Well actually I don't really see the use, but maybe if you got a company pc's it might come in handy. Windows has the option to display a welcome message, even before the welcome screen. You have to click on this message to continue.

You can enable this message by doing the following:

Go to start
run
type: "regedit"
Enter

HKEY - Local - Machine
Software
Microsoft
Windows NT (windows 98 and me: Windows instead of Windows NT)
Current version
WinLogon

There you should see LegalNoticeCaption and LegalNoticeText
If not you should make these strings.

Just doubleclick on them to enter your text. (Caption for header).

Now reboot and the message will appear.
