The DILG Samar Provincial Office reorganized and reactivated five (5) DILG provincial clusters through Provincial Order No. 2006-20 dated September 14, 2006. This move is in support to the revised OPB for 2006 and to the newly launched ASPIRE goals of DILG Samar.
In view of this, PD Lacaba issued Provincial Memorandum Order No. 2 dated September 14, 2006 directing all field officers to attend the cluster conference with the following schedules: Cluster 1- September 21 at Pinabacdao, Samar; Cluster 2 - September 18 at Calbiga, Samar; Cluster 3 � September 22 at Tarangnan, Samar; Cluster 4 - September 19 at Catbalogan, Samar and Cluster 5 - September 25 at Sto. Ni�o, Samar. The DILG provincial management and staff will attend each cluster meeting.
According to him, cluster conferences foster manageability in the organization. It also institutes a personalized relationship among and within the cluster members thereby attaining oneness in achieving the organizational objectives. More issues and problems innate to the cluster are tackled and concrete solutions are then identified.
Aside from discussing the different issues in each municipality, part of the program in the conference is the monitoring of different projects, programs and activities as mandated by the Department. Mayor Luzviminda L. Nacario, who was the guest of the cluster meeting in Calbiga, Samar, suggested the participation of Local Chief Executives in cluster conferences. In so doing, the LCE will be fully aware of his responsibility being the head of the municipality, with the chance to partake in the discussion of various insights on how to improve the locality.
Moreover, field officers will be able to work hand in hand with the LCE in meeting the different requirements of the Department and foster better relationships. Various problems existing in the municipality will also be addressed thereby helping one another in resolving local issues. In another cluster meeting held at Pinabacdao, Mayor Mario L. Quijano suggested that the Department should come up with various capability-building activities to help them govern the municipality more efficiently and effectively. |
