

T H E   A R B I T E R
=================

  The Arbiter is a Diplomacy adjudicator and secretary which keeps track of 
Unit Placement and Status of a normal Diplomacy game.  It will accept orders 
and determine their outcome in a judicious and logical manner.  It will also 
allow the retreat of displaced units to adjacent, empty provinces and carry 
out each nation's adjustment in each year's winter as a separate season.

  The Main menu is composed of 5 Options: About, File, Game, View, and Window. 
The About Option is a utility pull-down menu that will allow configuration 
for each session and other information.  The File Option pull-down menu gives  
the user file and printer accessability.  The Game menu is the conduit through 
which the user will give arbitration and winter adjustment orders.  View will 
allow specialized command options to execute.  The Window menu will give the 
user more control over the size and placement of windows on the screen.  
Almost every option has a Hot-key.

Clear Desktop
Video mode
About...

Clear Desktop - Deletes the open windows and resets the status that is loaded 
in system memory.  Good for starting a brand new  game after dealing with 
another one.

Video Mode - This gives users with EGA/VGA systems the capability of changing              
the display to 43/50 line mode to see more of the results.

About... - This box is the opening screen credit.

Get Orders... - Pops up a window of the *.ORD files that are in the current 
directory.  When the file spec is selected by a return or a tab key has been 
hit, the files matching the specification are displayed and can be selected 
individually.  Window #1 will be opened to display the ascii version of the 
orders in question.  Window #3 will display the parsed version of those 
orders.  This is what the program will make its determination from, so if 
there is a typographic error, chances are that it will appear here first.  
Hot Key - F3.

Get Status... - Pops up a window of the *.STS files that are in the current 
directory.  Allows the user to change the file specification to his choice.  
When the file spec is selected by a return or a tab key has been hit, the 
files matching the specification are displayed and can be selected 
individually. Window #2 will be opened to display the results saved in the 
file.  Hot Key - F4.

Save Status... - Pops up a window of the *.STS files that are in the current 
directory.  Allows the user to change the file specification to his choice.  
When the file spec is selected by a return    or a tab key has been hit, the 
files matching the specification are displayed and can be selected 
individually.  To save the current status, highlight the filename to replace 
or name a new file and hit the enter key.  Hot Key - F2.

Save Text... - Pops up a window of the *.TXT files that are in the current 
directory.  Allows the user to change the file specification to his choice.  
When the file spec is selected by a return  or a tab key has been hit, the 
files matching the specification are displayed and can be selected 
individually.  To save the current window's text, highlight the filename to 
replace or name a new file (inside the file specification window) and hit the 
enter key.

Print Text... - Will send the text in the current window to the Printer.

Change Dir... - Pops up a window with the users directory structure as seen 
from the current directory.  By selecting another directory, the user can 
change the directory tree view and exit when the desired directory is 
selected.  All data files will then be available from that selection.

DOS Shell - Shells to DOS. Re-Enter The Arbiter with the DOS command EXIT.

Exit - Exits The Arbiter.

Arbitrate - This is the command to issue after status and orders have been 
loaded.  This command will use the parsed orders to determine the outcome of 
this individual move.  Results will be in Window #4.  Hot Key - F9.

Get Build - This command pops up a window of the *.BLD files that are in the
current directory.  Allows the user to change the file specification to his 
choice.  When the file spec is selected by a return or a tab key has been hit, 
the files matching the specification are displayed and can be selected 
individually. Window #5 will be opened to display the text of the ascii file 
and Window #6 will have the computer's interpretation of that file.  
Hot Key - CTRL-F3.

Build Units - This command will be available after builds have been loaded and 
parsed.  This will determine if the nation's desired adjustment order can be 
carried out.  Hot Key - CTRL F9.

