Method of Obtaining: Transport out of Central City to his house and talk to him. He'll then guide you to the cave with the rubies in front of it to obtain a Synard. Once you get it, you have the option to recruit him permanently.

Noel is an animal lover who loves nature and very soft-spoken. Even the things he says in battle sound pacifist. Anyway, he'll guide you through the Natural Cave(I don't know the actual name at the moment) to obtain a Synard. Once he learns the Ten Wise Men are behind the chaos, he doesn't hesitate to help out the crew in their adventure.

Noel has the best of both worlds, having both attack and healing magic at his disposal, though his spells aren't as strong as the other magic users in the game. He can equip pretty strong stuff, magic user wise, so he can take a hit or two. Don't even try to use Noel to fight. He has the worst attack range in the game and when he does connect, he doesn't do much damage. Noel should mainly be used as a backup to the other magic users and not as a fighter.
