| A S P I R E (Advancing Samar Province In Regional Excellence) For 2nd Semester Parangal and Beyond! When I returned to DILG Samar from my six-month stint as Provincial Director of DILG Southern Leyte, I brought with me a dream � one that will perforce bring the Samar team towards achieving what they should have achieved during the first semester of CY 2006. Samar was edged by DILG Southern Leyte by a mere four points in the selection of the Most Outstanding Provincial team for the first semester of 2006 Parangal Awards. The DILG Samar team has plenty of talents, resources and opportunities. Team members get along but the group just seems to miss going anywhere. I know that deep within each team member is an aching ambition to be number one. They just failed to articulate, much less actually identify, the worthy and compelling vision. The team without the vision is at worst - purposeless. At best, it is subject to the personal and, sometimes, selfish agendas of various teammates. It was during the first team conference of July this year when DILG Samar articulated their dream and aspiration. Their battlecry: �ASPIRE for Second Semester Parangal and Beyond� was developed. ASPIRE stands for Advancing Samar Province In Regional Excellence. Altogether team members must aspire or dream to become number one. Then, they must perspire in order to achieve it. Otherwise, the vision, together with the dreamers, will expire. The words of former US President Ronald Reagan can perhaps stir DILG Samar to greater heights. He said, �Throughout man�s history, great advances are made possible not by stories told by cynics and doomcriers, but by opportunist, the determined people, men and women who dreamed dreams and dared to try whatever it takes to make their dreams come true.� We, the DILG Samar team, share this dream. Let�s turn it into reality � let�s ASPIRE. |
