The above article indicates that the Project Rachel at Arlington diocese is the largest in the country and one of the few that is able to cover costs.  Also, note the methodology of the CCL training and the thinking behind that.  If they're not teaching the theology, what are they teaching Catholics?  And don't Catholics go for such information with free will and mind already?  Why does their language and approach make it attractive?  Rather than the privilege that is already inherent in being a Catholic?  How do they interpret that it's unattractive and they gotta fix it somehow?  How do they figure the Church disrespects people by giving its list of rules?  We as Catholics believe these "rules" came from Jesus Christ, so how would we feel disrespected rather than loved and cared for?  It seems to me these resent being Catholic and want to turn Catholicism into something palatable for them, and then turn around and say that this is what today's generation wants.  Only those in today's generation who are not really Catholic and want to hear something other than what is Catholic from the Catholic Church wants such grandiloquent interpretation that assumes plain speech based on the already-known dictionary definitions just isn't good enough.
