This is the key to a working strategy of mitigation and preparedness that will enable communities and households to withstand the threats and effects of both natural and man-made hazards. Withstanding these threats and effects makes our communities resilient, and resiliency is by far the best yardstick for preparedness in facing the different hazards that come our way.
