Part of the push for the stars was the establishment of space stations and star bases throughout the galaxy. These stations have a wide variety of uses, everything from military bases to colonies to vacation spots. Powerful Pirate Guilds often have their bases on just such stations, giving them complete control of their habitat, making it signifanctly easier to defend. Likewise, those Outlaw's who choose to settle down often do so in Outlaw havens on out of the way space stations. Even the Space Forces have military bases to assist with their application of law.
