You can reach Hall of Famers by writing  c/o The Baseball Hall of Fame, 25 Main Street, Cooperstown, NY 13326.  The Hall of Fame will forward your letters directly to the players . . . Some Hall of Famers are better signers than others.  For instance, Bobby Doerr is a great signer and replies promptly, while Red Schoendienst rarely signs.  In addition, certain players charge fees (Willie Mays charges a $150 donation).  If any of this information is incorrect, feel free to e-mail me.
HOF Signing Habits
Hank Aaron - used to sign for $60; currently doesn't sign at all
Sparky Anderson - great signer
Luis Aparicio - lives somewhere in S America, doesn't sign
Ernie Banks - usually stamps your item so be careful about what you send
Johnny Bench - charges $40 to sign flats and balls
Yogi Berra - either will sign a fee or will cost $10 cards $20 flats

George Brett - doesn't sign
Lou Brock - doesn't sign
Jim Bunning - good signer but takes a while to reply
Rod Carew- doesn't sign
Steve Carlton - charges $18 for flats
Gary Carter - charges $25
Bobby Doerr - great signer, occassionally sends a signed HOF postcard
Bob Feller - charges $20 for flats

Whitey Ford - charges a $25 donation to the Whitey Ford Children's Foundation
Dennis Eckersley - I believe he has stopped signing

Ernie Harwell - Tigers HOF announcer, great signer
Monte Irvin - charges a $10 donation to his alma mater Lincoln University
Reggie Jackson - charges
Fergie Jenkins - $15 signing fee for flats
Al Kaline - better signer by writing to the Tigers; sometimes signs for free or requires a $10 fee
George Kell - usually signs for fee or charges $5
Harmon Killebrew - free if you write a good letter; otherwise $25 for flats
Ralph Kiner - charges $10; occassionally signs for free
Sandy Koufax - doesn't sign
Tommy Lasorda - occasionally signs; usually long response time; try writing c/o home address
Al Lopez - rarely signs; usually you'll get a Return to Sender - Refused
Lee MacPhail - great signer
Juan Marichal - doesn't sign
Willie Mays - charges $150 donation to the Say Hey Foundation
Willie McCovey - doesn't sign
Paul Molitor - has stopped signing
Joe Morgan - will send a signed index card
Eddie Murray - doesn't sign
Stan Musial - will send a signed info card for free, fees for other items start at $30
Phil Niekro - tougher to get than most; if you write a good request you'll increase your chances
Phil Rizzuto - usually charges $12 but will occassionally sign for free
Tony Perez - best shot is c/o Marlins though I haven't heard of any recent responses
Gaylord Perry - charges $15
Kirby Puckett - has stopped signing
Robin Roberts - will sign 1 item for free or send a signed 3x5 induction card; will sign if send nominal fee
Brooks Robinson - fee used to be $8 but I believe it has gone up to $15
Frank Robinson - only chance of getting a sig is by writing to him during Spring Training
Phil Rizzuto - $12 signing fee
Brooks Robinson - used to charge $8 but now I believe it ist around $15 donation to his charity
Nolan Ryan - $30 for flats, donation to his Foundation
Mike Schmidt - currently manages the Clearwater Thrashers, doesn't sign
Red Schoendienst - usually RTS, more likely to respond to larger packages
Vin Scully - used to sign about 5 years ago but has since stopped signing
Ozzie Smith - may be able to still get him but days of him signing are numbered
Don Sutton - doesn't sign
Bob Ueker - signs c/o Brewers
Earl Weaver - $20 donation to the Children's Hospital
Billy Williams - he used to be a good signer but I've heard he has stopped signing
Dave Winfield - very tough person to get through the mail
Carl Yastrzemski - doesn't sign
Robin Yount - hard to get, will sporadically sign through the Diamondbacks
