In Bohol, refusal to vaccinate dogs means P2,000 fine for owners

TAGBILAAN CITY — DOG owners who refuse to register and vaccinate
their pets against rabies would be slapped P2,000, a national law’s
implementing rules states.
And if by any chance, the unvaccinated dog figures in a biting incident, the owner is obligated to pay for the victim’s medical expenses as well as his dog’s mandatory vaccination.
The policy is part of the national step to rid the country of the threat of highly contagious rabies, which has killed a lot of people.
The Implementing Rules and Regulations (IRR) of Republic Act 9482 commonly known as the Anti Rabies Act of 2007 prescribes the procedures and guidelines for the implementation of the Anti-Rabies Act to facilitate nationwide compliance, states the joint department order of 4 participating concerned government agencies.
Jointly issuing the Administrative Order are the Departments of Agriculture, Health, Education and Interior and Local Government.
According to the Section 11 of the joint department order, an owner is legally bound to put his biting dog under observation after it has bitten an individual, or he shall be slapped a penalty of P10,000.
If he refuses to shoulder the victim’s medical expenses and have their biting-dog surrendered for observation, owner is also liable for P25,000 in fines.
As the new IRR for the Anti Rabies Act of 2007 asserts the role of the state to put up a system for the control, prevention of the spread and eventual eradication of human and animal rabies, it also impresses on the need for responsible pet ownership, says Bohol Provincial Veterinarian Stella Marie Lapiz.
Lapiz, also leads the multi-million Rabies Prevention and Eradication (RPE) Program implemented all throughout Bohol in a bid to declare the tourist island rabies free by 2010.
But with the legal and fiscal saddle the Bohol RPE Council, Lapiz recently appealed anew for cooperation among mayors gathered at the League of Municipalities of the Philippines (LMP) meeting last week just as the local rabies watch noted a slight decrease in bite cases compared to the data from last year.
In Bohol towns, only San Isidro has successfully attained a 100% vaccination rate for dogs while elimination programs in Maribojoc, Duero and Panglao have met legal opposition from animal rights groups and residents who seem not aware of the threat of rabies spread in their places, Lapiz reported.
Over this, Lapiz added the presence of a provincial ordinance that
metes similar penalties prescribed by the national law.
The ordinance also includes mandatory leashing of vaccinated dogs
when they are brought outside the homes, or owners are liable for a
P500 fine for each incident.
This way, Bohol minimizes the incidence of stray dogs contaminating the vaccinated population, just as the Bohol RPE Council push for massive impounding of stray dog prior to elimination across the province. (PIA)

TAGBILARAN CITY - Lowering the price of commercial rice is beyond the small stall owners who source out their stocks at already high prices.
This also sums up the reactions from local market stall owners in Tagbilaran City’s main market who still continue to sell commercial panda and pearl rice at P38-39 and P40-43, while their bukid rice still sells between P37-38.
This is despite the fact that commercial rice in Metro Manila has gone down to P35 due to the continued government intervention such as flooding the markets with cheap rice and going tough on hoarders and scrupulous businessmen.
“We can not go lower because we will already lose,” a stall owner who refused to be identified shared.
“As much as we wish we could do it to compete with the P25 NFA rice, we also have to consider getting our money back,” she stressed in Cebuano.
Her stall sits at close proximity to a Tindahan Natin outlet that sells the NFA rice at P25 a kilo twice a week. “We buy our stocks at already a high price and so we can not just absorb the losses because we also wish to earn a living here,” she explained.
Admitting that she has noted the price of commercial rice go down from P40 two weeks ago to P38 now, she added that is the lowest they can offer to the consumers.
That time, “bukid” rice sold at P1,900 per bag, now it has gone down to P1,700, she admits, referring to the traders price two weeks ago.
She also speculated that the price may have been brought down by the cheaper NFA rice which at times can be better than the broken bukid rice.
“If we buy commercial rice at P1,800 per sack, we could not sell it in retail at P38, we would lose by then.” If there is a need to lower the prices in the markets, then the traders have to sell their stocks at a much lower price.
She however did not name her trader source, but hinted it has cornered the biggest rice market in Bohol. Asked what could be the effect if the National Food Authority makes the weekly ration to its outlets at 100 bags, she said she would have to reduce her commercial rice stocks.
She shared that before the rice crunch, her stall of 4 meters by 8 meters could sell between 4-5 sacks a day. Now, selling a sack a day is already a feat. Over this, consumers here have also wished the NFA has a better and more efficient distribution system.
This as several people have pointed out that some of those people queuing for the cheap rice are better off. A freelance government consultant also stressed that the government-subsidized rice must reach its intended beneficiaries, the dirt poor.
Dr. Fermin Adriano, a Doctor of Philosophy on Political Economy from the City University of London, said the government is losing about P15 for every kilo of rice its subsidizes.
“The good news is that the government has the funds, for now, from the implementation of the expanded value added tax (EVAT) law.”
He said “it should really go to the dirt poor” to which it was intended for—the poor and not the rich, who buy the subsidized rice for their helpers while they eat the pricey variety of rice.”
This must be done because the government cannot “go against the market forces” forever. He then suggested that the Department of Social Welfare and Development (DSWD) and the local government units (LGUs) must work together to improve on the delivery of NFA rice.
“We have to make them accountable and the people must be informed that this much NFA rice has been delivered for their community,” he said.
He stressed though that the NFA will never earn from the subsidized rice as it is a “social welfare function and that the government exists to help the poor.”
“No way NFA will earn back the P250 billion it uses to subsidize rice,” he said.

products to showcase in Bohol Fair on July 23-27

TAGBILARAN CITY - More than 80 exhibitors coming from all over Central Visayas will participate in the five-day Sandugo Regional Product and Raw Material Showcase at the Island City Mall, Tagbilaran City, Bohol on July 23 to 27.
Department of Trade and Industry (DTI) Central Visayas Regional Director Asteria Caberte said the exhibition will bring to the island the finest of the region’s OTOP (One Town, One Product) which will highlight unique products and services that make use of indigenous raw materials and local ingenuity.
Caberte said the participants are coming from the tourism, food, fashion accessories, crafts, Gifts, Toys and Housewares, and Information and Communications Technology sectors.
Craft producers in Central Visayas will be presenting prototypes of their work with world class quality after a series of trainings and one-on-one consultations with expert designers.
The fair will also feature a raw materials gallery to afford buyers and product designers with a plethora of materials to use, and this will be complemented with craft demonstrations for the interested public, according to Caberte.
Emerging tourist destinations in the region will likewise be showcased with packaged tours to be made readily available at the booths.
National and international buyers are also expected to be present during the fair, including exporters, buying agents, wholesalers, retailers, manufacturers and subcontractors.
Booths will also be set up at the Island City Mall to display the wealth of natural wonders and the related adventure and fun activities that are available for tourists and visitors who wish to explore the following destinations on the rise.
Several DTI initiated or assisted programs geared towards making our local products and services globally competitive will be launched during the 2008 Sandugo Regional Product and Raw Material Showcase.
These programs include the Subcontracting Partnership for Innovation Program (SPIN); Integrated Technology Systems and Support Amenities for Food Enterprises (ITS SAFE) project implemented by the Bohol Chamber of Commerce in close coordination with the DTI, The Department Of Science and Technology and the Provincial Small and Medium Development Council; the offering of B.S. Industrial Design course at the Central Visayas State College for Agriculture, Forestry and Trade (CVSCAFT) with support from the German Technical Cooperation Program or GTZ and DTI; The DTI Product Catalogue, Tatak Bohol Concept and the Information and Communication Technology Council.

PSALM launches sale
of Panay-Bohol plant package

The Power Sector Assets and Liabilities Management Corporation (PSALM) today opened the sale of the 146.5-megawatt (MW) Panay and 22-MW Bohol diesel power facilities with the issuance of an Invitation to Bid (ITB) for the generation plant package.
The ITB states that interested parties should submit a Letter of Interest to PSALM not later than 5 p.m. of 30 July 2008. Interested investor groups are also required to pay a non-refundable fee of USD2,000.00 and execute a Confidentiality Agreement and an Undertaking with the government power privatization firm.
The deadline for submission of these initial requirements is on 01 August 2008. Qualified investor groups can conduct their due diligence from 17 July to 27 October 2008.
The Pre-Bid Conference for the prospective bidders of the Visayas-based power assets is on 06 August 2008 at the PSALM offices in Makati City.
The Bid Date is set on 29 October 2008. In its original asset sale schedule for 2008, PSALM packaged the Panay diesel plant with the 192.5-MW Palinpinon geothermal plant.
But because the long-term steam supply agreement to be attached to the Palinpinon plant still has to be approved by the Joint Congressional Power Commission (JCPC), the PSALM Board decided to move the sale of the geothermal asset to 2009.
Under JCPC Resolution 2006-1, the agreement, now known as the geothermal resources supply contract, is subject to the commission’s approval.
The PSALM Board formally announced the withdrawal of the bidding for the Palinpinon-Panay package in a Supplemental Bid Bulletin (SSB) it issued last 03 July 2008 to the prospective bidders.
This clarifies reports that the privatization of the Palinpinon plant was moved to November. The Bohol Diesel Power Plant, National Power’s first diesel plant in the country’s Jewel Island, was originally constructed together with the 1.2-MW Loboc hydro plant to provide electricity to nearby towns.
Consisting of four 5.5-MW identical generating units, the Bohol facility continues to operate as a peaking and voltage-regulating plant. (PIA)

