There are a million explainations and descriptions that can be used to try to portray the EGL/EGA culture. But in truth, no one can really get the idea until they see an actual EGL/EGA cosplayer.
My version of it would have to be that EGL is where looking like an eternally youthful victorian or periodical doll is emphasized. They wear anything if not everything with lace, ribbons, and fluff. There are head peices, and hats, and petticoats, and maryjanes everywhere. EGL on a focus point, not Lolita, is more of a Cute Goth look. There is no dark broody vampires or spikes related, thus the word ELEGANT. But even EGLs have their wild side, which I supposed would be the Industrial Lolitas.
Elegant Gothic Aristocrat is not quite like EGL. This form of dressing has longer clothes, and less of this youthful doll look. It looks more like Mourning Garb. The dresses are simple, styled towards the baroque-victorian era rather than the usual western Mideval Goths. EGA too has it's industrial side, but again, much longer and less frilly & cutesy than the lolitas, and much less harsh looking than western goths.
The EGL/EGA movement is something that i have been aware of since the dawn of J-Rock. And perhaps I had noticed it since watching all those animes where Lolita thrives most of all. But I never really took part in it, until about last year.
I am EGL/EGA. This is the kind of subculture/style that doesn't mean you always have to look like an aristocrat or lolita. It is just a form of expression, and worn when you need to express yourself. Beyond that, EGL/EGA is extremely beautiful and elegant compared to the western versions of goths. I really don't care for being a "slutty goth girl" or involved in the whole dark and sexual area of Goths. Gothic Lolita and Gothic Aristocrats are more in tune with what I am. I like things elegant and more classic rather than this whole sexually driven western gothic force.
Here are a few examples of EGL & EGA for the unknowning:
