I consider all these when choosing the recipients for my awards, but mostly if, as I said before, it has some special and enchanting quality that makes me go wow!
My awards can't be applied for, as the winners of the awards are chosen from sites I surf through... But as I go to all the sites of people who sign my guestbook, signing mine would be a good start!