TAGBILARA N CITY - Capitol recently bares holders of active quarry
permits in Bohol in a bid to inform local government units and
barangay leaders about existing legitimate operations and urge them
to report to authorities of any perceived mining operations.
Through Task Force Kabukiran, Governor Erico Aumentado has launched an in-house environmental watch group which binds hands with national agencies to extend muscle flexing power and effectively implement applicable environment laws, said Engr Renato Villaber during the recent League of Municipalities of the Philippines meeting at the Bohol Tropics.
Villaber, who head the Bohol Environment Management Office also named at least 45 active permittees in Bohol operating quarries in about 30 towns of Bohol’s 47.
According to a list furnished by Bemo, Shirley Bungabong operates for sand and gravel (SAG) in West Poblacion Alburquerque, Rodrigo Labunog and Christopher Uy for limestone in Napo Alicia and Joel Bomediano for limestone in Cabatang Alicia.
In Antequera, S&Cu Construction mines for limestone in Danao, Rodrigo Labunog and Romeo Salon extracts the same quarry material from Cambanac and San Roque.
Calape has three valid permitees: Giovani Nazareno for limestone in Catmonan, Dennis Josol for limestone in Tultugan and Barangay Calunasa has river sand quarry permit in its barangay.
Candijay has only Hench/H Chua as permitee for manganese in barangay Panas. In Corella, only Cesar Maluenda holds a limestone permit to quarry in Cancatac.
Duero has Teofanes Acenas and Bonifacio Cagape operating for SAG in Cansuhay, Herenita Peligro in Lobogon and the municipality of Duero for SAG and salt in San Antonio and Cansuhay.
Active permitees operating in Guindulman include Emmanuel Tubig, Asterio Casing and sinforiano Labastida for SAG at barangays Catungawan Sur and Norte.
Gatafe has Sinforiano Labastida mining for boulders at Corte-Baud, while in Inabanga, Anita Gudez, Jose Cellan and Segundo Anud mine for SAG in Saa, Napo and Lonoy respectively.
Maximo Roluna solely mines for limestone in Pondol Loon. Loay has got Rodrigo Labunog for limestone in Tocdog Dacu while Isisdoro Cesar for SAG in Tambangan.
Rodrigo Labunog and Municipality of Lila mines for limestones in Poblacion and Lomany respectively in Lila, while only Tantrade Coproration extracts R-Phosphate in Marcelo Mabini.
Maribojoc has Ramir Yu mining limestone in Candavid, Colonia Hinay for limestone in Libjo Sikatuna and Gershon Dulang extracts silica in Santo Nino, Talibon along with Luzviminda Dulang for silica in Tanghaligue, Garry lou Dulang for diorite in Bagacay and Carlito hernias for boulders in Sto. Nino.
In Sierra Bullones, Uldarico Butron operates for SAG in Poblacion. In Trinidad, silt is extracted by the MDCC, Claro Jabines gatheres boulders in Kina-oan, Paul Caberte for limestone in Kauswagan while Johver Minerals Inc gathers silica in San Vicente and Kinan-oan.
Finally, Ubay has Hanjin mining limestone in Ilihan, Deodato Butawan for limestone in Bood, Barangay San Vicente for SAG in their place, the PEO for limestone in Tipolo and Cesar Maluenda for limestone in Sinandigan.

TOWN mayors of Carmen, Batuan and Sagbayan ask Capitol to look into
an executive order implementing a total quarry ban in their towns
and possibly rescind or amend it so they could pursue development
work using local natural resources.
Unlike some other towns in Bohol, these 3 towns host the famed Chocolate Hills and lost their privileges to enjoy gratuitous quarry permits from government.
This, most perceived disadvantageous to their cash deprived local governments wanting to do road network maintenance projects.
Taking the cudgels for other towns, Carmen Mayor Manuel Molina has asked the Capitol, through its newly formed Task Force Kabukiran and the League of Municipalities of the Philippines (LMP) led by Jagna Mayor Exuperio Lloren to intercede and exempt their towns from the ban issued by Governor Erico Aumentado.
Governor Aumentado in 2007 issued a quarry ban within the area designated as the Chocolate Hills National Geological Monument in a bid to stop activities that would result to the defacement of the national landmark.
However, Molina argued that the quarry site that they intend to source out materials from lie in barangay Villafuerte; and not a Chocolate Hill is noted nearby. He added the source is an existing quarry site operated by a private company.
The quarry, according to him, temporarily stopped operating due to the Capitol executive order. If the Capitol accedes, he said the town does not need to look farther to buy for its materials source.
In protecting Bohol’s amazing hills, Senate Bill 534 of the Chocolate Hills Protection Act of 1997 specifically protects the hills located in 32 barangays in Carmen and Sagbayan, but does not mention Villafuerte.
Batuan Mayor Gregoria Pepito added she too faces the same predicament. Cash-deprived Batuan, she said wished to be granted by Capitol gratuitous quarry permits so they can start rebuilding their road networks now bearing the brunt of the long rainy days.
Sagbayan Mayor Jimmy Torrefranca on his part shares the same sentiment. The chocolate hills areas have also excellent sources of lime stones, rocks, soils for road surfacing and back filling materials.
Over this, Bohol Environment Management Office (BEMO) Chief advised the mayors concerned to meet with the governor so they could appraise Capitol officials of the problem and possibly patch the infirmity of the executive order.
BEMO’s Engr. Renato Villaber agreed that the Task Force Kabukiran would still apprehend illegal quarry activities unless the executive order is rescinded or amended.

Mamma Mia, the movie has come to Bohol. As a Swedish citizen, I would like to write my opinion about this movie.
The musical content in the movie is based on the music performed by ABBA. Music and lyrics are performed by Bjorn Ulvaeus and Benny Andersson, and the producer is Stickan Andersson.
The members come from Sweden. Agnetha, Bjorn, Benny, and Annifrid are the members whose initials make up the name ABBA.
Among the actors in this movie are Meryl Streep, Pierce Brosnan and the Swedish Stellan Skarsgard.
And one member from the band appears in the movie as the old Greek piano player - Benny Andersson.
Songs in the movie include “I Have A Dream”, “Honey Honey”, “Money Money Money”, “Chiquitita”, “Dancing Queen”, “Voulez Vous”, “The Winner Takes It All”, “Take A Chance On Me”, “I Do I Do I Do”, “S.O.S.”, “Waterloo”, “Thank You For The Music” and of course, “Mamma Mia.”
The story is about a girl who on her wedding day, still doesn’t know the identity of her father. She tries to solve this mystery by using the diary from her mother.
She invites three men, and they all come to her home on a Greek island, to meet her and her mother. One of them might be her father.
Who is her father? Well, you will know when you watch the movie! And maybe it’s not so important who the father is. Mamma Mia is not only the title of a song, or the title of this movie.
It’s also an expression, maybe more often used abroad, with the meaning, “What happened?” “Ooops!” “Oh gosh!” or “My God!,” or in Visayan, maybe “Unsa man ni?”
Here’s my opinion about the movie: Meryl Strep is excellent as the mother. She acts, and even sings well. Pierce Brosnan acts well, but sings rather bad for my ears.
Regarding the title, and the famous story about ABBA, then the story has nothing to do with the band. But the music from ABBA, lifts the movie from an ordinary movie, to become a funny, romantic, and well performed Musical.
I warmly recommend this movie to all music lovers and ABBA fans to see the movie, and remember the good old days. Its not only a movie, its an experience!
What surprises me is that, the cinema audience in this karaoke singing country didn’t sing along with the music. I would like to encourage you all, to sing it out loud! In this hit, Mamma Mia!
Note: The title Voulez Vous, is French, which means “Do you want?” and S.O.S. means “Save Our Souls.”
Bohol adjudged Best Adventure Destination
at 2nd PITF

