thought of semaphore for the last clue, but didn't think of semaphore for this one. Oh well.

B-Smak and Matt noticed that on each face, the numbers 1 through 8 (or 1 through 7 on the back) appear twice. We got the 15-minute clue, which told us to think of signaling, leading us to semaphore. The front side decoded to:

1 =
2 =
3 =
4 =
5 =
6 =
7 =
8 =

And the back:
1 =
2 =
3 =
4 =
5 =
6 =
7 =

Decoded, this spells BANCROFT COLLEGE.

I had suspected that the clue would be on the UC Berkeley campus, so I was already heading west on I-80, following Jon. I called Game Control, telling them that our destination was Bancroft College. They said I was somewhat correct, but where was this Bancroft College? I knew Bancroft was a street bordering the Berkeley campus, so I asked if it was the intersection of Bancroft and College. This was correct.

So, we headed west to Berkeley and our evil rival school.
