CIRCULAR

All Engg. Station Heads in South Zone may kindly go through extracts from 2 letters from CE(M) and GM(Fin) which are available in AIRNET, in full form. Instructions regarding physical verification certificate to be given to Prasar Bharthi and Zonal Office is also outlined therein. 

All Engg. Heads are requested to send the verification certificate and other details  asked for therein, by  FAX  ( Tel no. 011- 2342 1161),  and also by SPEED POST addressed to DG, AIR ( Kind Attn : Shri Rajat Bhargava, IAS, DDG(I)) before the deadline 16 Nov 2005, with a copy to this office.

Stations who have already sent their report, but which might be incomplete vide remarks contained in CE(M)�s letter (in red font) are also required to send complete information  and fresh verification certificate to Directorate. This may please be treated as MOST URGENT.

Sub: Maintenance of Central asset register and physical verification.

 

 

                       Please refer to Prasar Bharati letter number GM(BA)/PB(BCI)/VCF/2005-06 dated 8th November 2005 on the above subject. So far the information on �land�, �asset� and �physical verification� report has not been received in compiled form from all the zones except the south zone.  The information received from south zone is also is not complete as many stations have not indicated �the year of purchase� and �cost of asset� etc. which are very essential for calculating the present value. It is once again requested that the Zonal Chief Engineers may obtain and compile the above information and forward the same to this Directorate, GM(B&A), Prasar Bharati  Secretariat and DDG(Finance and Inspection) on or before 16th November 2005 by e-mail and speed post.

 

Suitable action may be initiated against the defaulting stations.

Sub: Information about land, asset registers and physical verification.

 

A meeting of all the Zonal Chief Engineers/Zonal DDGs was held at Prasar Bharati of 16th August, 2005 to reveiew the progress made in the rendition of information relating to land in possession of Prasar Bharati, completion of asset registers and physical verification of assets.

 

Please find enclosed the list of stations in respect of which information has not been received.

 

After deliberation in the meeting, the following decisions were taken for prompt action:

 

1.         Information about details of land in possession of various stations of Prasar Bharati will be rendered in all the left out cases by zonal Ces / zonal DDGs. Wherever a dead end has reached due to non-availability of documents etc., the same may please be intimated to Prasar Bharati. Wherever complete information has been sent, revised information may be submitted.

2.         The confirmation about the maintenance of registers of fixed assets numerically, as well as showing value may be given station-wise. It should also be indicated as to whether the depreciation has been calculated and applied to the assets by various stations or not. This information may kindly be given in the following format:

 

i)      Name of the station

ii)     Whether asset register completed numerically   (Yes/No)

iii)        Whether value of assets shown in the register   (Yes/No)

iv)     Whether the depreciation calculated and applied.s (Yes/No)

 

3.         A certificate regarding physical verification of assets for the period 2004-05 is to be obtained from the stations by zonal Chief Engineers who should consolidate the Physical Verification Certificates and forward the same to DG:AIR & DG:DD respectively with a copy to Prasar Bharati.  It may be noted that a comprehensive physical verification certificate should be submitted irrespective of the fact whether the responsibility for physical verification devolves on the Engineering, Programme or Administration staff.

 

            It may be clarified that detailed information about the number or types of assets is not required by Prasar Bharati.  Information has to be submitted separately to DG:AIR and DG:DD for the purpose of Central Assets Register as distinct from this exercise for which separate instructions will follow.

 

            Action on all other items may be completed by 31st August, 2005.