The province’s unique brand of tourism was further affirmed when Bohol was adjudged as Best Adventure Destination during the 2nd Philippine International Tourism Fair held at the Cebu International Convention Center in Mandaue City from June 26-28, 2008.
Announced on the morning of Friday, July 04, during the simulcast weekly regular program of the PGBh (Provincial Government of Bohol), The Governor Reports by none other than the Provincial Government Media Affairs (PGMA) head honcho Antonieto “Boy” Pernia.
The announcement came as a surprise and as a reason for jubilation as a new less known destination especially among the Boholanos themselves, was one of the reasons for the province’s coveting of the title.
Bohol’s entries to the tilt were LGUs Danao, Loboc and Loon. The adventure activities and sites offered by these LGUs are spelunking (cave tours), river kayaking, rappelling, the Loboc River cruise and a seven-drop waterfall and its dive sites respectively.
LGU-Danao has been promoting their E.A.T. (Eco-Adventure Tourism) Danao package for a few years now in which spelunking (cave tours), river kayaking, rappelling forms part.
Loboc River Cruises has been catering to both local and foreign tourists for equally much longer aside from its fame as being the province’s music capital.
But the surprising entry to the triumvirate that cemented Bohol’s entry to stardom at the 2nd PITF was the little known seven-drops waterfalls wherein which had already fascinated and attracted numerous tourists from outside the province.
And it is for this reason that there is a proposal to re-orient specially the employees of the provincial of the various wondrous sites and destinations that the province has to offer my way of special scheduled tours to be packaged as part of training activities or special celebrations of the provincial government.
A move to instill among the capitol employees the appreciation of the natural wonders that the province has to offer and help in further promoting these in their own little way.
Highly instrumental to the province’s winning the title was the collaborative efforts of the Provincial Government of Bohol with the local chief executives of LGUs Danao, Loboc and Loon.

Re-engineering preparations to be formalized by
year-end

TAGBILARAN CITY - Despite the numerous “laurels” that not only the Province of Bohol but it’s governance as well has received for initiatives for improving the lives of its constituents it has not stopped and further pushed in the pursuits to further improve the delivery of basic services by way of enhancing its human capital.
Among the strategies employed by the PGBh or the Provincial Government of Bohol is the reengineering process.
By definition, “Reen-gineering means the fundamental rethinking and radial design of business processes to achieve dramatic improvements in critical, contemporary measures of performance such as cost, quality, service, and speed.” – Hammer and Champy, 1993.
Or simply put shifts from task to a process orientation; requiring reinventing how work is to be accomplished.
And on Friday during a scheduled presscon at the People’s Mansion after the regular weekly radio program The Governor Reports Acting Human Resources Management Development Office (HRDO) Romeo S. Teruel bared to the media the tentative schedule for the formalization of the required processes and systems of the reengineering process will be finalized by the end of the year even as continues consultations with the different satellite offices of the PGBh have ensued.
As envisioned, implementation of the reengineering system will be in place by next year. Just lately a meeting was held the day before on Thursday, July 03, 2008 at the Provincial Capitol to present the updates on the wherein which presented during the meeting was that currently the 1st component was almost done.
In this component teams were already organized that greed on the roles, norms, standards of performance and others. The orientation of the sub-cmt (change management teams) and the leveling off of expectations was done.
Initial legislative support of the SP was acquired thru a given resolution immediately after the presentation at the meeting. On Friday afternoon July 04, Union Officers were re-oriented and tomorrow, July 7 the employees will then also be re-oriented during the regular weekly convocation.
The SP’s initial resolution of support signified the go signal to advance with the rest of the components. Though various negative feedbacks have been floating around ever since the concept was introduced sometime last year, specially from among PGBh employees who out of fear for their job security, for their being under if not unqualified for the positions they are currently holding.
However Mr. Teruel reiterated as what Governor Aumentado had previously assured that this is contrary to the presumptions, misconceptions.
The reengineering pro-ject is made possible thru the support of a grant from the Australian government by PAHRDF or the Philippine-Australian Human Resource Development Facility.

Responding to doubts and uncertainties circulating in the department regarding the continued implementation of the Comprehensive Agrarian Reform Program (CARP) under Republic Act (RA) No. 6657, as amended, after June 15, 2008, Secretary Nasser C. Pangandaman issued a Policy Advisory clarifying the status of funding for the continued implementation of CARP.
The Policy Advisory cited the amendment of Section 63 of RA 6657 by RA 8532 which states that “the amount needed to implement this Act until year 2008 shall be funded from the Agrarian Reform Fund (ARF).”
Further “the funds for the said implementation has been provided for the entire year 2008 there being no mention of the day or month and in fact have been already made available for the purpose.”
Because of this, Secretary Pangandaman reiterated that the “implementation of the three-pronged CARP, particularly the acquisition and re-distribution component thereof, should accordingly continue as scheduled. Claims that CARP expires thereafter is a matter not expressly provided for by law” he further added.
The Secretary also issued his directive to all DAR Central and Field Officials for the July - December 2008. Among there are the following: Cleanse and update databases to show and prove that CARP works and deserves extension or new bill; Key Officials to take the lead and comply with all the data requirements of the Senators and Congressmen on or before the end of July.
The Regional Directors (RDs) and Provincial Agrarian Reform Officers (PAROs) must attain more than 100% accomplishment.
Prioritize targets on Land Acquisition and Distribution (LAD), Distributed but not yet paid (DNYP) lands, Subdivision of collective Certificate of Land Ownership Awards, installation of farmer-beneficiaries (FBs), resolution of cases (flashpoint and urgent), turn-over and launching of Agrarian Reform Communities (ARCs) and Foreign Assisted Projects (FAPs), etc. that will show impact.
The Central and Field Officials must conduct general assembly in respective areas, to allay fears on security of tenure, for Fund 101 and 158 funding, status and development of the CARP bill that we shall be working hard to pass on or before December 2008.
The DAR’s Public Affair Staff must lead the conduct for an advocacy campaign with CARP Implementing Agencies, Local Government Units, Non Government Organizations/Peoples Organizations and religious sectors to show accomplishments, success stories and the conduct of creative and innovative social mobilization activities to show support for CARP extension or new CARP bill.
He also warned certain groups to refrain from showing intrigues and panic among DAR personnel and stakeholders saying these are unproductive activities that would not contribute to CARP extension.
He also renewed his call to all employees and stakeholders to focus their attention in lobbying for the passage of the bill sustaining CARP implementation.
A traumatic tale of a Bohol visitor

On July 6 (Sunday), Dr. Deborah T. Marco, on-board an OceanJet from Dumaguete City, arrived in Tagbilaran City around 5:30 p.m.
She was fetched by her relatives, and they went straight to Jollibee in front of Alturas Supermarket to have their dinner. They opted to dine at the second floor of the said establishment for two reasons: 1) the smaller crowd and 2) to make use of Kiddie Land for her grandchildren.
After personally taking the orders of the group and distributing the same, she placed her bag under the table, conscious about it.
Suddenly, a toddler pulled the strap of her bag, to which she reacted, and then an older man told her “Ma’am, giduwaan sa bata ang imong bag”.
Afraid, she further secured her bag by pushing it inwardly. A Jollibee mascot came up and her grandson fearfully cried so she was forced to stand up and comfort him.
Thereafter, to her big surprise, her bag, the toddler and the old man had all disappeared. She panicked, immediately went down, and told the security guard her bag was lost and that and old man with a toddler had taken it.
She was not attended to immediately and adequately. The store’s main door was not even closed, and the areas were not searched.
She was even the one who insisted on calling the police. The manger-on-duty did not even bother to get her identification and the facts of the incident.
The police arrived very late, too late for the culprits to be caught. Just the same, she had the incident blottered, roamed around the city with the policemen, and was shown the police lineup.
To her dismay, the culprits were not those in the pictures shown to her. She lost around P100,000 that night – cash worth P20,000, and jewelries, a cellphone and other valuables amounting to P80,000.
What a jackpot the culprits got! She hard earned those while the culprits got them for just few seconds – how ironic!!!Before leaving for Samar on July 7 (Monday), she got a chance to talk to City Mayor Dan Neri Lim who, like her, happens to be a fellow Silimanian.
Mayor Lim assured her that he will try his best to capture the culprits and delegate the updating of information to his Executive Assistant and City General Services Officer Mark Monton.
She wished the matter would be resolved at the soonest possible time and most importantly, that her experience will not happen again to any visitor or tourist alike of the province.
She pondered – is this the price of the Province of Bohol for being one of the tourism capitals of this country? Is this the price of Tagbilaran City for being the favorite ingress and egress of the province?

Sa iyang State of the City report kaniadtong Martes (Hulyo 1) didto sa Atrium sa City Hall atol sa ika-43 nga Charter Day sa dakbayan, gibutyag sa mayor nga wala na gyoy atrasay kabahin sa maong mga proyekto.
Kining mga proyekto mao ang 1) pag-konkreto sa 10 ka kilometro sa kalsada sulod sa dakbayan, 2) pagtukod sa Waste Water Treatment Plant, 3) pagtukod sa usa ka Solid Waste Recycling Facility, ug sa 4) paghuman sa Tagbilaran Business Center.

