Minutes of the Dublin Historic Neighborhood Association

The president, Harold Cline, opened the meeting and the members approved the minutes of the previous meeting.

The president reviewed the status of the rezoning requests for 709 Euclid Avenue and 402 Ramsey Street.  By a six to nothing vote, the Zoning Board denied the request to rezone 709 Euclid Avenue from single family residential to professional business.  The City Council will hear the appeal of the owner on March 17, 2005.  The Zoning Board is scheduled to hear the request to rezone 402 Ramsey Street from single family residential to apartments on March 8, 2005.  The DHNA strongly oppose both rezoning requests.  The Dublin Courier Herald published a letter to the editor from the association opposing both rezoning requests.

A generic form for reporting neighborhood issues and concerns to the city government was distributed. The form was created by the DHNA to encourage residents to report to the city government such issues as rotten trees, abandoned vehicles or appliances, overgrown yards, possible zoning violations, or drainage problems. Phoning city officials to report concerns is OK, but letters leave a record of the request.  Please suggest ways to improve the form.

The DHNA Email Contact List currently has thirty addresses; please encourage your friends to send us their email addresses.  The email list along with our list of phone numbers will help us communicate with the neighborhood residents.

The Neighborhood Identity Committee reported that it was developing ideas to increase the unity of the residents and to increase the visibility of the neighborhood citywide. 

The Neighborhood Improvement Committee recommended that the association seek non-profit status and the members authorized the executive board to do so. The committee will also look into developing a constitution and by-laws and setting up a bank account. In addition, the committee reported that it discussed a variety of topics including:

1. Requesting that the city government extend the official period for posting rezoning notices on property. The current period is only 15 days.
2. Closing certain neighborhood streets to reduce traffic, improve neighborhood security, and increase safety, as has been done in the past.
3. Requesting that the city clarify the legal status of the service alleys in the neighborhood as to ownership and usage.
4. Observing street lighting in the neighborhood to see if more lighting is needed.
5. Working to improve the appearance the properties of elderly or shut-in residents who do not have the resources to do so.

The president requested that the committee bring several formal recommendations to the next general meeting.

The association recognized Ms. Dorothy Collins and Ms. Frances Spivey as the prime movers whose efforts created the Stubbs Park�Stonewall Street Historic District.  Through their endeavors the district is recognized by the State of Georgia and is listed in the National Register of Historic Places http://www.cr.nps.gov/nr/.  Mrs. Collins is also working on recognition for both Scottsville and Southside neighborhoods as historic districts.

Elections for president, vice president and secretary-treasurer were held.  The members unanimously elected Harold Cline, Melanie Gunn and Donna Phillips (respectively) to fill those positions.  The officers will serve for one year or until the next election is held.  The meeting ended at 8:00 pm.
