Montreal � Less than a week after the English girl, Jenna Franklin,15, was offered breast implants by her parents for her 16th birthday, the Quebec Health Insurance Board has announced that it has already done that for one of its own teenagers.

It seems that the moral of the story is if you are 15 and think your breasts are small, then wait a few more years before you consider surgery.
The corollary to that moral is, if you are 15 and you think your breasts are small and you are male, then you should seek professional help.
