Crossman was assigned to Supreme Headquarters Allied Expeditionary Force in London where he worked in psychological warfare during World War II. He was a professor of philosophy at Oxford University and a Member of Parliament.
In 1953, Crossman included his principles of successful propaganda in a lecture attended by David D. Comey. Comey was director of the Research Institute on Soviet Science at Cornell University and a CIA consultant. He adopted Crossman�s seven principles and taught them to others. Before the Internet, they were perhaps most widely disseminated in Comey�s obituary. ("Encomium," Omni Magazine, November 1979, page 134.)
