INSTRUCTIONS FOR PREPARATION OF
ELECTRONICALLY RECORDED DATA SUBMITTED TO THE
DEFENSE ASSISTANCE AWARD DATA SYSTEM (DAADS)
Part 1
- Introduction
The purpose of this instruction is to establish a standard procedure for the automation and submission of awards management reports required by DoD Directive 3210.6 This will provide a standard format for use by those organizations specified in DoD Grant and Agreement Regulations;
3210.6-R.
For
definitions of the data elements referenced in this instruction, see

Part 2 - Instructions for Automating DD
Form 2566
I. Submission by single Service Point of Contact.
This
part contains instructions for the automation of DoD Assistance Award
Action (DD Form 2566) reports required DoD Grant and Agreement Regulations;
3210.6-R.
Instructions for Preparing Electronically Recorded DD Form 2566
Actions, IRCN 0252-DOC-QU.
a.
General. A magnetic tape prepared as prescribed below, will be
submitted to cover individual DD Form 2566 transactions for each quarter
(non-cumulative). Electronic transmission of the data in lieu of
a magnetic tape will be coordinated with WHS/DIOR. Each quarters reports
are due the first business day after the 15th following the end of the
fiscal quarter (e.g. January 16 unless January 16 is not a business
day than it is the next business day).
(i) The tape will be in 9 track ASCII or
EBCDIC code, with unblocked records at a density of 1600 or 6250 bits
per inch. Use UPPER CASE characters only. Tape reels will
have an external label identifying the contents as "DoD
Assistance Award Action Reports DD 2566 for the _____ quarter
of FY CCYY." the tape label should indicate the density in bits
per inch (BPI), ASCII or EBCDIC, Labeled or unlabeled, and the name
and mailing address of the office to which the reel is to be returned.
(ii) Enclosed with the tape reel will be
a count of the number of records in the file. The header and trailer,
if used, and data records are described below. The record length
of the data record will be 560 characters. The tape should be accompanied
by a printout of approximately the first 25 records, double-spaced.
(iii) Record counts and the data dump may be submitted by telefax to (703)604-6270.
b.
Header Label. A header label may be written at the beginning
of each reel. The contents of this record will be determined by
the DoD component.
c.
Trailer Label. This record may follow the data records.
The format of this record will be determined by the DoD component.
d.
Diskettes. Data may be submitted on MS-DOS or PC-DOS, formatted
"double-sided, double-density, 5.25 inch" diskettes (360K bytes
or 1.2 megabytes per diskette) or 3.5" diskettes (1.44 megabytes)
in ASCII code.
(i) Data records should be 560 characters
in length and each record should be followed by a CR-LF (carriage return,
line feed) to indicate the end of the record.
(ii) The diskette should be externally
labelled, with the organization name or abbreviation, fiscal year and
quarter and the number of records being submitted. The disk sequence,
when multiple disks are required, should be indicated as "1 of
2," "2 of 2," etc.

II. Submission by a single purchase/grant office.
Individual purchase/grant offices can submit their DD Form 2566 directly
to WHS/DIOR, but it must be on-line. The on-line system is available
almost all the time with the exceptions of after 5 PM to 9 PM on Thursdays
and at the end of the month following a fiscal quarter. The DD Form
2566 reports are due the first business day after the 15th following
the end of the fiscal quarter (e.g. January 16 unless January 16 is
not a business day than it is the next business day).
a.
General. The purchase/grant office submitting the DD Form 2566 from
one of the services (i.e. Army, Navy, Air Force, or DLA) must contact
their services DD Form 2566 point of contact (POC) requesting permission
to directly submit their DD Form 2566s. Currently the following POCs
are Army - Brian Davidson, U.S. Army Contracting Support Agency DSN:
761-9781 or (703) 681-9781, Navy - Mary Brooks, Office of Naval Research
(703) 696-2590, and Air Force - Fran Murray, HQ AFMC/PKT DSN: 785-4139.
All Other Defense Agencies(ODA) must assign a POC and submit their DD
Form 2566 via on-line data entry to WHS/DIOR. ODAs need to contact and
coordinate with WHS/DIOR to obtain their log-on, userid, DAAADS documentation,
telephone number and PC-DOS software.
b.
The service POC needs to contact and coordinate with WHS/DIOR to obtain
a log-on and userid for the submitting purchase offices. They will need
to provide WHS/DIOR with the POC at the purchase/grant office and what
permissions the purchase/grant office is to have on their services
DD2566 reports (e.g. add, modify, and/or delete selected purchase/grants
offices reports or all purchase/grant offices reports for that service/agency).
c.
WHS/DIOR will provide the POC with PC-DOS software, Software and Defense
Assistance Award Data System (DAADS) documentation, a log-on, and a
telephone number for the purchase/grants office to use.
