Eleven years of experience in municipal development planning involving the
formulation of Comprehensive Land Use Plan with the use of AutoCAD mapping
software and development of Socio-Economic Profile Database. The office was
the first in northern Philippines to fully computerize the Villasis Comprehensive Development Plan
1994-2000 and the first to be published in the CD-ROM fully designed by
his office and leadership. The 300-page Comprehensive
Development Plan was prepared using MSOffice 2000 and world-standard graphic
tools. |
Headed the Information Technology Program that was responsible for the development of the Municipal Management Info System using VBasic, SQL and MSAccess 97 and recently upgraded to MSAccess2000 that leads again to the development of Real Property Tax System (RPTS), Business Permit Licensing System (BPLS), Civil Registry Information System (CRIS), the Budget and Accounting System (BAS), the SB (Legislative) Info System (SIS) and the LGU Payroll System (LPS). This innovation in Local Governance had earned for the local government the award, “The Best Computerized Local Government Unit in 1996” that remains unsurpassed until the present. It has also garnered the national championship award, “Search for the Outstanding Local Government Unit in Fiscal Management, 1st-3rd Class Municipality” in 1998. The computerization of its fiscal operation also increased its tax revenue by over 400% in two consecutive years, 1996 and 1997 therefore garnering other awards as the “Most Efficient LGU in Revenue Collection”, 1996 and 1997 in the entire Region I, northern Philippines. Area for area the LGU has the highest efficiency besting even the three large cities in the province until the present. Trained key personnel in computer literacy, administer computer network and deals directly with programmers in the development of software for local government operations.

Nine years of solid civil engineering experience, (1980-1989) for the construction of horizontal and vertical structures. Field experience include the construction of the Magat Multi-Purpose Dam in Ramon, Isabela, Philippines (1980-84), among one of the largest dams in SE Asia, the Magsaysay Irrigation Project in Occidental Mindoro (1984-1986), the Philippines, various roads and bridges and drainage system for the national highways and public utilities (1986-1989). The horizontal construction experience also involved surveying works both horizontal and vertical survey. Other related works include estimating, contract management, monitoring and reporting, PERT-CPM scheduling, and crisis management and loss control. |

Very skillful in CorelDraw and Paint 8/9; AutoCAD 14/2000, MSOffice2000 which includes FrontPage, and web enhancement tool, the Macromedia Flash 4 (note: animated graphics may take some time to download).
