I have had a
cordial discussion with Dr. Pavel Alexis Cossack of the Maverick Hunters
concerning Protoman. He has informed me that Protoman has already surrendered
to the Hunters. He is in their custody, however his whereabouts are unknown.
Protoman has
had his blink and weapon systems disabled, and he is fully restrained. Dr.
Light is ensuring that there are no 'lingering traces of (Ra Moon's) influence
in him.' Dr. Cossack also stated that Protoman is suffering from an energy
imbalance that they are trying to resolve. Dr. Light has refused to shut him
off completely.
Dr. Cossack
appears to believe that the Hunters will be turning Protoman over to the Repliforce
for trial. He admitted however that this was not the consensus of all Hunters.
He declined to comment on what certain other Hunters might prefer.
I officially
requested that Repliforce be permitted to assist in the guarding of Protoman.
Currently we do not even know his location, of course. Dr. Cossack promised
that Dr. Light would be getting in touch with us as soon as possible concerning
this. Cossack understands that it is well within our mandate to seize Protoman
immediately, and that there is a good chance we would if we knew his location.

My own
observations:
- Dr. Cossack
appears to be on our side concerning the need to have Protoman dealt with. He
appeared to share our desire to see him on trial.
- Dr. Cossack
claimed removing Protoman's blink system would be complicated 'for reasons
involving high-level quantum physics'. This sounds suspect, but I am no blink
specialist.
- Out of the
Hunters, Dr. Light is the one most likely to be against any sort of punishment
for Protoman. He carries a lot of sway in the Hunters. Megaman is also a
potential sympathizer with a lot of influence.
- I am gravely
concerned that this could cause a serious divisive conflict within the Hunters,
as some wish to see Protoman brought to justice, and others want him spared.
They apparently will be having a meeting to discuss it.
- I do not
have a good feel on whether Dr. Light will approve telling us Protoman's
location or allowing us to take Protoman. Obviously if he does the former we
could potentially do the latter without his permission.
- I have a
tactical squad on standby to respond the moment we hear from the Hunters. If
they agree to let us assist, they will do so. They are also available should
stronger measures be required.
- I suggest
keeping this information Top Secret. A fear I have is one of our enemies
finding out about Protoman's location and 'rescuing' him. Other than myself and
those included in this report, Lieutenant Shield Shellfish is also aware of the
discussion Dr. Cossack and I had, as she was present and providing security.
