The IRA helps promote quality literacy education through professional development opportunities for educators, a literacy library at its headquarters in Delaware, international and national policy and program advocacy via its Washington DC offices, and a well endowed special funds system for research grants, professional awards, service awards, programs in developing countries, and network regarding reading issues via headquarters in Delaware house an extensive reading education library available to members. The IRA also helps maintain integrity within its network through its Code of Ethics for professional reading instructors.
