Denny Lockard was a more than full-time Transportation Safety Engineer, specializing in Temporary Traffic Control (TTC), formerly known as Work Zone Traffic Control (WZTC), and representative on many national, state, and local safety committees, for the Maryland Department of Transportation (MDOT), State Highway Administration (SHA), Office of Traffic & Safety (OOTS), for over 39 years.

He has been asked to remain as a part-time, on-call, consultant to possibly represent SHA-OOTS in TTC matters in the future, and still participates on many national, state, and local safety committees and sub-committees. Denny, through his company, is now conducting Traffic Control Supervisor (TCS), Traffic Control Technician (TCT), Flagger Instructor Training (FIT, a Train the Trainer course), and Flagger training courses in Maryland under new, more comprehensive training programs, which he helped develop, and is currently using to train workers throughout the United States.

Denny started his own company in 1990, but didn't make it official until he incorporated in early 1998, forming Denny Lockard Enterprises, Inc. (DLE), Traffic Safety Consultant Division, which specializes in, but is not limited to, traffic safety consulting, work area crash investigations for attorneys, insurance companies, and risk and safety managers, and expert advice and/or expert witness trial testimony for any/all of the above.

Denny also conducts traffic safety training for workers, motorists, and pedestrians, to try to get them to think about their safety when in a work area, and not get injured or killed. Additionally, he gives lectures and helpful hints to non-roadway workers, motorists, and pedestrians, about what precautions they should take when encountering a work area, or if they happen to find themselves standing or working along the roadway close to traffic.

Denny was described by one class attendee, on a course evaluation form, as a "been there-done that" kind of trainer, because he spent most of his years working along the roadway (even as a flagger), trying to think of ways to make work areas safer, especially for the workers. He has a wealth of knowledge gathered from all aspects of the TTC experience, from hands on experience, to a good understanding of rules, regulations, standards, specifications, guidelines, and, most of all, common sense.

Denny has been an active member of the American Traffic Safety Services Association (ATSSA) since 1992. ATSSA is the leading association in the world dedicated to TTC safety. He currently serves on the Safety committee (since 1994), and is a founding member of, and still active on the Education committee (since 1996). As noted above, he teaches ATSSA's TCT, TCS, FIT, and Flagger training courses throughout the United States.
