A number of recent efforts on the part of homeless related organizations
and individuals have focused on civil rights violations.
I've been posting an on-line questionaire designed to deal with the
problem as I know it. It is designed to get to the specifics of a given
situation. The latest version is printed here below, and it's also
located at http://dhm.best.vwh.net/civil-rights.html where it can be
filled out and sent as a CGI form.

2. If you don't have Hotmail, YahooMail, or an other e-mail account,
you may be stuck having to fill out the questionaire as a CGI form
or make a printout.
This questionaire helps you name police officers, judges, lawyers, and
other powers-that-be as offenders.
This is not an official government questionaire, but it is an efficient
tool which can be used to aid prompt action. Most people's stories are
narratives, but when you browse the questionaire it will remind you about
important details. Tip: Get the identifying information first - names, ID
numbers, license numbers, employment positions - other info can usually be
filled in later but don't delay.
