° CARE Brief History °
During its more than two decades of existence, the club has proved to be an effective partner of the
radio users called the Camarines Sur Amateur Radio Enthusiasts whose members came from well-off families especially in the fishing industry business in the City of Naga and nearby Camaligan. Thus, the first amateur radio group in the Bicol Region was established. Being an alternative and additional means of communicating other radio enthusiasts not only in this part of the Philippines but in the whole world.

On September 27, 1985, having the same mission as that of the Philippine Amateur Radio Association (PARA), the club was granted its affiliation after its incorporation on February 16, 1982 adopting the name Civic Action of Radio Enthusiasts, Inc. or CARE and finally accredited in March 22, 1986 by the National Telecommunication Commission (NTC) to operate its club station with a call sign of "DX4CAR". And the eventual shift to VHF and HF radio was adopted.
26 years ago, twelve young men filled with hope and enthusiasm formed a fraternity of Citizen Band (CB)
government and other organizations in the implementation of projects and programs for the betterment of the community. With their remarkable achievements, CARE has made its mark and established a niche in the amateur world. With over a hundred of membership, the club has succesfully iniated fund raising activities to sustain their internal and external programs especially its traditional projects.

To promote its objectives, CARE has always been in support to the cause of scouting movement in the
Philippines through its annual national INFEX and JOTA activities wherin the aptness of the amateurs around the country is indispensable. Thus, in 1996, the formation of Scouting Movement for Amateur Radio Training (SMART) among boy and girls scouts of the Naga City Council was created simultaneous with the organization of JUNIOR CARE as auxilliary units of CARE.
