There are five ranks within the Technocracy common to all Conventions. They are, in order from lowest to highest, Citizen, Employees, Operatives, Supervisors and Masters. Each Convention has it's own terms for these ranks.
Use the Chart on pg. 89-90 of the Guide to the Technocracy. These effects are from 1 to 10: Indoctrination, Submission, Suspicion, Ostracism, Pacifism, Conspiracy, Alliance, Rejection, Devotion and Reverence.
All agents begin with a Social Conditioning score. 3 for an Agent from the Front Lines, 5 for an Agent enhanced in a Horizon laboratory and 7 for an Agent raised in a Deep Umbral Colony or Horizon Collective. Reprocessed Reality Deviants begin with a Conditioning of at least 7.
If an Operative decides to go against what he has been Conditioned for he spends Willpower Trait and makes a Static Test against the level of Conditioning he is trying to overcome.
For example, Agent TH1138 with 7 Willpower traits is Conditioned to Pacifism whenever he hears Control say "Walla Walla Washington" a level 5 effect. During debriefing on his latest op, he becomes enraged as his supervisor continually points out his errors in judgment. Knowing the situation is getting tense, Supervisor Paulie invokes the code phrase for docility. Agent TH1138 spends 1 Willpower and tests a win or tie and slugs his Supervisor as he stalks out of the room.
Any Technocrat who can abduct and isolate a Mage for at least a week can attempt instill the first level of Social Conditioning. Each week have Control make a Willpower Test vs. the conditioned's Willpower. Success means a level of conditioning has been attained. Certain Mind Influence and Procedures can speed and aid in this process. A character cannot Condition another character with a higher Arete or higher rank within the Technocracy.
Definition: A colloquial term referring to the six stages of loyalty within the Technocratic Union. All loyal technocrats are within six degrees of separation of the Inner Circle. (Giving someone the "first degree" ensures loyalty; attaining the "seventh degree" results in immediate termination.)
All new agents usually start out at the Third Degree, a stage where their loyalty must be maintained absolutely. If they deviate from Protocol, their loyalty drops. Agents with low levels of loyalty find themselves being assigned to expendable missions. Agents with high loyalty find themselves being always being given the benefit of a doubt whatever circumstances have arisen.
