Who could have guessed that the Czar Alexander's fascination with what we now know are Mutants, would have caused Lenin and Stalin to blame Mutants for nearly everything. The Mutants were a favorite at the Czar's Court and many received rewards including lands and titles. During the Revolution the Mutants worked together to get the Romanov's out of Russia.
The Bolsheviks were furious and blamed the Mutants for over fifty years afterward. Only after losing the Vietnam war did the Soviet Union begin to seek out to train Mutants rather than kill or imprison them. Interestingly no Mutant, those physically changed by the X gene were ever officially reported by the Soviet union.
President Teddy Roosevelt was re-elected to President running against Hoover as a Bullmoose. His young cousin Franklin D. Roosevelt was selected as his vice-President. Teddy served three more terms and part of a fourth when he died during WWII. FDR was only able to serve part of a term before he was succeeded by the man he selected to follow him a Democrat Harry Truman.
The New York Times won a Pulitzer prize for fraudulent reporting on the 'idyllic' voluntary communities that Stalin set up for the Mutants.
During WWII the Soviets relied heavily on the Allies' super-powered soldiers and never developed a program of support and training for Mutants. To the contrary Mutants were usually interred or killed until the late '70's. This led to communists losing the Korean War outright and a unified Democratic Vietnam. The Soviets did better in their proxy wars in Africa where the West was less willing to use their super-powered assests.
Changes in technology include flying suits of Powered Armor developed by Teller/Tesla technology and armed with Tesla power guns are used on the battlefield. Biefield and Brown developed 'antigravity' that allowed the suits to fly and created a mobile platform for the US military. The same technology created walking tanks that were first seen at the end of WWII and used by the American/UN forces in the Korean War.
By the Vietnam War the Soviets had stolen or copied much of the technology and had powered armor and walking tanks.
Following the fall of the Soviet Union a Royalist party was elected and brought back the Romanovs and created a Constitutional Monarchy.
Most Soviet Era Powered Armor and Walking Tanks took a shellacking against Western gear in the Israeli-Arab wars and in Gulf War I and II. Now it is mostly found in Third World countries as Internal Security Police equipment. As it was used in Tiananmen Square by the Communist Chinese government.
Who knows to what extent the Mutant phenomenon has changed our history? Would Teddy Roosevelt been re-elected if he had not been a Mutant? Would his young cousin's Socialist leanings produced a more centralized US government? Who knows could Mao have been stopped in China if the US had not been dealing with Europe and Japan following victory in WWII? Would Communist China have faired better against the Mystical Skills of the Tibetian Monks and captured Tibet?
One thing is appears certain the pace of change is accelerating.
