| PD Lacaba launches DILG Samar battlecry: �Let�s go! ASPIRE for Parangal second semester and beyond� |

Abit, LGOO II DILG Samar Provincial Office successfully held the LGPMS Orientation, Project Development and Management (PDMT) Echo-Seminar cum Provincial Team Conference on August 14, 15 and 16, 2006 at the 2nd Floor, AlphaRho Arcade, Catbalogan, Samar. The series of activities was participated in by forty-one (41) provincial and field officers and staff, including two DILG-Calbayog City participants. Launching of ASPIRE The opening remarks of Provincial Director Jovito A. Lacaba, Parangal Most Outstanding Provincial Director for the First Semester of 2006, was highlighted with the launching of the new battlecry of DILG Samar Team: �Let�s Go! ASPIRE for Parangal Second Semester and Beyond.� He offered a challenge to the team to �ASPIRE� � an innovative acronym for Advancing Samar Province In Regional Excellence. PD Lacaba enjoined field officers to exert more effort in meeting their respective targets because according to him, one needs to, �perspire in order not to expire.� He also underscored the importance of cooperation and harmonious working relationship between the municipal operations offices and the provincial office in pursuing this goal. Along this line, each one gave his/her commitment to support the provincial level in attaining excellence in the regional level starting the second semester and onwards. Provincial Team Conference Fieldmen were informed with the issuances, requirements, and concerns affecting local governance and the Office. It was capped with the revision of targets for the second semester. LGPMS Re-Orientation The LGPMS Orientation generally aimed at refreshing fieldmen with the operational and technical aspects of LGPMS, especially on the importance of exit conference, essential points on SLGR formulation and utilization, the LGPMS software, data analysis and interpretation, and tasks of stakeholders. The topics were discussed by no less than Assistant Regional Director Aida Z. Laruda herself, together with OMD Chief Libertino Ocenar, Asst. TSD Chief Blanca Cercado, LGOO IV Boris Pascubillo and OIC-APD Bajet. PDMT Echo-Seminar The PDMT Echo-Seminar was conducted to equip LGOOs with the knowledge in preparing project proposals. The resource persons were PD Lacaba, OIC- APD Bajet, LGOO II Wilson Macabare, LGOO II Karen Lao and LGOO V Maribeth Aguilar of DILG-Calbayog. Among the topics discussed were the tools and techniques in project identification; situational analysis, Logical Framework formulation; market, economic, financial, technical, and operation aspects; and proposal writing and packaging. One of the issues and concerns raised was the lack of support from local officials and functionaries. Thus, it was recommended to introduce PDM to stakeholders, to review LGU plans, and apply PDM tools and techniques on LGU programs, projects and activities. |
