DeuTex is Freeware but NOT public domain. DeuSF can be freely distributed with PWADS if part of the install. Here are the restrictions on the usage of DeuTex: - You shall not use these tools to extract or insert copyrighted material in DOOM configuration files (IWADs and PWADs).