Speculation

Speculation - This command pops up a window of the *.ORD files that are in 
the current directory.  Allows the user to change the file specification to 
his choice.  When the file spec is selected by a return or a tab key has been 
hit, the files matching the specification are displayed and can be selected 
individually.  Window #1 will be opened to display the ascii version of the 
orders in question.  Window #3 will display the parsed version of those 
orders.  During the parsing, the program will set up the game status assuming 
that the current status is as ordered.  If there is a typographic error, It 
will appear in the parsed orders window.  In order to correct the problem it 
must be re-edited.  Hot Key - Alt-F4.  (Careful --- Alt-F3 closes the current 
window, don't hit this by mistake!)

Zoom - This function will expand the window to the full size of the screen or 
back down to the size it was before it was enlarged to full size.  
Hot Key - F5.

Next - This function will shift the focus to the next window.  
Hot Key - F6.

Prev - This function will shift the focus to the previous window.  
Hot Key - Shift-F6.

Tile - This function will expand each window to 1 / (# of windows) of the full 
size of the screen leaving the current window the active window.  
Hot Key - Alt-T.

Cascade - This function will size each window to the full size of the screen 
from its relative position on the stack, layering the windows one on top of 
each, offset by several pixels, leaving the current window on the top of the 
window stack.  Hot Key - Alt C.

Resize - This function will allow the user to resize each window with the 
use of the cursor control (cc) keys; Normal cc keys will move the window on 
the screen and cc keys in conjuction with the shift key will change the size 
of the window.  Hot Key - Ctrl-F5.

---- Writing Orders ----
Spring and Fall Order Template:
(A/F) Province(coast) (-/S/C/[H]) [Province(coast) (-/[H]) [Province(coast)] 
		[, R - (place1/OTB), place2, place3]].
(This is easier than it looks!)

Move (-) - The move order follows the standard format in the Diplomacy 
rulebook.  It states that the unit in question will attempt to move into 
the place specified.  The individual places are specified by 3 letter 
Nuemonics (plus coast, if applicable).
Example: Russia: F Stp(sc) -  Bot; A Mos - Gal; etc.

Support (S) - The support order also follows the standard format in the 
Diplomacy rulebook, but does not need to specify the "great-power" that 
owns that unit.
Example: Turkey: F Aeg S Bul - Gre; A Bul - Gre.  Italy: F Ion S Gre H; A Gre H.

Convoy (C) - The convoy order needs to state from where the unit is moving 
from as well as where it is moving to.
Example: France: F Mid C Lpl - Naf.  England: F Iri C Lpl - Naf, A Lpl - Naf.

Hold (H) - The hold order is implied if no specific order is given.  
For example, in Italy's order in the support example, the hold order could 
have been written A Gre H or A Gre, and the support order could have been 
written F Ion S Gre.

Retreat (R) - This is an option that can be used in the event that this unit 
is forced to retreat.  The retreat feature does not support the CIS forum 
rules of retreating homeward (at this time); it does support the disbanding 
of units in civil disorder and units ordered to retreat Off the Board (OTB).  
If the Arbiter decides the fate of a retreating unit it will try to place the 
unit in the following order: first open province of the listed (up to three) 
places in the retreat option of the order, a supply center, a non-supply 
center land province, or a sea province.  This follows that the province must 
be adjacent and uncontested, and the unit can legally move there (an army 
cannot move into the sea to retreat, nor can a fleet retreat to a land-locked 
province).
Example: Germany: A Mun H, R - Sil, Ber; A Ruh - Bur; etc.

