As the charts above show, there has been an increase of violent offenders on probation over the past four years.  It is also interesting that female offenders are on the rise.  While there was a significant decrease in the number of D.U.I. and Bogus Check cases, the number of Drug Cases and Sex Offenses are on the rise.

Recent articles from Corrections Professionals have indicated that "Probation" does not work...It further cites National averages of "Recedivsm" of Offenders...that is the rate of new crimes by those who are on Probation and Parole in America. This has dictated a new direction in Probation and the development of "Performance based outcomes", in efforts to do a better job of correcting offender behaviors... While Nationally, the reoffense rate for offenders is about 65% which creates a "revolving door" effect and a large drain on Taxpayer dollars, I would submit the following:   I have been keeping records on my Team ( Payne, Noble, and Kay Counties in Oklahoma) for about two years...The team is comprised of 7 Probation and Parole Officers monitoring an average of 480 offenders at any one time. I began to apply Success/Failure of my teams' ability to reduce the high reoffense rate.....In the two year period, we have reduced rearrest of offenders ( committing new crimes) from about 10-13% to an average of 2.3% ....This means that only 2/3% of the offenders we serve commit new offenses per month. This results in an overall Failure rate of 27.6% per year.This further means that Oklahoma Probation and Parole Officers on my team have a 72.4% success rate per year compared to the National average of 35% success.! this is significant...It further means that the teams' success rate has improved from around 88% to  97% successful outcomes each month. This further means that Probation and Parole officer's on my team are  doing a very good job as compared to the National average ( by about 35%).
TAXPAYERS IN OKLA ARE GETTING REAL "BANG FOR THEIR BUCK".
In our February 2001 Team Report, my Team collected the following information: Offenders:  545...Percentage of Offenders Employed:  72.8%
Number of UA's taken: 203...Number of Positive UA's:  44...Most frequent drug used:  Marijuana/Cocaine...Number of Offenders with a stable residence (over 6mos): 302 Number of Offenders arrested for new crimes: (Felonies):     7 (misdemeanors): 8..Number of Offenders referred to Treatment: 24
Number of Offenders referred to Education Programs:  14 ...Offenders current on Financial obligations:  275 .....Team Success rate: 97.1%
Team Failure rate:  2.9%   Number of Investigations completed:  35