Troika assumes leadership of Bohol K of C jurisdictions

Tagbilaran City - Three Provincial Deputies (PD’s) assumed last Sunday as heads of three jurisdictions of the Knights of Columbus (K of C) in the province of Bohol.
The provincial deputies are Lazaro Artiaga of Talibon, who heads Bohol East, Isidro Mirontos of Maribojoc who heads Bohol West, and former Tagbilaran City Vice Mayor Jorge Cabalit, who heads Bohol South.
Under the supervision of PD Artiaga are four district deputies, namely Lorenzo Flores of Talibon, Sinfronio Vitor of Danao, Adriano Cutanda of Ubay, and Senecio Raya of Candijay.
PD Mirontos also heads four district deputies: Roman Zabala of Maribojoc, Gumersindo Maluenda of Loon, Dionisio Coscos of Tubigon, Sergio Deigra of Clarin, and Apolinario Socong of Inabanga.
District deputies under PD Cabalit are Ernesto Calamba of Bilar, Cenon Agbayani of Jagna, Antonio Acuña of Loboc, Jose Avergonzado of Alburquerque, Atty. Boler Binamira of Tagbilaran City, and Councilor Glicerio Jubac of Lindaville Subdivision, Tagbilaran City.
Under the district deputies are the Grand Knights who head the councils in the different parishes of the province of Bohol. Visayas State Deputy Dionisio Esteban Jr. installed the three provincial deputies and their district deputies together with the regional deputies and state officers last Sunday.
K-of-C is an international fraternal, family and service organization. It is the biggest Catholic lay organization in the world with more than 1.7 million members.

Sigun sa HNU survey, sa matag 10 ka mga niresponde sa survey, 7 niini ang nalipay sa performance ni Mayor Dan Lim.
Sa maong survey, kadaghanan usab sa mga respondents nagtuo nga ang administrasyon ni Lim mas bintaha pa kay sa mga niaging pamunoan.

TAGBILARAN CITY - Nalakip ang dakbayan sa Tabilaran nga naghatag og labing maayong kalidad sa kinabuhi base sa survey nga gipahigayon sa Asian Institute Management (AIM) uban sa Makati City ug Cabanatuan City sa Nueva Ecija.
Kining tulo ka mga dakbayan anaa sa kinatas-ang han-ay nga naghatag og labing maayong kalidad sa kinabuhi ug nahilakip sa 25 ka mga dakbayan sa gipahigayong Philippine Cities Competitiveness Ranking Project 2007, kining maong survey alang sa global competitiveness sa mga dakbayan.
Ang mga dakbayan gibahin-bahin paghan-ay sigun sa gidak-on niini. Ang Makati anaa sa han-ay nga metro, ang Cabanatuan mid-sized, ug ang dakbayan sa Tagbilaran anaa sa small size.
Ang quality of life maoy usa sa katgorya sa gipahigayong survey, ang uban naglangkob sa cost of doing business, dynamism of local economy, human resources and training, infrastructure, and responsiveness of local government units (LGUs) to business needs.
Ang paghan-ay wala gibase sa total performance. Nalakip sa mga aspeto sa quality of life mao ang social welfare of the people, peace, and order, quality of living environment, and local amenities.
Ang Tagbilaran nag-una sa ranking niini base sa gidak-on ug nakakuha sa rating nga 7.97. Ang kinadak-ang rating 10 points.
Nakita sa survey nga ang dakbayan sa Tagbilaran ubos o walay mga informal fees, adunay igong suplay sa tubig, ug ubos nga presyo sa balayranan sa tubig.
Gidayeg usab ang local environmental planning and management program. Mokabat ngadto sa 90 ka mga dakbayan ang gihimoan og survey—20 metro cities, 25 mid-sized cities, ug 45 small-sized cities.

