Dr Wheelo is the main villian of Movie 2. He plans to implant his brain into the body of the strongest person alive, who at the time was Kame-Sennin. Eventually he tries to implant his brain into Goku. Dr Wheelos mech form is more powerful than any of the Z Fighters but for the sake of the series he is defeated.

General White is in command of the Red Ribbon Army northern forces. To speed up the search for the DragonBalls, White forces a nearby village to help by kidnapping their mayor and placing him on top of Muscle Tower. Obviously, this is all stopped by Goku.
