THE AUSTRIAN BLOOD BATH
No country has a reputation for being first out like Austria. This works well even when there is an agreed stand off in the Black Sea. It rings the Austrians with hostile armies in 1902 and with a little luck will keep them down to at least 4 and maybe even 3 in the first year. The following combination is why Austria is eliminated more than any other country:
