   Sefina has an unusually bad problem with crime. Many people with even the slightest skills in Hand Magic will use their powers for criminal activities. There are many more upright citizens, of course, but the troublemakers tend to be on the public's mind. The higher-than-usual membership in the Fellowship of the One God and the clergy in general show that not everyone in Sefina is immoral.
   The reputation for criminal activity has attracted various rogue, lawless, or radical groups to Sefina. Most of the Guilds, legal and illegal alike, are based in the Kingdom of the Hand. The extensive forests full of ancient and dark trees provides plenty of hiding space for such people. Gang membership is also rather common among youth living in the more questionable parts of Dowling.
   When all is said and done, Sefinans are viewed as being much worse than they actually are. As a whole they praise individuality and independence, and there is absolutely nothing wrong with that.
