The State of North Dakota has nearly finished construction on the Devil's Lake Diversion project, which will divert water directly from Devil's Lake into the Sheyenne River, which forms part of the Hudson Bay watershed. The Devil's Lake outlet is scheduled to open on July 1st, 2005.
During the years of debate over the construction of this outlet, North Dakota has ignored the long-standing Boundary Waters Treaty which applies to rivers and lakes shared by the United States and Canada. It bars the countries from polluting shared waters in such a way as to harm property or health.
Despite opposition of the Devil's Lake Outlet project from numerous state and provincial governments, environmental and First Nations groups, and the Canadian federal government, the State of North Dakota has refused to send the Devil's Lake Diversion project for review by the International Joint Commission. The US federal government needs to agree to the review and they have not yet done so.
By going ahead with the Devils Lake Outlet without proper assessment, North Dakota is endangering not only the downstream environments of North Dakota and Manitoba but also a long-standing, internationally acclaimed environmental agreement.
Add your voice to those calling on Prime Minister Paul Martin and President George Bush for a review of the Devil's Lake Outlet project by the International Joint Commission, and a hold on all further construction or opening of the outlet while discussion is ongoing.
