        Bi-annual Personnel Reviews are due, exactly six months after the first batch. The following officers have been reviewed, chalk full of unreasonable expectations: Assault Kangaroo, Barrage Raptor, Berkana, Bolero, Flame Hyenard, Floral Skunk, Gareth, Hailstorm Eagle, Mainframe Octopus, Razor, Red, Rush Raccoon, Shield Shellfish, Shining Firefly, Solder, and Tornado Onion.

 

        For those 'lucky' enough to have also been reviewed last Christmas, a reassessment is also given. Each review can only be seen by the officer in question, as well as General and Colonel. Captain Assault Kangaroo

 

Strengths:  Subject has continued to display above average leadership abilities, when given the chance.  Subject appears to have no serious mental illnesses. 

 

Weaknesses:  I wish to see him take the initiative.  Offer battle plans, tactics, and other strategic suggestions.  I believe Subject is capable of more.  Subject is falling below my expectations for him.

 

Reassessment:  Subject continues to grow, however still is not achieving his potential.  I demand more from the Captain.  However should Major Crescent Grizzly choose to take on an Executive Officer, I recommend it be him.

 

 

Commander Barrage Raptor - Note: Dated before Subject’s departure from our ranks.

 

Strengths:  Subject is a powerful combatant and excels at leading by example.  Her dedication to the eradication of our enemies is admirable.  Subject performed well in the destruction of Maverick unit Psychogenesis.

 

Weaknesses:  Subject continues to display sub par leadership skills in other areas.  I believe she is a failure as Marine Commander.  While she serves as a capable field Sergeant and grunt, I do not believe she possesses the strategic mentality to rule over the entire Marine division.  Furthermore, Subject's methods are growing continuously worrisome.  While I generally approve of more ruthless actions against our enemies, Subject appears to act first and think second, and as such is mentally unfit for command.

 

Reassessment:  Subject is essentially unchanged beyond his rise to Commander of the Marine division.  I did not believe she was suitable for that position then, and still do not.

 

 

Captain Berkana

 

Strengths:  Subject is a superb scientist.  Her dedication to her work is unmatched.  Her efforts immediately after the retreat from Central America were responsible for saving several lives.  Subject understands that efficiency outweighs kindness.

 

Weaknesses:  Subject is reclusive.  She is often unwilling to reveal information about her work, preferring to leave it until she is certain it will be practical and usable, occasionally keeping it even from her confident, Gareth.  This prevents other scientists from offering advice that could potentially improve upon her work, as well as causing the chain of command to be less than fully informed.  Subject appears to value her own work over that of Repliforce.

 

 

Commander Bolero - Note: Dated before Subject's departure from our ranks.  This review is heavily linked to Storm Owl's interrogations of Bolero after his infection.  

 

Strengths:  Subject is well liked by his companions, and they appear to have forgiven him for his past transgressions.  Subject’s bravery on January 14th, 2218 in Torontreal against Maverick forces was considerable.

 

Weaknesses:  Subject still has 'emotional baggage'.  He does not carry himself in a professional manner befitting the Commander of our SpecOps.  While amusing for the men, bungee jumping out of the Fortress V into a MASH encampment under construction is not a productive use of one's time.  Subject's former crimes are still a liability to Repliforce, as it damages out public image.

 

Reassessment:  Subject appears to have reintegrated himself into our ranks after his previous incarceration, defying my skepticism from six months ago.  Colonel and Prismatic Spider have both assured me that he is fit for duty, and I thus I must conclude he is as well.  Commander Bolero's return will be a boon for Repliforce, however we would have benefited more from expelling him from our group and cutting all ties with him.

 

 

Corporal Flame Hyenard

 

Strengths:  Despite his best efforts, I have detected a positive trait in this Subject.  Or, more accurately perhaps it is a weakness in his weakness.  Subject has, once, displayed what appears to be genuine concern for one of his greatest enemies - myself.  I refer to the following radio transmission recordings and transcripts taken while I was out of radio contact due to atmospheric conditions in a battle against Shade Man and Cloud Man in Rio.  Captain Kangaroo forwarded these transmissions.  They are dated December 21st, 2217 - mere hours after my year-end post of personnel reviews.

