| During the Month of July 2001, new reporting requirements were established for each Team and District...Officer's received (3) changes on the reporting requirements this month...due to these new reporting requirements the results may seems different this month( although continue to be excellent ) for the Probation and Parole Officers in my charge: Currently I have 8 Probation and Parole Officers.(9) except that one leaves tomorrow for 10 months of Military leave and training. I continue to be two officers short in the Stillwater office and one officer short in Ponca City. The East Team has 675 Active cases this month w/ an average caseload of 84.5....The team completed 25 PSI/Delayed Sentence Investigations for the Court...We completed 16 Pre-Parole investigations (verifications of Residence and Employment). 44 Substance Abuse Assessments were completed. The Team opened 50 new cases this month and closed only 18... 9 Offenders "Absconded" supervision this month....58% of all Offenders were "full time employed"/ 7.7% were Part-time employed/ 5% or 34 Offenders were involved in Educational programs ranging from basic Literacy to University level Education. 36 offenders, or 5.3% were on Disability and not working.... 3.5% were considered "Retired" or "homemakers" supported by pension or spouses. 2% of all Offenders were in "in-patient " treatment programs and 9.3% were involved in "out-patient" programs for Substance Abuse/Domestic Violence/ Anger management/ or other Court ordered Programs. 17 Offenders were violated for "new charges" or "technical violations". This relates to 2.5% violation rate and a "success" rate of 97.5%....... 64 Offenders have been referred to "treatment' programs this month..The East Team completed 16 Pre-Parole Investigations this month , a continuing trend of 600% increase over the previous year...We completed over 44 Substance abuse assessments this month, both, SASSI'S and ASUS. Although, overall case averages appear down this month, due to our rural and University controlled area, we are expecting a major cyclic increase in August as Offenders from OKC and the Tulsa area return or come to school in Stillwater...This has been the trend over the last ten years...Our expected increase during enrollment and school starting is 40-60 cases transferring from other districts. This will impact our overall cases from 84.5 to around 100 per officer( in the Stillwater office)...Currently, cases range from 54-105......Partially, this is due to our rural nature..Noble County Officer has 54 cases in 3 Counties...Stillwater (Payne County Officers have approximately 93 each) and the Kay County officers have 105....It is difficult to provide "parity" in rural districts...Geographics dictate the cases. We continue to alter County lines to attempt to provide "parity" but it adds extensive mileage to other officers. Officers on the East Team travel an average of 1400 miles a month to meet the "Mission" needs of the Public..... Our Team continues to Meet the needs of the Offenders in our charge and to "Protect the Public" in the most effective and efficient manner possible....Our costs remain at 745.00 per year. To increase our success it is "imparitive" that we increase the number of Probation and Parole Officers in the State to "Monitor" the number of offenders on the "Streets". The Dept. of Corrections is currently 62 millions short of it's needs for the fiscal year 2002....A supplemental request will be made with the "Special Session" of the legislature.....Please support this request..We appreciate it.... |
