Hold both Shift keys while a new world is being 
created. When the game starts you will have a pirate flag.

Getting more scouts than allowed! Get a tavern on level two or three. When it is build, click the development for the next level. Close the tavern window. Reopen the tavern window and remove the mark on the level build up. Then click on "Building Scouts". It works with the german version, but should also work with international versions.