 

Flame Hyenard: "LOOK.ASSAULT.IJUSTINSULTEDHISMINDSCAPABILITY.HEWOULDNOTICE.ANDALOSTOFFICERISNOTSOMETHINGTOBRUSHOFF." (Look, Assault.  I just insulted his mind's capability.  He would notice, and a lost officer is not something to brush off.)

 

Flame Hyenard: "IFSTORMOWLHADAEMOTIONALBREAKDOWN..IWOULDNTCARE.HEIS,HOWEVER,ESSENTIALTOTHEREPLIFORCE.NOMATTERHOWMUCHHEMIGHTSMELLLIKEBADONIONS." (If Storm Owl had an emotional breakdown, I wouldn't care.  He is, however, essential to the Repliforce.  No matter how much he might smell like bad onions.)

 

Subject then began investigating my disappearance.  At my return, he feigned an unconcerned attitude. Thus, I have no choice but to reluctantly conclude that there is indeed hope, however miniscule, for Corporal Flame Hyenard.

 

Weaknesses:  Most previous weaknesses still apply.  In addition, I have added his relationship with Javelin Whitetail.  As I have stated in the past, and most recently regarding First Lieutenants Plasma Harrier and Hailstorm Eagle, relationships of such a nature provide the enemy with a weapon to use against you.  Furthermore, Constable Javelin Whitetail is a deeply flawed individual, capable of both gross incompetence, and lax ethics.  Update - Javelin Whitetail and Flame Hyenard's divorce - I applaud Subject's decision to remove himself from that destructive relationship.  Update - Javelin Whitetail's betrayal - I believe this speaks for itself.  Do not let her idiocy to affect you emotionally, Corporal Hyenard.  Subject’s disobedience reached a pinnacle on February 12th, 2218, and he was barred from returning to the ship.

 

Reassessment:  I have no choice but to admit that Subject is not a total failure in Repliforce.

 

 

Private Floral Skunk

 

Strengths:  Subject has adapted well to any situation she has been thrust into, including combat.  Her efforts to improve morale on the Fortress V with her plants have been appreciated.  She is well liked by her fellow officers, and does not appear to have any serious mental illnesses.

 

Weaknesses:  Although Subject is obviously able to function in combat, it is unlikely she will ever be.  Subject is our foremost expert on plants, and as such should be actively investigating the works of Maverick unit Spike Rosered.  Furthermore, as she has been investigating it, I expected a weapon to deal with the hostile Neo-Arcadian plant life by now. If she is unable to gather samples herself, then she should recruit those who can.  I wish to see her take the imitative, offer suggestions, as she clearly has the intelligence for it.

 

 

Second Lieutenant Gareth

 

Strengths:  Subject's dedication to his job is unmatched.  He does not appear to have any serious mental illnesses.

 

Weaknesses:  Subject's flaws are derivative of Berkana's.  He appears to value her over Repliforce, and thus is willing to keep information about her works confidential.

 

 

Second Lieutenant Hailstorm “Nightlight” Eagle

 

Strengths:  Subject is well liked by her fellow officers.  Furthermore, I have seen a marginal improvement in her professionalism. I do believe that she is, at least, attempting to become more of a model officer.  Subject showed considerable combat ability in a training session with myself.

 

Weaknesses:  Subject's relationship with Second Lieutenant Plasma Harrier continues to keep me concerned. The possibility of creating additional robots for their family is a distressing one.  It is something I suspect will lead only to ruin.  While it potentially can, I am told, provide emotional satisfaction, I believe it would only serve as a weakness for two average officers - both by taking away much needed focus and attention from their duties, as well as providing an opportunity for our enemies to exploit them.  It has been shown time and time again that they are all too willing to attack the weak in order to harm the strong.  For this reason, I highly recommend against this course of action with Lieutenant Harrier.

 

Reassessment: Subject has improved herself in her professional manner, however has continued down a potentially dangerous path.  However, overall I am slightly less concerned about her mental stability.

 

 

Second Lieutenant Mainframe Octopus

 

Strengths:  Subject is one of our most skilled hackers.  He successfully created an emergency system failure drill, using holographics and the computer to simulate systems breaking down.

 

Weaknesses:  Subject has not been as active as I would have liked in recent memory.  While he did carry out a strike against Neo-Arcadian servers on May 31st 2218, I expect more from him.  As he is one of our best warriors in cyberspace, he should be more use in our information war with the Neo-Arcadians and elsewhere in cyberspace.

