Terry Bonham and Clyde Persons, two friends since childhood, were out on a fishing trip. Bonham, a proud member of the LAPD, was discussing with Persons their recent experiment in which they'd successfully molded two steel plates together permanently using only electromagnetism. Persons was a well-known physicist and often relied on Bonham for help with certain experiments.

Suddenly, in the middle of their discussion, a nuclear power plant across the town erupted violently. Persons and Bonham were picked up out of their fishing boat and tossed into the air.

When Persons awoke, he found himself in the water, face-to-face with a bullfrog the size of his head. The heat from the explosion was horrific. He passed out again as the bullfrog hopped toward him.

Bonham had been thrown much further away. He awoke to find that he had fallen through the roof of a chicken coop. The chickens were wild with excitement and were climbing all over him when he blacked out again.

When they awoke once again, Persons discovered that the heat and radiation had molded himself and the bullfrog together to create some radioactively mutated freak of nature. Bonham discovered the same once he learned that he had taken on the body structure and appearance of a chicken.

When the two were united again, through some coincident, the immediately recognized one another. Upon hearing that the explosion at the nuclear power plant was no accident, they vowed to seek out the person who had caused the explosion and imprison him for life.

The news the next morning told of a freak accident that had resulted in the creation of a cow with the personality of a human being. This cow had once been an employee at the nuclear power plant by the name of Dr. Brock Wilson. A lab experiment gone horribly wrong had turned him into what he now was, and it was learned that this Wilson had caused the nuclear explosion at the plant. He had dubbed himself Ion-Cow, because of his obsession with chemistry.

Putting their heads together, Persons and Bonham created the superduo of Magno-Chicken and Electro-Frog as a way of glorifying their electromagnetic accomplishments.

And so begins the story of Magno-Chicken and Electro-Frog and their quest to imprison the evil Ion-Cow for good...
