The standard of living is very low. Many of the social systems which once existed were destroyed under the Khmer Rouge and now have to be built up once again. The health situation is poor, and education levels in this country are extremely low.

Farming is still the backbone of the Cambodian economy. Rice is the main crop, but maize, sugar, potatoes, tobacco and beans are also produced. The lack of modern technology, inorganic fertilisers and an educated workforce are impeding development. The shortage of safe land is another problem. After all the years of war, much of the land is mined and cannot be farmed.

Development of rural areas

|
Most of the population of Cambodia still lives in great poverty. The standard of living is at its lowest in rural areas. Several decades of war, isolation and a lack of investment have reduced large areas and groups to poverty.The development of rural areas is crucial to the long-term development of Cambodia, because this may improve living conditions for the poor and because it will stabilise security in the country.

Education

Levels of education in Cambodia are very low. The country's intelligentsia and most educated people were wiped out under the Khmer Rouge regime. Only around two-thirds of children are now enrolled in schools, and considerably fewer girls than boys go to school. The support is focusing on basic education reforms.

Democracy and human rights

The history of Cambodia is scarred by war, terror and crimes against humanity. More than 1,5 million Cambodians died during the four years, 1975 to 1979, that the Khmer Rouge was in power. As of the elections in 1993, respect for human rights has improved, although there are still divergences from this. The government is being advised on issues relating to legislation.The general elections in 1998, which could be held in a largely peaceful and satisfactory manner. The new government has promised far-reaching reforms in respect of the economy, administration and the military. The reform of the judicial system is also an important issue for the future of Cambodia. The next Election is in Jule 2003.
