Gail was the token "Long Haired Warlord" who ruled with bandaged fists in the Project A-ko Battles miniseries. He had his own twisted sense of ethics, and he believed that all the universes needed something of a rebuild. To this end he had Grush & Liza kidnap C-ko, So he could ressurect Xena in C-ko's body.

I find Gail entertaining because he is so over the top with his megalomania and also because he proved to be an interesting romantic partner for B-ko. How many other relationships go: Boy meets girl. Boy murders girl. Girl comes back to life, facinated with boy, Boy & Girl consumate relationship with a kiss, Girl kills Boy? (Whoops! Sorry bout the spoiler!)

I was glad to see that Gail is more than an "evil" character, it's all from upbringing. See what happens when you go to a church that worships a Three Headed Dragon God? Anyway, since the "Long Haired Warlord" is one of my favorite anime archtypes, Gail was a welcome addition to the Battles series. His own theories about alternate universes justified the "Battles" videos, while mantaining the integrity of the original series. Good one, Gail!