Cautions:
-  Make sure that any order that you give a fleet dealing with a split coast 
   specifies the coast.  ie. F Stp - Bot may work on its own merit, but the 
   parser may not interpret it properly; Specify F Stp(sc) - Bot.  
-  Make sure that your orders have a semi-colon (";") between them, it is the 
   only way for the parser to distinguish separate orders.  
   ie. - Russia: Order1; Order2; Order3; Order4.
-  Make sure that a great-power ends its set of orders with a period (".") as 
   demonstrated in the previous example.
-  The orders can be abbreviated and are not case sensitive.  Turkey can write 
   his orders: t: a ank-syr.
-  If you want to include notes in the order file, place a forward slash ("/") 
   after the period of the last order and place your notes in the rest of the 
   file.  The parser will ignore the rest of the file.  ie. -
     A: A Tri H.
     England: F Nrg S Edi - Nth; F Edi - Nth.
     G: F Nor - Edi, r - Lon.
     I: F Adr S Ven - Tri; A Ven - Tri./
   note: A and G's orders fail as well as being forced to retreat; however, 
	 Germany retreats into London!

---- Writing Adjustments ----
Winter Adjustment Template:
(B[uild]/R[emove]/D[isband]) (A/F) Province(coast)

Build (B) - Each time a great-power can build, it must do so at the winter 
adjustment phase.  To write the order for the arbiter to comprehend it, it 
must be written for each unit that will be built.  Lets say Turkey gained two 
supply centers this winter and has Ank and Con open for building, this order 
would be understood: "T: build F Con; B A Ank."

Remove / Disband (R / D) - Each time a great-power loses supply centers, it 
must disband units that it can no longer support at the winter adjustment 
phase.  To write the order for the arbiter to comprehend it, it must be 
written for each unit that will be disbanded or removed.  Lets say France 
lost two supply centers this winter and had decided to disband F Wes and 
A Mar during the winter adjustments.  France's order would read: 
"F: D A Mar; R F Wes."

Included in this package are several files to aid in this tutorial: 
MOVES1.ORD, MOVES2.ORD, BUILD1.BLD, SPEC1.ORD.

1. At the DOS prompt type "ARBITER".
	Start the program

2. Press <enter>.
	To close the credit window.

---- SPRING 1901 ----
3. Click mouse on "File".
	Open the File Menu.

4. Click mouse on "Get Orders...".
	Open the File Dialog window for Orders (*.ORD).

5. Double click on "MOVES1.ORD".
	Selects the specified file.  Displays it in window #1, 
	Parses it to window #3; check for errors!

6. Click on "Game".
	Open Game Menu.

7. Click on "Arbitrate".
	Adjudicates the specified orders and displays the results in Window #4.

8. Click on "File"

9. Click on "Save Status...".
	Open the File Dialog window for Status (*.STS).

10. Type over "*.STS" with "DEMO1" and hit <return>.
	Name your status file DEMO1.STS.

11. Click the "About" menu.  (three-lined =)

12. Click on "Clear Desktop".
	This will clear the Desktop (close all windows) and 
	clear the status (to set-up for another game).

13. Click on "File" .

14. Click on "Get Status...".
	Open the File Dialog window for Status (*.STS).

15. Double click on "DEMO1.STS"
	Get our just saved status file.  This will load this status 
	into Window #2.

---- FALL 1901 ----
16. Repeat steps 3 - 10 with "MOVES2.ORD" and "DEMO2.STS".

---- WINTER 1901 ----
17. Click on "Game" Menu.

18. Click on "Get Build".
	Open the File Dialog window for Builds (*.BLD).

19. Double Click on "BUILD1.BLD".
	This brings the ascii file into window #5 and 
	parses the build order into window #6.

20. Click on "Game" Menu.

21. Click on "Build Units".
	This command adds or removes units as specified in the parsed 
	build order in window #6.

22. Repeat steps 8 - 10 with file "DEMO3.STS".

Future Improvements:

I am open to new features to this tool.  In fact, I have several planned 
already (though not all in the next release):
- Replace the file viewers with editors to ease the correction of typos.
- Add Status generator to start up in the middle of a game.
- Add environment configuration file to save user's window layout preferences.
- Add a manual move maker; click on the text (or Icon) representing the unit, 
    order, and province to create moves.
- Add a history viewer/retriever to keep a single game's history in one file, 
    not many.
- Add a graphical interface with animation for history replay and single turn 
    adjudication.
