| INTRODUCTION The 2003 International Conference on Measurement and Evaluation in Education (ICMEE 2003) will be held from August 27 (monday) to August 30 (Thursday) at The City Bayview Hotel, Farquhar Street, Penang, Malaysia. The ICMEE 2003 will be the gathering place for academicians and professionals from the educational measurement, psychometrics and related fields from all over the world. The main goal of the ICMEE 2003 will be to provide an opportunity for academicians and professionals from educational measurement and psychometrics from all over the world to talk and discuss on issues related to the theme and sub-themes of the conference.