 

 

Second Lieutenant Razor

 

Strengths:  Subject is a professional.  His ability to penetrate behind enemy lines is exceptional.  He appears to have no serious mental illnesses.

 

Weaknesses:  Subject has not reached his potential.  While he has been invaluable gathering intelligence in Neo-Arcadia, as well as providing combat support where other troopers might have been unable to reach, I expect more from him.  His skills are considerable, and I fully expect him to be able to track large amounts of enemy troop movements in order to give us the upper hand.  Subject's effectiveness will likely be diminished once our enemies grow wise of his abilities.

 

 

Commander Red

 

Strengths:  Subject is well liked by his fellow officers.  Subject inspires confidence and loyalty in his troops, and is a capable Commander.  Red Alert has been a major asset of Repliforce, and much credit for this goes to him.  Subject appears to have no serious mental illnesses.

 

Weaknesses:  Subject is incapable of looking at his own squadron objectively.  He is unable to control the wilder tendencies of one of them.  Subject will defend them to the last even if logic and common sense dictates that his soldier was in error.  This is a devastating weakness that impairs his otherwise decent judgment.  Subject needs to realize that his troopers are not infallible, and are capable of making mistakes and acting out.  His preference to side with his men over Command is unacceptable.  He and I have had difficulty working together in the past, although recently this has subsided.  Subject is too forgiving.

 

 

Corporal Rush Raccoon

 

Strengths:  Subject was wise enough to see the benefit of Repliforce over the Maverick Hunters. His decision to return to our ranks was correct.  He has worked hard to better himself since then.  Thus, I have signed and authorized his certificate for Ride Armour Piloting.

 

Weaknesses:  Subject's integration to Repliforce's strict, more logical chain of command will likely take time.  The Maverick Hunters are not known for their ability to adhere to rules and regulations, and I fear some of this may have rubbed off on Corporal Raccoon.

 

 

Corporal Shield Shellfish

 

Strengths:  Subject excels at her duties.  Her dedication towards her responsibilities is unmatched.  Her abilities are exceptional.  I recommend a promotion to Second Lieutenant.

 

Weaknesses:  Subject is paranoid, bordering on becoming a serious mental condition.  She is rude to Red Alert members and is prone to acting on her fears.  Subject needs to look at threats objectively and react only if needed.  Furthermore, Subject is overprotective of others, myself included.  Her reasoning behind reporting myself to General for Vacation Assignment was flawed.  She should have taken it up with myself first.  Her protective nature outweighs her respect for the chain of command.

 

 

Major Shining Firefly

 

Strengths:  Subject is well liked by his fellow officers.  His dedication to duty is formidable, and his skills unmatched.  His work on restoring the Fortress V to operational status has been handled adequately. Subject is one of the few I consider to be a friend.

 

Weaknesses:  Subject occasionally experiences mental lapses, although it has never affected his performance.  I am uncertain whether this is specifically by design, chance, or if it only occurs when Subject is not fully focused.  Subject is too compassionate.  Although unsurprising given his role, Subject is not a particularly good combatant.

 

Reassessment:  I fully expected that Shining's return to active duty would be a great boon to Repliforce, and I have been proven correct.  With Repliforce's resources being heavily tested due to our war with Neo Arcadia, I hope that he is up to the formidable challenges.

 

 

Corporal “Doc” Solder

 

Strengths:  Subject is a hard worker.  His acquisition of additional medical supplies after our retreat to the Panama Canal was vital.  He does not appear to have any serious mental illnesses.

 

Weaknesses:  Subject continuously leaves the service after his tours of duty are over, even if he does eventually return to our ranks.  I would be more confident of his dedication if this were corrected.

 

 

First Lieutenant Tornado Onion

 

Strengths:  Subject is well liked by his fellow officers, and performed well in a leadership role during the battle to destroy Neo Arcadia's Sentinel project.  Subject appears to have no serious mental illnesses beyond his speech impediment.  Subject is reportedly an excellent dancer.

 

Weaknesses:  Subject is far too emotional in his actions, going from jubilant to depressed depending on current events.  Subject also is too attached to his fellow Red Alert soldiers, and thus fails to see their flaws.  Given that he has demonstrated himself to be a capable leader, I now expect more from him in such areas.  Subject’s sense of family is too strong.