Developmental sectors meet for unified PHE advocacy network

TAGBILARAN CITY - A relationship has been found between human development,
conservation and sustainability of the environment and the promotion of health.
And as such, various sectors into developmental work, be these in the private sector, the government, civic organization, industries, academe and even in media have been re-aligning activities, advocacies and other initiatives towards addressing the various issues that have the PHE (population-Health-environment) relationship.
To further strengthen efforts towards addressing issues on population management with relevance to environment conservation and improvement of health and health services of the human populace various agencies from the government (LGUs, policy-makers), NGAs (national government agencies), NGOs, the academe and the media have realized the need to create a unified advocacy network which will have a consolidated and corroborated actions in addressing PHE issues and in providing sound information not only to the general public, the politicians, the church and most especially to the target clientele.
Thus on Friday June 27, 2008 at Saya’s Restaurant, this city, representatives from the provincial, city and even barangay level policy makers, NGOs working in different areas of the province, the academe and the media gathered for the Bohol Multi-Sectoral Consultative Meeting.
The meeting was initiated by the Provincial Government Media Affairs (PGMA) of the Office of the Provincial Government with partnership and cooperation of the United Nations Population Fund (UNFPA), Philippine NGO Council for Population, Health and Welfare, Inc. (PNGOC) and the Philippine Center for Population and Development (PCPD).
The meeting was an offshoot of the Bohol Population-Health-Environment-Forum held on May 23, 2008 at JJ’ Seafood Village wherein which a consensus was reached that there is a need to strengthen the network of groups working for PHE.
It was also agreed at meeting that the next steps will be to conduct a Strategic and Operational Planning for the group to have an appropriate structure, form respective committees for fluidity of activities and a placement of systems for the organizations continuity and sustainability.
Tentative schedule for the Strategic and Operational Planning will be sometime in the second week of July this year. Once structured, a formal launching will be set wherein which the first order of activity is the issuance of a manifesto of the group’s commitment.
Where’s the beef of Mayor Dan Lim’s speech?

“It will take more than a miracle to make Tagbilaran a much better place,” says, Mayor Dan Neri Lim, during a part of the 42nd year birthday speech of Tagbilaran City last July 1st.
Tagbilaran City officials and citizens of Tagbilaran enjoyed the birthday celebration put on by the city’s mayor and some of this city’s kagawads described it as simple but fun filled.
Wednesday, when this writer went back to the city hall to get the responses from the city workers regarding the mayor’s speech, some workers had said “No Comment!”
During Mayor Lim’s speech he says also that he has reunited and is on better terms with Vice Mayor Antonio Veloso. Who for some time has made it publicly clear by keeping a tight rope on the city’s Vice Mayor and his administration for some time now?
In a talk with a former past city kagawad who is a well liked and reputable Tagbilaran City businessman and who wants to remain anonymous said that, after the celebration at City Hall, he and the Vice Mayor had met at Island City Mall and the Vice Mayor mentioned to him prior to the Mayor’s speech that Mayor Lim was talking in his ears saying negative things before he delivered the speech.
When trying to reach Vice Mayor Veloso to verify if what was said is true up until this was written there have been no comments coming from the Vice Mayor or his office staff other then; “We have no comment because we want to maintain the peace because Mayor Lim is a powerful man with a lot of money.”
Haka Saka, a program put over the AM radio airwaves and co anchored by Barangay Captain Atoy Cosap along with Vice Mayor Veloso and Hon. Anne Mariquet Oppus had discussed certain issues regarding the speech the day following the city’s celebration.
When I was interviewing city citizens, it is often said that Mayor Lim since the beginning of his term as mayor has been making many promises (“SIP-SIP”) meaning promises and words with out action.
The issue of the city drainage is a good example according to dyRD’s “Pulso” anchor and host Batchoy Alba. He said that he wants city citizens to speak out on issues and let it be exposed out into the open in order to receive the appropriate attention and that other citizens are also made aware of in order to assess the real work that is being done by the city hall for the people.
Batchoy Alba also knows of one incident where one private citizen who is living at the edge of the city sea port living on frustrations as with how the drainage system flows out from the city streets and into the Tagbilaran City bay.
He explains further; “She has a good reason to be heard as the drainage system is practically in her own back yard of her newly constructed home, and she says it stinks inside of her house on a daily basis terribly.”
Batchoy Alba said that the home owner with the drainage issue has the only one venue where she is able to come out in the open and be aired with her views about the city’s drainage issue as she is personally affected by the daily pungent odor’s coming into her house.
She speaks that her husband has been bed ridden in that house for some time. She is also concerned with the marine life being affected by the bacteria coming from the city’s drainage system that flows near to her house.
Batchoy encourage her to go to his program with her issue to allow it be exposed. The city Birthday was catered by a local restaurant business and served to all who attended.
After the lunch a sports competition was held amongst different groups throughout the day that included such sport as volleyball.
This writer tried to contact both city mayor and Mark Leo Monton’s office on any further words or comments to this write up.
